This Summit provides a forum to share Best Practices and discuss key housing problems and issues facing communities, citizens and housing agencies in Adams, Cumberland, Dauphin, Franklin, Lancaster, Lebanon, Perry, and York Counties.Officials and professionals from state, local and county government, nonprofit and for profit housing organizations, banks, colleges, consulting firms, and interested citizens have been invited to the Summit, providing a chance for input from all sectors of South Central Pennsylvania.The Summit features sessions in six tracks that offer a broad range of topics for groups that serve our communities. The tracks include: County & Municipal Issues, Helping The Homeless, Affordable Housing Issues, Affordable Housing Resources, Housing and Older Adults, and Healthy Housing. Leigh Howard, President, Diana T Myers AssociatesLeigh Howard has been the President of Diana T. Myers and Associates, Inc. (DMA) since 2013.? Since joining DMA in 2006, Leigh’s work has centered around the housing needs of special populations, including:? families, youth, and adults experiencing homelessness; individuals with justice involvement; individuals living in nursing homes and personal care boarding homes.? Prior to joining DMA, she worked as a Social Worker, Long-Term Care Ombudsman, Researcher and Community Organizer.? Leigh received her undergraduate degree from Wesleyan College, and a Masters Degree in Social Work and a Masters Degree in Law and Social Policy from Bryn Mawr College.?Senghor Manns, Chief Executive Officer and President, Harrisburg Housing Authority Senghor Manns has been Chief Executive Officer, President and Counsel of the Harrisburg Housing Authority since October 2,009. Prior to this, he was Chief Operating Officer, Deputy Executive Director and Special Counsel (General Counsel-2005/07) for the Indianapolis Housing Agency. He also worked with the law firms of Lee, Burns, Cossel and Kuehn, LLP and Coots, Henke and Wheeler, P.C., and for the Hamilton County Prosecutor's Office . Mr. Manns received his BA from Indiana University at Bloomington, and his JD from Indiana University's Robert H. McKinney School of Law. He is on the Federal Home Loan Bank's Advisory Council, a Board member of the Pa Association of Housing and Redevelopment Authorities and the Keystone Research Center, and an Advisor to the Board of the Tri County Housing Development Corporation..James Shultz, Program Development Director, Lancaster Housing Opportunity PartnershipOne of the founding members of the Lancaster Housing Opportunity Partnership (LHOP) , Jim became LHOP’s Program Development Director in 2012. He was raised in a public housing development in the City of Lancaster and is passionate about affordable housing issues. He spent six years as President of the Housing Development Corp. of Lancaster, developing 10 affordable housing buildings and communities, and five years as Community Development Director for Allentown, PA. Jim has taught an evening class in City Government for 30 years at his alma mater, Franklin & Marshall College. Yentel will then join other housing experts to consider strategies to strengthen both the rental and homeownership markets, and discuss where to build new affordable housing, how to repair and preserve our existing stock, the future of the housing finance system, as well as recommend needed policy changes at the state and federal levels. Diane Yentel is the newly appointed President and CEO of the National Low Income Housing Coalition (NLIHC), a membership organization dedicated solely to achieving socially just public policy that assures people with the lowest incomes in the United States have affordable and decent homes. Yentel is a veteran affordable housing policy expert and advocate with nearly two decades of work on affordable housing and community development issues. Yentel previously led federal, state and local policy, research and advocacy programs at Enterprise Community Partners, and was the director of the Public Housing Management and Occupancy Division at HUD. Yentel has a Masters in Social work from the University of Texas at Austin.Phyllis Chamberlain (Moderator) is the Executive Director, Housing Alliance of Pennsylvania, a statewide membership organization whose mission is to ensure that all Pennsylvanians have access to safe, decent, affordable and accessible homes. Chamberlain has twenty years of experience in public policy advocacy, community engagement, and communications with the last thirteen years spent on local, state, and federal planning and policy to increase affordable housing opportunity and end homelessness. She is driven by her passion for the role that housing plays in providing a safe and stable foundation for vulnerable people and the knowledge that there are practical solutions to the problems of affordable housing and homelessness. Rebecca L. Peace serves as Deputy Executive Director and Chief Counsel to the Pennsylvania Housing Finance Agency. She has held the position of Chief Counsel since 1989 and has been with the Agency's legal division over 30 years. In September, 2015, the Agency’s Board named her to the post of Deputy Executive Director. Peace received her Bachelor of Science from the University of Pittsburgh and her Juris Doctor from the University of Pittsburgh-School of Law.Kathy A. Possinger serves as Director of the Center for Compliance, Monitoring, and Training with the Pennsylvania Department of Community and Economic Development.?She is responsible for compliance and monitoring of Pennsylvania's small cities housing and community development programs. She previously served as Executive Director of Tri County Community Action, Cumberland, Dauphin and Perry Counties’ principal anti-poverty planning agency, and as the City of Harrisburg's Director of Building and Housing Development. Possinger has a BA in Urban Studies and Sociology from Canisius College and completed her masters’ studies in Urban Planning at the State University of New York at Buffalo.Jane C. W.
