Purpose

This position of administration and finance director will the Administration and Finance Departments usually provide fiscal and administrative counsel to the executive offices of the State within the legal and constitutional parameters.

This Division will also be responsible for maintaining of the physical environment and ensuring the safety of the assets owned by the state and keeps in a good condition.

It will also provide excellent human resources services development in effective and efficient manner that the state can utilize in the best way possible.

This department is solely responsible for the fiscal management and institutional budgeting and the financial policy analysis for the better decision making of the executives offices

Duties and Responsibilities

• Develops Finance and Administrative policies Galmudug Planning

• Creates and maintains a robust filling system; including the archiving of key documents of both internal and external communications.

• Works with the reporting line officer in a professional manner and helps Director General to prepare financial reports for the weekly, Monthly, quarterly and semi-annual and Annually.

• Prepares the budget of the Ministry with a close collaboration of the Director General of the Planning and the Ministry of the Finance for discussion and approval.

• The head of admin and finance will deal with and coordinate the sub-departments of this section of the administration and finance affairs of planning in a daily basis. The main aim that this position was created is to make sure that the Planning ministry gets the right administrative direction in a timely and efficient way of executing the important tasks in a close consideration of the policies and the procedures of the Galmudug State.

• Provides an administrative support to Ministries, partners and visitors/consultants when they wish to conduct meetings, workshops. Trainings or other important events in Galmudug ministry of planning.

• Accepts and fulfills any additional assignments as deemed necessary by the Planning authorities.

Qualifications and Experience

• Bachelor’s degree in Accounting, Finance, Business administration, Economics, public administration or related disciplines.

• 3 years of relevant experience in the field of administration, HR, finance more preferably.

Knowledge

• Sound knowledge of computer literacy such as Microsoft Word, Excel, Access, PowerPoint Presenrtation is required.

• Good knowledge of Management; planning, organizing, Directing and controlling skills

• Good understanding of gender issues and rights based approaches

• Knowledge of Budget Preparation and execution and Accounting Softwares

Competence

• Excellent communication, planning, supervisory and interpersonal skills that will enable the identification of opportunities to establish effective strategic relationships between one’s area and others to achieve GSS objectives.

• Clearly conveying information and ideas through a variety of media to individuals or groups in a manner that engages the audience and helps them understand and retain their message.

• Ability to create and maintain a working environment that will promote value and respect diversity in the implementation process.

• Possesses high level political, analytical, policy and management skills.

• The ability to provide leadership, direction and motivation to the Ministry of Planning

• High standards of ethical behavior and integrity and aability to identify, analyse and solve complex issues

• Excellent written and verbal communication in English and Somali languages.
