Umpire Assignments/Procedures
CONFERENCE CHAMPIONSHIP
Umpires for the Big 12 Conference Championship will be selected by the Supervisor of Umpires in consultation with the Conference office baseball liaison. These assignments will be made as soon as possible to accommodate an umpire’s need to secure vacation time from work.
CREW CHIEF
A crew chief will be assigned for each series. The crew chief will be responsible for communication between the home school, umpires and the Supervisor of Umpires. The crew chief will contact the baseball administrator of the home school at least one week prior to the assigned series to confirm date, time and hotel location for the series. The crew chief shall insure that he and his crew are at the game site at least 90 minutes prior to the scheduled start of the first game of the series. Upon arrival at the field each day of the series, the crew chief shall inform the home institutions coach of the crew’s arrival. Upon completion of the series, the crew chief will contact the Supervisor regarding any unusual circumstances and complete the umpire evaluations.
EJECTION/SUSPENSION REPORTS
All ejections and suspensions will require a report to the Supervisor of Umpires. It is preferred that reports be submitted electronically. E-mail completed forms to Rich Fetchiet (plateman@umich.edu).
GENERAL
The Supervisor of Umpires will make assignments for all Conference games. It is the policy of the Supervisor to assign the best umpires available for each series.
SCHEDULES
The Supervisor of Umpires shall be furnished with the baseball schedule for the upcoming season at the earliest possible date. The Supervisor should be informed as early as possible about any scheduling changes.
NOTIFICATION OF ASSIGNMENTS
The Supervisor of Umpires will notify the crew chief in a timely manner of their game assignments. The crew chief is responsible for notifying his crew. The Supervisor will notify schools of the crew chief for each home series.
PRE-GAME UMPIRE MEETING
The crew chief will work the first game of each series behind home plate and shall be responsible for holding the pre-game meeting at home plate 10 minutes prior to the starting time of each game.
REPORTING TO GAME SITE
The crew chief is responsible for assuring the crew arrives in the city which the game is being played, at least two hours prior to the game and report to the game site no later than 90 minutes before the game time of the first game of the series (60 minutes for every game thereafter). If the travel distance for a day game is more than 150 miles, umpires are encouraged to be on site the night before the game. If flying, umpires are required to get at least a 21-day advanced purchase. It is the responsibility of the crew chief to have his crew at the assignment. In the event a series is extended beyond the scheduled conclusion, the Conference will reimburse umpires for airline penalties and reasonable expenses.
UMPIRE DRESSING ROOMS
Umpire dressing rooms are off-limits to all individuals except Conference personnel. Friends and family members of umpires, non-working umpires, etc., are not permitted in the umpires’ dressing room.
MEDIA STATEMENTS
Officials should know the Conference post game pool reporter policy. In situations where a statement is warranted to explain a ruling in a game, the crew chief should attempt to contact the Supervisor or Conference office liaison prior to any statement. Requests will only be honored for rules interpretation questions, not judgment calls. A delayed statement is better than a quick, no response, answer.
EMERGENCY SITUATION/TRAVEL NO-SHOWS
If the crew chief/umpire has an emergency and will be unable to show he will attempt to contact the Supervisor of Umpires. If that is not possible he is to call:

SCHOOL RESPONSIBILITY
In the event a series is cancelled or postponed because of weather of other reasons, and the umpires have left for the site or are on site, they shall be paid for the entire series.
COMPENSATION RESPONSIBILITIES
Immediately after the assigned series, umpires will contact the Supervisor (Monday) who will submit expense reimbursements on PayOGFE on behalf of the Conference office. Airline tickets (copy of passenger receipt) should be sent to the Supervisor as soon as the ticket(s) is purchased. The Supervisor will confirm that the umpire is scheduled to work that particular series and will process the receipt for timely reimbursement.
NOTIFICATION
The home school shall be responsible for notifying the Supervisor immediately of any changes in games (i.e., times, dates, facilities).
REDUCED CREW
If, for any reason, an umpire does not show for an assigned game, the Supervisor of Umpires shall be notified and an attempt will be made to contact an umpire either on the staff or in the vicinity of the home school.
SUBSTANTIATION
If an umpire is to be absent at a game/series assigned to him for whatever reason, the umpire must be able to substantiate to the Supervisor that his preparation and schedule were sufficient and timely for appearance at the assigned game/series.
DISCIPLINARY
The Commissioner or designee, after consultation with the Supervisor of Umpires, may reprimand or relieve an umpire of future assignments for conduct unbecoming an umpire, failure to cooperate with the Supervisor of Umpires, or for any action detrimental to the Big 12 Conference. Umpires will not receive compensation for revoked assignments.
EVALUATION OF UMPIRES
The information gathered from various evaluation sources shall be used by the Supervisor of Umpires as a factor in determining the general qualification of an umpire for future assignments.
AREAS OF EVALUATION
The Supervisor of Umpires will use several areas to evaluate umpires. Areas of evaluation may include: appearance, intensity level of umpire, consistency, firmness of call, hustle, timing, crew communication, mechanics, between inning procedure, rules questions/arguments, mound conferences, rules questions and adherence to the Conference code of conduct for umpires.
The Supervisor of Umpires will maintain a procedure for evaluating umpires with feedback from coaches and crew chiefs, in addition to video evaluation. Game video may be provided to the Supervisor by the participating teams for the purpose of umpire evaluation.
