In between periods of relaxation and eating turkey (with related yummy treats); I worked on the 2010 CEMHS Summit Final Report and completion of the “educational capability analysis” for emergency management and homeland security education and training programs state-wide.?This analysis synthesizes and evaluates current EM-HS capability at all levels of education (K-12, Training, Associate, Bachelor, Masters, and Doctoral) in terms of limitations, strengths, and provides “next steps” on developing these academic programs within the “vertical track” structure. The release of the report should contribute significantly to the development and implementation of state-level EM-HS academic programs and enhanced campus preparedness for stakeholders and partners?(and may also contribute towards?the national model.) This report?represents?the culmination of the first phase of CEMHS Strategic Initiative objectives (program information gathering and participant feedback.)?The second phase of the EM-HS Strategic Initiative (writing the comprehensive report) begins in January, 2011. The comprehensive report begins by defining key terms. What is “emergency management” and “homeland security?” “Education” and “training?” What is a “discipline” and what is a “field?” How do these terms differ and how are they similar? In addition to the clarification of key terms, we are going to discuss the foundational goals these programs should have; the types of content and curricular areas to focus upon; and the professional values and norms we “ought to” be emphasizing in these programs. (Plus a variety of additional programmatic and curriculum info as well!) With all this material laid out, we can then proceed directly to the specific details for each level of EM-HS education and training (and the transitions between educational levels). Looking forward to working with everyone on this very important project. A few recent updates:CSIS-LSU Series on Disaster Management and Emergency ResponseLSU’s Stephenson Disaster Management Institute, together with the Center for Strategic and International Studies, launched a new speaker series focused on disaster management and emergency response on Tuesday, Nov. 16. The inaugural event hosted guest speaker, Adm. Thad Allen (USCG, ret.), National Incident Commander for the Deepwater Horizon Response. He delivered a strategic review of his experiences during last summer’s Gulf of Mexico oil spill.? The event attracted nearly 300 individuals from across the country, including representatives from the Obama administration, Microsoft, BP America and former Virginia Sen. John Warner.? Warner raised the question of how to better recognize and involve first responders in the decision making process during a disaster. Allen stated that the process starts with understanding the job of the first responder, and he emphasized the importance of understanding the job of the first responder and the response doctrine. “Proliferating that response doctrine across the country, which is happening right now, is I think what we need to do,” Allen said.Full video, audio and highlights from this event are available on the LSU Stephenson Disaster Management Institute website.Follow CSIS-LSU on Twitter @SDMI_LSU and Facebook at SDMI.LSUSeeking External Peer Reviewers for 2011 Grant Competitions with Specialized Experience The Corporation for National and Community Service (CNCS) is seeking external peer reviewers for the 2011 Grant Competitions with Specialized Experience.?? The mission of the Corporation for National and Community Service (the Corporation) is to improve lives, strengthen communities, and foster civic participation through service and volunteering. On April 21, 2009, President Obama signed the Edward M. Kennedy Serve America Act, the most sweeping expansion of national service in a generation. This landmark law not only expands service opportunities, but also focuses national service on key outcomes; builds the capacity of individuals, nonprofits, and communities to succeed and encourages innovative approaches to solving problems. What External Peer Reviewers Do:? Peer Reviewers support the Corporation for National and Community Service (CNCS) by assessing grant applications submitted to CNCS for funding. The FY2011 Peer Reviews will utilize a distance-based Field Review model, allowing Reviewers to complete their review responsibilities remotely, without the need to travel to a central location for review participation. Some Reviewers who have been identified with appropriate skills may be invited to serve as panel chairs in a Facilitator role. External Reviewer Qualifications:? External Reviewers must have a college degree (graduate degree preferred). If no degree, a minimum of five to seven years of relevant experience in a particular field is required. The skills and experience required to serve as a Reviewer include: (1) good oral and written communication skills, (2) the ability to collaborate with peers, and (3) experience or a background especially in at least one of the areas below.
