General Summary of Function/Purpose of PositionThis position is responsible for the installation, testing, inspection, and troubleshooting of refrigeration and HVAC systems. This position performs skilled assignments involving heating and cooling equipment and controls associated with a climate-controlled setting. This position will also require repairs/replacements of components related to food service equipment such as walk in coolers and freezers. As the recognized resource at the facility, this position is responsible for ensuring compliance with the Clean Air Act, specifically Section 608 of the Refrigerant Management Regulations, for such actions as venting, safe disposal, proper evacuation of refrigerants, appliance maintenance and repair including both small appliances and low and high-pressure appliances. This is a test designated position, as the assignment is behind the secured perimeter of the facility.?This position has a Selective Position Requirement (SPR) – Incumbent must possess the Section 608 Types I, II or III Certification per EPA regulation to be appointed, and obtain within their probationary period the “Universal” Technician Certification which encompasses Type I, II and III for servicing all types of equipment. 15. The total percentage of all duties performed must equal 100 percent.Duty 1General Summary:Percentage:35Responsible for the proper and safe operation and preventive maintenance of the facility heating and cooling systems.Individual tasks related to the duty:Change filters; adjust belts, check/change oil, clean coils as indicated in equipment manuals.Perform daily/weekly checks on heating and cooling equipment. Daily inspections of freezers and coolers for food service and making any adjustments or repairs at such time.Check and change HVAC controls as needed.Perform inspections required for preventive maintenance.Order parts and materials. Maintain inventory of supplies and repair parts.Assist other maintenance staff as needed.Perform tasks as assigned.Inspect, repair, and provide preventative maintenance on components of hot water boilers and steam boiler.Ensure that prohibited release of chlorofluorocarbons (CFC’s), hydro chlorofluorocarbons (HCFCs), their blends, and substitute refrigerants does not occur during the service, maintenance and repair of refrigeration and air conditioning equipment.Ensure the safe disposal of CFC’s, HCFC’s, and their blends.Duty 2General Summary:Percentage:35Install and repair refrigeration, air conditioning, and ventilation, heating and control systemsIndividual tasks related to the duty:Troubleshoot and repair all HVAC equipment. Work from blueprints, schematics and other and manuals.Install and repair various parts and equipment for air conditioning, refrigeration and ventilation, heating and cooling, and control systems.Develop plans, estimates materials, contact vendors.Prepare and process paperwork required for ordering of parts/supplies required to complete assignments.Perform work and adjustments using digital controls and computerized systems.Installation of freezer, cooler, air conditioners, refrigerant cooled water fountains and refrigerators as needed.Duty 3General Summary:Percentage:25Assist other maintenance staff with assignments. Assign work and supervise prisoner work crews.Individual tasks related to the duty:Perform assigned tasks, assist other trades as needed to maintain a proper and safe environment. Daily work assignments are completed independently with employee using professional knowledge in making decisions without available supervision which affects all staff and prisoners within the complex.17. What are the minimum education and experience qualifications needed to perform the essential functions of this position.EDUCATION:Education typically acquired through completion of high school.EXPERIENCE:Refrigeration Mechanic 10Five years of experience in the refrigeration mechanic trade, including one year equivalent to a Refrigeration Mechanic E9.Alternate Education and ExperienceRefrigeration Mechanic 8 - 10Completion of a vocational training program in refrigeration mechanics that includes commercial or industrial level instruction may be substituted for two years of experience assisting skilled trades people.KNOWLEDGE, SKILLS, AND ABILITIES:Thorough knowledge: of the theory, methods, practices, tools, equipment of the refrigeration mechanic trade; of the qualities, properties and uses of various types of refrigerant fluids and associated chemicals; of the operating principles of various types of refrigeration, air conditioning and boiler/heating systems; of basic electricity and electrical and solid state control systems.
