REQUEST FOR QUALIFICATIONS for ARCHITECTURAL PRE-BOND ISSUE ASSISTANCE SERVICES

Buckeye Local Schools in Ashtabula County Ohio is seeking Request for Qualifications for Architectural Pre-Bond Issue Assistance Services. This RFQ is being initiated to secure the services of a qualified firm to provide technical assistance as they prepare for an OFCC ELPP ballot attempt as early as November 2019.

The Request for Qualifications will be submitted to and received by the Buckeye Local Schools office, via email by sending to p.colucci@ (Patrick Colucci, Superintendent). The proposal shall be marked "Architectural Pre-Bond Issue Assistance Services for Buckeye Local Schools." Proposals received after the deadline of 3:00 pm on February 15, 2019, will be not be accepted. It is the proposer's responsibility to ensure that the proposal is received prior to the deadline as no exception to this policy will be made.

BACKGROUND

The Buckeye Local School district is located in Ashtabula County in the northeast portion of the

State of Ohio. The district covers 70 square miles. Home to approximately 1,800 students the

district has four school facilities:

The district is wrestling with the decision of how best to address district ? wide facility needs as a result of an aging infrastructure, change in program requirements, and an ever-changing student enrollment. The community is comprised of multiple generations of same families receiving education in this district. The District has been fiscally responsible in managing the district's needs and the community's wishes to keep the buildings at the time when all the other districts in the county opted for new schools. The district is at a crossroads and seeks expert assistance to determine the most fiscally responsible way to move forward while maintaining a safe environment and facilities to accommodate technological and educational needs for students.

SCOPE OF SERVICES

Generally assist the District (and cooperate with OFCC) with technical expertise for preparing to move forward with a project in to replace or renovate facilities. The district has just begun working with OFCC under the ELP Program and is in the early planning stages.

BUCKEYE LOCAL SCHOOL DISTRICT

1. Assist in OFCC's effort to validate the current OFCC assessments. Includes investigating LEED implications and potential Enhanced Re-Programming as applicable. 2. Cooperate with the OFCC in exploring Master Plan options which will include comparing new construction options vs. renovation options. 3. Assist the district in determining need/desire of any LFIs including estimates of cost. This may include POR exercises and/or conceptual plan studies. It should consider such things as potential offsite work scope. 4. Create conceptual site plan(s) to assist with feasibility study of sites/buildings and serve as a promotional tool for the potential bond issue. 5. Attend Community Meetings to present information and provide technical assistance. 6. Other scope that would assist the district in being prepared to accept the OSFC offer. 7. Educational Visioning session to address the topic of future curriculum needs.

This scope would be limited to Pre-Design and does not imply continuance into full design service for the project should the OFCC project become funded. A separate selection process for A/E services would occur only after the District has obtained their local share of funding.

SUBMISSION REQUIREMENTS

Qualifications submitted in response to the RFQ should be electronic and e-mailed in PDF format with file size limited to 10MB.

SELECTION PROCESS

A Selection Committee will evaluate the RFQs and rank them based on most qualified. The Selection Committee will forward their recommendation to the Buckeye Local School Board for final action.

Buckeye Local Schools reserves the right to prepare a short-list of firms from the submitted proposals and conduct interviews or select the most qualified and begin negotiations for a contract. This decision will be based on the number and quality of proposals received. If Interviews are scheduled, they would be held within thirty (30) days of the RFQ opening.
