We are privileged to have senior leadership of the US Public Health Service Commissioned Corps in attendance to execute the leadership transition of the Chief Professional Officer of the Health Services Category. History of the USPHS

CDR Bobby Rasulnia:

The Public Health Service has a proud history; our origins may be traced to the passage of an act in 1798 that provided for the care and relief of sick and injured merchant seamen.

From this proud history, we have continued to evolve and grow, expanding programs in research and applied public health, in mental and behavioral health and prevention, and we have grown from a small collection of hospitals supporting the merchant mariners to the largest public health program in the world.

Since the inception of the Public Health Service, Health Service Officers have been a key component to the provision of health care to the American people.

Health Services Officers make up the second largest category of the Public Health Service with over 1,300 officers. We play an important role in the overall mission of the Corps to protect, promote and advance the health and safety of our nation.

The Chief Professional Officer of the Health Services Officer category was initiated in 1979 to provide this important category with the leadership for continuity and professional development. Every four years, a new Chief Professional Officer of the Health Services Officer category is selected to continue its growth and relevance as a national asset and highly skilled and mobilized Federal responder.

Today, we congratulate RADM Epi Elizondo for his leadership and contributions to the Health Service Officer category, over the past six-years, and leaving it better then he found it. Simultaneously, we welcome and congratulate CAPT Jeanean Willis-Marsh for her selection as the 11th Chief Professional Officer of the Health Service Officer category for the United States Public Health Service.

Presiding Officer Speech

CDR Bobby Rasulnia:

It is now my privilege to welcome our Presiding Officer, Deputy Surgeon General of the United States, RADM Sylvia Trent-Adams!

As Deputy Surgeon General, Rear Admiral (RADM) Sylvia Trent-Adams advises and supports the Surgeon General regarding operations of the U.S. Public Health Service (USPHS) Commissioned Corps and in communicating the best available scientific information to advance the health of the nation. She has served as the Chief Nurse Officer of the USPHS since November 2013. In this role, she advises the Office of the Surgeon General and the U.S. Department of Health and Human Services (HHS) on the recruitment, assignment, deployment, retention, and career development of Corps nurse professionals.

RADM Trent-Adams has held various positions in HHS, working to improve access to care for poor and underserved communities. As a clinician and administrator, she has had a direct impact on building systems of care to improve public health for marginalized populations domestically and internationally.

Outgoing Chief Professional Officer Speeches

RADM Michael Milner

CDR Bobby Rasulnia:

It is now my pleasure to introduce you to the ninth Chief Health Services Officer, who served right before RADM Elizondo, retired RADM Michael Milner.

Rear Admiral Milner currently serves as the Veterans Administration’s Compensation and Pension Program examiner. In this role he performs detailed general and specialty clinical exams using standard VA protocols and renders medical opinions to document service-connected injuries and illnesses. While on active duty, RADM Milner served as the Regional Health Administrator for Region I, where he was responsible for oversight of all programs of the Office the Assistant Secretary for Health including the Office of Women’s Health, Office of Minority Health, Office of Family Planning, and All-Hazards Emergency Preparedness activities for the region under the Federal Response Plan

RADM Epifanio Elizondo

CDR Bobby Rasulnia:

It is now my great pleasure to introduce the current Chief Professional Officer of the Health Services Officer category, Rear Admiral Epifanio Elizondo.

RADM Elizondo was selected by Surgeon General Regina Benjamin as the Chief Professional Officer for the Health Services Officer category effective August 10, 2010. He began his USPHS career with the Federal Bureau of Prisons (BOP). Since his transfer from the U.S. Air Force, he has served in a variety of positions including a PA clinician, Assistant Health Services Administrator, Chief Physician Assistant (PA), Regional Minority Health Consultant, Deputy Regional Health Administrator (DRHA), and currently as the Regional Health Administrator (RHA) for HHS/OASH Region VI.

RADM Elizondo’s uniform services awards include the PHS Meritorious Service Medal, USNR Meritorious Service Medal, BOP Meritorious Service Medal, Army Commendation Medal, Air Force Commendation Medal, and the Crisis Response Service Award. His non-uniform service awards include the HHS Secretary’s Award for Distinguished Service, the Attorney General’s Award for Career Enhancement, and the Federal Bureau of Prisons Assistant Director’s Award for the Health Services Division.

To introduce our new Chief Professional Officer, I’d like to welcome RADM Peter Delany who currently serves as the Director of SAMHSA Center for Behavioral Health Statistics and Quality.

Rear Admiral Peter Delany is currently on detail from the Substance Abuse and Mental Health Administration (SAMHSA), to the White House Office of National Drug Control Policy serving as a Special Advisor in the Office of Research and Data Analysis where he is working on policies related to the President’s Opiate Initiative. Previously, he served as the Director of the Center for Behavioral Health Statistics and Quality (CBHSQ) in SAMHSA. In this role he provided direction and oversight to a diverse office of professionals who are responsible for the collection, analysis, and dissemination critical public health data related to substance use, mental illness, and related disorders.
