What Can We Do For You Today?

As you may have noticed, our newsletter has a new look! This new design is a part of the Department of Revenue's ongoing rebrand. The rebrand features new logos, colors, documents, and publications. We are also working toward a more user-friendly website to help us provide the best customer service possible. Of course, our rebrand was not completed without help. Individuals, businesses, and local governments aided us by participating in a brand perception survey, and we greatly appreciate their feedback on how we can best serve the citizens of South Dakota.

Tax Increment Financing Annual Report Now Online

The beginning of 2019 also brought the publication of the second annual Tax Increment Financing (TIF) report. TIFs are a tool used by municipalities and counties to redevelop areas or grow a local economy by offsetting the cost of public infrastructure improvements. TIFs can be useful in attracting private investments and businesses, which translate into more jobs and a growing tax base . The report contains the classifications for TIF districts as authorized by state law, a TIF district summary, and a breakdown of each of the 182 active TIF districts throughout South Dakota. South Dakota's remote seller law went into effect November 1, 2018, and the Department of Revenue continues to provide support to both in-state and out -of-state retailers who sell products online.

Due to the nationwide impact of the United States Supreme Court's South Dakota vs. Wayfair decision, some in-state businesses may be affected by the ruling.

Marketplace Platforms

South Dakota's marketplace platform law will take effect March 1, 2019.

If a South Dakota business or individual sells products through a marketplace provider, the marketplace will remit sales tax if they meet the law's thresholds. If a marketplace is remitting the sales tax, businesses will not be responsible for sales tax remittance on sales through that marketplace.

Municipal Tax Changes

Effective January 1, 2019, two South Dakota communities implemented new municipal taxes or updated their current municipal tax rate.

The municipal tax changes taking effect included:

Trent, S.D. increased its 1 percent general sales and use tax rate to 2 percent.

Interior, S.D. increased its 1.9 percent general sales and use tax rate to 2 percent. In addition to the 2 percent sales and use tax rate, a 1 percent municipal gross receipts tax applies to lodging, eating establishments, alcoholic beverages, and ticket sales or admissions to places of amusement, athletic and cultural events.

Lottery Mobile App Update

The newest version of the Lottery's mobile app is now available! The latest version corrected bugs that affected our ticket scanner, and you can now view our scratch ticket lineup within the app. The app allows users to access information about lotto jackpots, promotions, an interactive retailer map, a ticket scanner, and more. The app also allows members of the Lottery's Players Club to enter exclusive second chance drawings by simply scanning qualifying nonwinning tickets. The app is available on all Android and Apple devices.
