Durham, NC Seeking Parks and Recreation Directorfor Award Winning and Accredited DepartmentCome to one of the most vibrant and progressive cities in North Carolina to lead the accredited Durham Parks and Recreation (DPR) Department. If you are passionate about social equity and the lifelong pursuit of wellness and engagement through Parks and Recreation, Durham is seeking its next Director. The Director must have a track record of inspiring innovation in recreation programming, establishing new public-private partnerships and attracting and developing talented staff to serve a broad set of customers. The department has a comprehensive master plan with capital projects in the pipeline. The position is open due to a retirement. The Community: Durham County, located in the Research Triangle Region of North Carolina, is home to Research Triangle Park and is one of the most economically competitive regions in the world. Research and development from many private and federal labs have fueled business and economic growth here and has made the region a world leader in life sciences, information technology, and clean technology. Consistently ranked among the top places to live, work and play, Durham is a magnet for talent, which helps attract innovative companies working in high- growth industries. Durham, the “City of Medicine,” has long been known for world-class medical facilities, including top-ranked Duke University Medical Center, and an industry-leading pharmaceutical sector. More recently, it’s become a hotspot for entrepreneurs and high-tech startups, propelled by the launch of American Underground, a startup incubator and accelerator. Durham boasts a premier performing arts center and the Durham Bulls AAA baseball team. In addition to Duke University, Durham is home to North Carolina Central University, the nation’s first public Historically Black College and University, now a major center for biotech and bio-manufacturing R&D, and Durham Technical Community College, a key partner in preparing a competitive workforce. The Parks and Recreation Director reports to the Deputy City Manager. DPR is one of 24 departments and has 127 full-time and up to 350 part-time employees with an operating budget of $16M and over $37M in planned capital improvements (in the current 10-year CIP Plan).? DPR offered over 1,400 programs and served over 118,000 patrons through programs, rentals, and services in Fiscal Year 2019. Through a Master Plan, the Department plans, organizes, and conducts a diverse system of recreational, cultural, and athletic programs.? The Department also plans and maintains park facilities and grounds, including lakes, greenways, trails, and athletic fields.?The Director also works with the Recreation Advisory Commission.The department has three divisions: Administration, Recreation and Planning, Maintenance and Athletics through which is manages diverse assets. DPR contains 68 parks for a total of 1800 acres of parkland and operates nine recreation centers, 56 playgrounds, five outdoor and indoor pools, two lakes, and two heritage parks plus maintaining 29 miles of paved trails including significant parts of the American Tobacco Trail. There are also five “special use” facilities under the department’s management, including the Armory, the CCB Plaza, the Clubhouse at Forest Hills, Spruce Pine Lodge, the Holly Grove campsite, and the downtown DPR Administrative Office. Key priorities of the new Director will include: collaborating with staff to develop and implement plans to shape the department of the future with increasingly more retirements over the next 3-5 years in order to flexibly respond to changing trends and preferences in parks and recreation services;working with community partners such as Universities, other regional park systems, nonprofits, K-12 schools and universities as well as City departments such as Housing, Public Safety and the Library, in order to deliver more effective programs to a larger audience;launching an update of the Master Plan;managing capital projects related to land that has been designated for parks and greenways; and, working with staff to capitalize on DPR strengths and enhance employee engagement with a culture of inclusiveness, consistency, and accountability.The successful candidate has a track record of success and is:dedicated to building a cohesive and high performing team throughout the department as well as the development of individual employees;an outstanding project manager with experience in capital project implementation and programming innovation;a proactive collaborator who easily builds partnerships with internal and external stakeholders;skilled and creative in revenue and budget management, leveraging resources, and working effectively with Parks and Recreation partners to maximize complex partnerships within a City departmental system;experienced in accreditation and leading the department through continuing reaccrediting cycles; an excellent and effective communicator, including one on one, small groups and public speaking, who confidently and persuasively engages citizens, community groups, staff, and Council;an active participant in community relations through personal support of and engagement in departmental programs; and,a passionate educator and advocate for the department and its employees.Qualifications:? The candidate’s work history must include well-rounded experience across both parks and recreation divisions with ten (10) or more years of successful and progressive levels of responsibility and previous supervisory experience.?? Municipal parks and recreation experience and a bachelor’s degree are required while a relevant master’s degree and CPRP certification are strongly preferred.?Salary and Benefits: The full hiring range is $100,561 – $160,894.
