WKSC INTRASQUAD 2016 COMBINED CHAMPS SWIM MEETHost: Western Kansas Swim Club, Golden Belt Swim Squad & Hays Hurricanes Swim TeamDate: Saturday & Sunday, July 16-17, 2016 Sanction: Held under the Chisholm Trail League Blanket Sanctioned of Missouri Valley Swimming, Inc. on behalf of USA Swimming Inc., Sanction #:? MV-16-19 and Time Trials Sanction #: MV-16-19TT In granting this approval it is understood that USAS Swimming shall be free and held harmless from any liabilities or claims for damages arising by reason of injuries to anyone during the conduct of the event.Location: Hays Aquatic Park, 300 Main St, Hays, KSCourse: 50 Meter, 8 lane outdoor pool. All events will start from the starting blocks at the south end of the pool. Colorado Timing System with touch pads will be used on both ends with backup buttons, and stopwatches. In water starts are required on the north end during relay events. The pool ranges from 6.0 to 6.8 feet deep at the start end and 3’6” feet deep at the shallow end. This pool has NOT been certified in accordance with 104.2.2C(4).Type of Meet: Age Group and Post Age Group timed finals. Electronic starts with no recall will be used. Fly-overs may be used at the discretion of the Meet Referee. Afternoon warm-ups will be in two sessions similar to the morning schedule. The afternoon session will begin approximately one hour after the afternoon warm ups begin. Scratches for the afternoon session must be reported to the clerk of the course within 15 minutes after warm-ups begin. Rules: 2016 USA Swimming Rules and Regulations, 2016 Missouri Valley Swimming Rules, and WKSC Policies will govern all events. MVS safety guidelines and warm-up procedures will be in effect. All coaches and deck officials should have their cards visible at all times while on deck. Swimmers without a coach at the meet must check in with the Meet Referee and will be assigned to a coach during the warm up portion of the meet. Any swimmer entered in the meet, unaccompanied by a USA Swimming member coach, must be certified by a USA Swimming member coach as being proficient in performing a racing start or must start each race from the water. It is the responsibility of the swimmer or the swimmer's legal guardian to ensure compliance with this requirement.Eligibility: All swimmers must be registered as 2016 athlete members of USA Swimming and Western Kansas Swim Club. 2016 USA Swimming registration will be verified by the MVS Registration Chair prior to the meet. The age of each swimmer as of July 16th, 2016 determines age group classification for the meet. Swimmers must also have qualifying times according to the schedule established by WKSC for the specific individual event being entered. Additional eligibility requirements include: a swimmer must have competed in at least at two individual events at two regular season WSKC meets during the current summer season to be eligible to compete for awards and points. Entry fees will not be accepted from individuals within a team. Entry fees shall be $4.00 per individual event and $7.00 per relay team. Make checks payable to Western Kansas Swim Club and can be submitted on the first day of the meet to the Clerk of the Course. Entries: Swimmers may qualify with short or long course qualifying times. “No Time” entries will not be accepted except for BONUS events. All relays must be submitted with names of swimmers, with the option to change when scratches are called. Entries for all 8 & under 50 events (Free, Fly, Back, & Breast) must be submitted as a 25 yard or meter time. These events will be seeded using these 25 times.Entry Deadline: Entries must be submitted prior to Tuesday July 12, 2016 at 5:00pm. The 800 freestyle will be swum together alternating heats, fastest seed to slowest seed. The meet will be seeded on deck, upon approval of the Meet Referee. No deck entries will be accepted at this meet.Check-in: Except for the 400- and 800-meter freestyle events, swimmers are considered to be checked in for their events when their entries are received. If a swimmer elects not to swim an event either the swimmer or his/her coach or representative must scratch the event a minimum of 30 minutes prior to the start of the session in which the event is scheduled. If a swimmer fails to either swim or scratch, he/she shall be barred from his/her next event. In the event a swimmer enters more events per day than permitted (see entry limit) and does not scratch, the swimmer will be scratched from their final event of that day. Positive check-in will be required for the 400-meter and 800-meter freestyle. This rule will be strictly enforced. Failure to check-in will be result in a scratch from the event.Scratch Rule: It is the responsibility of each coach to indicate which events are to be scratched by which swimmers and report the same to the Clerk of the Course in writing by the scratch deadline prior to each session. Any swimmer entered in an individual event that has checked in for that event, must swim in the event unless the Clerk of Course is notified before the seeding for that event has begun that the swimmer wishes to scratch. Failure to scratch prior to seeding and not swimming the event will result in the swimmer being barred from the next individual event in which the swimmer is entered on that day or the next meet day, whichever is first. No penalty shall apply for failure to withdraw or compete in an individual event if the Referee is notified in the event of illness or injury and accepts the proof thereof or it is determined by the Referee that failure to compete is caused by circumstances beyond the control of the swimmer. Warm-ups: Swimmers may not dive into the pool during general warm-up. Swimmers must enter the pool by stepping in feet first, or sitting and sliding in, in a safe and cautious manner. Entering in any other manner may result in the disqualification from one or more of the swimmer’s events for that session at the discretion of the Meet Referee. Swimmers may dive during the designated sprint warm up period. Lane Assignments: There will be two warm-up periods for each session and team and lane assignments will be posted prior to the start of each session. The Referee may make adjustments made, as necessary, based on squad size. Please check lane assignments prior to each session. Additionally, place plates will be awarded for 1st through 8th places in each individual and relay events. Scoring for the individual events will be: 9-7-6-5-4-3-2-1 and scoring for the relay events will be: 18-14-12-10-8-6-4-2 with only the top two relays per team eligible for awards or points. Heat ribbons will be awarded to the first place swimmers in each heat. No team points will be awarded for these ribbons. Each team should designate a representative to pick up awards at the Clerk of the Course office at the conclusion of the Meet. Awards must be collected that day or arrangements made with host squad prior to leaving. The presentation of High Point male and female athlete by age group awards and First and Second place overall team awards will be conducted by a WKSC Board Member at the conclusion of the Meet. Bonus Events: Swimmers can enter Bonus events in their age group if they have a proven qualifying time in the corresponding event of ? the distance of the listed Bonus event. The only Bonus event for 10 & Under age group is the 200 Freestyle and for the 11 & Over age group is the 800 Freestyle. The entry time for all Bonus events shall be submitted with best time achieved or as a NT. All Bonus events must be clearly marked as such with the Bonus box checked in Team Manager.Time Trials: Time trials will be conducted on a time available basis after each session. Swimmers must be entered in the meet with a proven time in an individual or relay event to be eligible to participate in time trials. Each time trial swim will count toward the daily event limit, with a combination of time trials and meet events not to exceed that daily limit. Entries must be turned into the Referee with the fee ($5.00/individual and $8.00/relay event) one hour before the projected end of the session. The specific schedule of time trial events will be determined by the Head Referee. Timers/Judges: Each participating squad will be requested to provide the necessary timers during the meet. Swimmers competing in the 800 freestyle event are requested to provide two timers and a lap counter for their swims. Squads are also encouraged to provide certified stroke and turn judges. Heat Sheets: Meet programs will be available for $5.00. Each team’s coaching staff will be provided 2 heat-lane assignment sheets free of charge at the coaches meeting. Results: Results will be posted on the board to the north of the first aid office. Final Results may be posted on the Missouri Valley Website and may include the swimmer’s name, age, times and USA Swimming number. Concession Stand/Sales: A large selection of healthy items will be available for sale at the team concession stand. A hospitality area (with food and drink) will be set-up for Coaches and Meet officials under the blue picnic pavilion to the south east of the parking lot (behind the armory). The hospitality area is courtesy of the Hays Convention and Visitors Bureau. First Aid Station: A first aid station will be available for athlete and spectator injuries/ailments. The first aid station will be located in the office to the immediate east of the pool.Climate/Seating: Event bleachers will be set up, with limited space for lawn chairs in-between. There is very little shade at the Hays Aquatic Park. Please feel free to bring personal Umbrellas for shade. A crash area will be set up around the picnic pavilion (blue roof) to the south east of the Hays Aquatic Park parking lot – behind the National Guard Armory. This area is adjacent to Frontier Park. Squads can set-up tent crash areas in this space. Belongings should not be left over-night.Entrance: Entrance and exit to the meet is located at the south end of the pool complex (next to the concession stand). The swim meet is contained to the area immediately surrounding the big pool, the rest of the Aquatic Park is off limits unless you purchase admission ($3 for ages 3 and up) at the front gates. NOTICE: Use of audio or visual recording devices, including a cell phone, is not permitted in changing areas, rest rooms, or locker rooms. Except where venue facilities require otherwise changing into or out of swimsuits other than in locker rooms or other designated areas is not appropriate and is strongly discouraged.Photography: Anyone wanting to take pictures on deck must receive approval directly from the Meet Referee and sign in prior to being allowed on deck. Any entry or coaching fees for these meets will be the responsibility of the swimmers. WKSC will bill these fees back to each WKSC squad.
