CONSERVATION OFFICER WEEKLY REPORT

District 1 - Baudette area

CO Ben Huener (Roseau) primarily worked snowmobile enforcement during the week. An inventory was taken of the 20 fish houses remaining on Lake Bronson. CO Huener monitored activity in the TB core area during some of the deer removal east of Thief Lake. Elk depredation issues were responded to and WMAs were patrolled.

CO Larry Milbridge (Warroad) investigated a gray wolf depredation complaint and checked anglers on Lake of the Woods. The cold weather slowed activity on the lake.

CO Jeff Birchem (Baudette) completed an investigation involving illegal rabbit hunting. Charges pending include transporting loaded firearm in a motor vehicle and taking rabbits during closed hours. A firearms safety presentation was given at the NW Angle and a wildlife identification presentation was given to elementary students in Warroad. CO Birchem checked anglers on Lake of the Woods with enforcement action taken on a number of violations.

CO Jeremy Woinarowicz (Thief River Falls) patrolled area snowmobile trails and monitored fish shelter removal from area ice. Shelter owners are reminded it is unlawful to store their shelters on a public access. Follow up on a deer shooting case was conducted and an investigation into a wetlands violation continued. Enforcement action for the week included snowmobile registration violations, no state trail permit, and no snowmobile safety certificate.

CO Angie Warren (Thief River Falls) checked anglers on the Red and Red Lake rivers. Snowmobile activity was worked with enforcement action taken for speeding, no snowmobile safety certificate, and failure to stop at crossroads. Questions were answered in regards to small game hunting activity. Calls of a bear sleeping in the middle of a field were taken. Officer Warren followed up on a call of a dog chasing deer.

CO Keith Backer (Blackduck) checked on complaints of dogs chasing deer and motor vehicles being operated on a groomed snowmobile trail. The cold weather has seemed to slow the fish bite but the additional snow has put the snowmobile trails back into excellent condition. CO Backer assisted the sheriff’s department with a pursuit of a vehicle. The vehicle finally went into the ditch. The driver fled on foot and three occupants remained with the vehicle. All four were arrested on outstanding warrants. Other enforcement activity for the week included snowmobile violations.

CO Brice Vollbrecht (Blackduck) worked snowmobile enforcement on northern Beltrami County snowmobile trails. Trails were freshly groomed and in excellent condition. Anglers were checked on Red Lake. Crappie fishing was slow during the week. A Beltrami County TAC meeting was attended to review wetland violations found in the county. Violations encountered during the week included snowmobile violations.

CO Robert Gorecki (Baudette) monitored fishing and snowmobiling activity in the area. Snowmobiling has increased due to the warmer weather and fresh snow. Fishing continues to be good on Lake of the Woods with most fish being caught in 30-36 feet of water. CO Gorecki responded to a civil disagreement on Red Lake. Enforcement action taken during the week included fishing and snowmobiling violations.

Karlstad - vacant.

Warroad #2 - vacant.

District 2 - Bemidji area

CO Stuart Bensen (Erskine) reports angling activity has slowed but the people out are taking some panfish. Antler shed hunter numbers are increasing and having some success. After the fresh snow, snowmobile activity has increased. Several calls of car-kill animals were received.

CO Dan Malinowski (Fosston) checked anglers and documented fish house locations. Snowmobile and Firearm Safety Classes were scheduled. Collector snowmobile permits were issues, and a call on a coyote hit by a car received. The officer assisted sheriff’s deputies and probation officers with the apprehension of a juvenile.

CO Tim Gray (Bagley) responded to a call of an injured deer. Anglers were checked and fish house locations documented. Snowmobilers were checked and trails patrolled.

CO Mike Hruza (Bemidji) assisted the MN State Patrol with a fleeing suspect. A number of angling complaints were investigated. Anglers and snowmobilers were checked.

CO Stacey Sharp (Bemidji) saw an increase in snowmobile activity after the recent snowfall. The snowmobile trails are in good condition and riders are taking advantage of them. Angling activity remains steady but success has slowed. A report of a deer stuck in a fence was investigated. The officer assisted other law enforcement agencies with weather related issues.

CO Chris Vinton (Perham) monitored fish house removal. A few shelters remained on the ice after the deadline. Anglers are reminded that leaving a fish house on a public access is not allowed. Anglers are having some success with panfish and tullibee. The officer worked with DNR Wildlife monitoring a deer depredation permit.

CO Phil Seefeldt (Moorhead) continues to investigate the illegal killing of three deer in the Hawley/Glydon area. Anyone with information should contact the officer or the TIP Hotline (800-652-9093). Anglers have been busy removing shelters from the lakes. Recent snow made the task a little more challenging. The panfish bite is spotty. Snowmobile trail conditions improved after the recent snow, and activity increased over the weekend.

CO Joe Stattelman (Detroit Lakes) focused enforcement efforts on angling and fish house removal. Angler activity and success has slowed. Fish houses on lakes south of Highways 10 and 34 were checked and documented. Snowmobile activity increased after the recent snow. Complaints of illegal burning and animal nuisance were investigated. Equipment issues were addressed and repairs/maintenance completed.

CO Al Peterson (Osage) monitored fish house removal from area lakes. A complaint of wanton waste of fish is being investigated. Investigation of an illegally taken deer continues and evidence processed.

CO Gary Forsberg (Pelican Rapids) checked anglers and monitored fish house removal. Complaints of illegal fishing activity, litter on the lake, and shoreline alteration were investigated. The officer is working with DNR Wildlife personnel concerning a young bull moose hanging around a farmstead and not very tolerant of people.

District 3 - Fergus Falls area

CO Troy Richards (Fergus Falls) checked anglers and monitored fish house removal on area lakes. Shelters that still remained over the weekend were documented for reference in case they don’t find themselves back to land before the deadline. Richards observed a group work hard to get out the blocking material, which was frozen in the lake. The group was told he appreciated their efforts and hoped all ice shelter owners were as vigilant. Unfortunately, enforcement action was needed for those that did not clean up after themselves.

CO Tricia Plautz (Henning) worked area fishing and snowmobile activity. Most fish houses have been removed from area lakes as the deadline approaches but several still remain and time was taken to document those left. Plautz also received complaints of coyotes and investigated snowmobile trespass.

CO Paul Nelson (Elbow Lake) reports primary enforcement activity this past week included checking fishing and snowmobile activity, assisting with a snowmobile safety class in Ashby, setting up a firearms safety class and investigating a dogs chasing deer complaint. He also marked fish houses that were left on the lakes and attended the Coots meeting.

CO Shane Osborne (Evansville) checked area lakes for fish house removal. Osborne also checked lakes for litter, fishing and snowmobile activity. Osborne reports snowmobile activity increased after the recent snowfall.

CO Mike Shelden (Alexandria) spent most of the week monitoring area lakes for litter and the upcoming fish house removal deadline. Snowmobile activity increased over the weekend due to 9 inches of new snow received in Alexandria recently. Fishermen are enjoying a good panfish bite currently on area lakes. Enforcement action was taken for unregistered snowmobiles and no ID on fish shelters.

CO Jeff Johanson (Osakis) spent time checking fishermen and marking fish house and litter issues for the fish house removal deadline. Additional time was spent working snowmobilers and predator hunters with both groups out enjoying the new snow in the area.

CO Daniel Baumbarger (Wheaton) reports that snowmobilers in the area are enjoying the recent new snow. Fishermen in the area are having varied success, and are reminded that fish houses have to be off border waters no later than midnight of March 5th. Enforcement efforts for the week included checking fishermen, predator hunters, snowmobilers, and checking fish houses for the upcoming removal deadline. Time was also spent investigating snowmobile trespass complaints.

CO Kurt Nelson (Glenwood) reports a few fish houses remain on the ice even as the deadline approaches. Six to eight inches of new snow will make their removal more challenging. The new snow also slowed fishing activity down a bit as access to the area lakes was difficult. The new snow brought out more snowmobiles, but the trails have not been groomed. He also checked more predator hunters this past weekend as they also appreciated the new snow for tracking.

District 4 - Wadena area

CO Sam Hunter (Park Rapids) checked fishermen and snowmobilers during the last week. A few new inches of snow had people out on the trails again. CO Hunter would like to remind anglers that unattended fish houses may not be left on the ice overnight.

CO Greg Oldakowski (Wadena) worked area lakes checking anglers and taking inventory of the shacks left on the ice. He noted that the fresh snow brought out snowmobile enthusiasts looking to lengthen the riding season.

CO Gary Sommers (Walker) focused on sport fishing and snowmobile activity. In addition, he assisted the State Patrol at the scene of a personal injury crash, provided ride along opportunities for a college student, marked potential problem fish houses for the upcoming removal deadline, and received numerous reports regarding fish houses being broken into and property being stolen on Leech Lake.

CO Larry Francis (Remer) assisted a party whose snowmobile had broken down on the trail by giving them a ride to the nearest town. He also marked fish houses for the upcoming fish house removal deadline. Enforcement action was taken for no license in possession, failing to display ATV registration, and unmarked fish house.

CO Duke Broughten (Longville) monitored ice fishing and snowmobiling activity. Angling in the area continues to be slow but some are having success. Snowmobile trails received some new snowfall but are only in fair shape. CO Broughten would like to remind anglers to check shelter removal dates and changes to possession limits on Longville area lakes. Enforcement action was taken on no angling license in possession, taking northern pike out of season, and operating a snowmobile on the roadway.

CO Jeff Halverson (Staples) gave a talk to the Staples Rotary Club on the upcoming fishing season. CO Halverson fielded many calls regarding the fish house removal dead line. He also noted that snowmobilers were back out on area trails, with the arrival of fresh snow, and angling activity increased as crappie action began picking up on area lakes.

CO Colleen Adam (OHV Recreation Officer – Park Rapids) reports that recent snowfall has help to extend what has been a good winter for trail riding in the area. Permanent shelters are being pulled off and more portables are being used in search of late winter panfish. CO Adam also assisted with the review of forest signing and ATV trail proposals.

District 5 - Eveleth area

CO Darrin Kittelson (International Falls) continued to monitor and enforce fishing activity on Rainy Lake and Rainy River and reports it to be very slow. CO Kittelson attended the annual coordination meeting with Voyageurs National Park. Snowmobile activity increased slightly with trails in excellent shape.

CO Lloyd Steen (Ray/Kabetogama) patrolled area snowmobile trails and issued citations for excessive speed and failing to display registration and trail stickers. Same violations just a different week!

CO Troy Fondie (Orr) spent several days on a wilderness patrol checking trout lakes within the BWCA.

CO Brad Schultz (Cook) reports most of the few remaining fish houses on the area lakes have already been removed. Quite a few snowmobiles were in the area for an event on Lake Vermilion. Officer Schultz met with the president of the Cook Timberwolves Snowmobile club, as he does every week, to go over any concerns with the local snowmobile trails. Not much ice fishing going on.

CO Don Bozovsky (Hibbing) processed evidence for forfeiture, worked an ongoing small game case and worked anglers and snowmobiles. Enforcement action was taken on taking northern pike out of season.

CO Mark Fredin (Aurora) has received calls about dogs chasing deer and rabbits. Fredin was called to Murphy Lake south of Eveleth were a fish house was burned. It appeared the owner did not block the house up and flooding waters froze it in. It takes more chipping but houses froze in must still be removed not burned. Calls are being made to determine the owner of this fish house.

I. Falls # 2 - vacant.

District 6 - Two Harbors area

CO John Velsvaag (Ely) followed up on several complaints of litter on the ice. Also checked anglers on area lakes and saw some nice trout. Worked snowmobilers and some ATVers. Trail conditions remain ideal in the Ely area.

CO Tom Wahlstrom (Tofte) spent some time last week in the BWCAW. Travel conditions are excellent for both snowshoe and skies. Illegal use of snowmobiles was observed in the BWCAW; information was forwarded to the Forest Service. The Officer worked snowmobile trails and remote trout lakes. Trout fishing has slowed but anglers were still enjoying the nice weather.

CO Darin Fagerman (Grand Marais) took a snowshoe ride with Officer Wahlstrom into the Boundary Waters. They walked into a lake about three miles one way only to find that the people there were camping and not fishing. This is becoming more common. Fishing pressure is way down in the BWCA. Some of the local fishermen say that it is because the lake trout limit was lowered from three down to two. They say that it isn’t worth the effort anymore. Also now that the BWCA and regular trout season open at the same time, more people are skipping the BWCA trip and fishing off the snowmobile with the power ice auger. The majority of the groups that the CO has walked in on this year have not been fishing.

CO Mary Manning (Hovland) checked anglers and area trout lakes. She patrolled snowmobile trails, forestry roads, and local SNAs. CO Manning also flew parts of her patrol area with Lt. Buchert, checked ski passes, and answered questions about martens moving into a family’s woodshed.

Babbitt - vacant.

Silver Bay - vacant.

District 7 - Grand Rapids area

CO Randy Patten (Northome) checked anglers and patrolled area snowmobile trails. He attended the instructors’ banquet in Grand Rapids, which had great attendance. He also attended the bear committee meeting in Grand Rapids and gave a talk on winter survival at Scenic State Park.

CO Mike Fairbanks (Deer River) checked anglers and snowmobiles. He attended the instructors banquet in Grand Rapids and assisted the Itasca County Sheriff’s Department on a car vs. snowmobile accident. Enforcement action taken for angling license violations and fish house ID violations.

CO Thomas Sutherland (Grand Rapids) attended a Grand Rapids city council meeting to speak about nuisance animals within the city. He helped out at the biannual DNR safety banquet where area safety instructors receive awards and dinner cooked by local Conservation Officers. He also worked on a TIP call where too many bluegills were being taken from an area lake and an investigation is in progress.

CO Sarah Sindelir (Grand Rapids) met with the city council to discuss deer feeding this past week. She also investigated a possible deer poaching case in the Balsam area. The Eagles hosted the Safety Instructor Banquet on Tuesday, which turned out to be a great night of food and visiting. Enforcement action was taken for snowmobiling violations.

CO Jeff Koehn (Grand Rapids- OHV specialist) patrolled for OHV activity. He checked anglers using ATV’s to access fishing areas. Time was spent on equipment maintenance. Due to the snow conditions many anglers were able to use vehicles such as trucks and ATV’s on the lakes.

CO Gary Lefebvre (Pengilly) assisted in cooking and serving meals for the District 7 volunteer instructor banquet held in Grand Rapids. He also worked with Scenic State Park staff on the Bigfork Valley Hospital winter event. During the week he investigated complaints involving timber theft, illegal wetland filling, and two TIP complaints.

CO Jon Paurus (Hill City) checked fishing and snowmobiling activity. The recent snowfall improved the riding conditions in the area. Enforcement action taken for angling violations.

District 8 - Cloquet area

CO Jeff Humphrey (Kettle River) worked snowmobile and angling enforcement throughout the past week. Most fish houses have been removed from area lakes. Anglers were reporting a slow to moderate panfish and perch bite. Snowmobile traffic picked up over the weekend with the recent snow. CO assisted in a district snowmobile work detail in the Duluth area. He met with the county attorney on a deer baiting case and SWI. Violations during the week included taking northern pike in closed season, misc. fish house and licensing violations, snowmobile speed, registration, and safety certification.

CO Scott Staples (Carlton) reports some snowmobile activity in the area. Trail conditions are fair in most places. Time was spent assisting with a large vintage ride on Fish Lake north of Duluth. Most people were in compliance with the law. Enforcement action was taken for speed and no lights after dark. Area lakes were checked and information taken down on what fish houses were left. A law enforcement class at Fond Du Lac College was spoken to about the job of a Conservation Officer. A tip call was received about a number of rabbits that were found shot and left to lay along the Midway River near Thomson. Anyone with information is asked to call the TIP line at 1-800-652-9093.

CO Andy Schmidt (Brookston) spent time working ice anglers and snowmobiles enforcement. The officer received a report of car stuck on a snowmobile trail. The local groomer assisted in removal. The officer also assisted with the Fish Lake vintage snowmobile ride.

CO Randy Hanzal (Duluth) participated in a local work detail in conjunction with an area Vintage Snowmobile Run. Hundreds of spectators showed up to admire the classic and sometimes unique vintage snowmobiles. A great time was had by most with only a few violations encountered. Conditions on area lakes remain in good shape allowing anglers good access for removing those shelters before the deadline. Most all shelters have been marked on area lakes. Don’t forget to remove the shelter blocking and other liter associated with your fishhouse.

CO Kipp Duncan (Duluth) spent time investigating and following up on a couple TIP calls. One involved a fishing harassment situation that resulted in two adults in their 50s calling each other names and rolling around on the ice. The other involved a trapping incident from the trapping season. Other enforcement work included snowmobile enforcement with area officers and fishing enforcement along the north shore of Lake Superior. Officer Duncan also attended a moose meeting with area wildlife managers and biologists and a Duluth city deer bow hunt end of the season meeting.

Marine Unit

CO Keith Olson (Marine Unit) spent time checking anglers along the North Shore. Pack ice flows have been present in the Duluth-Two Harbors area. Many are seeing fish. However, the catching part seems to have eluded most over the weekend. The antique snowmobile event on Fish Lake was also worked with area officers. A good turnout of vintage sleds attended the event.

CO Troy Ter Meer (Marine Unit) spent most of the week checking anglers on area lakes, rivers, and the shore and ice of Lake Superior. While checking ice anglers on Lake Superior he was able to see through the clear ice a large school of herring swimming below him, but the angler near this had no action. He assisted on a medical. The officer checked some walleye anglers enjoining the last day of the season on the St. Louis River. He assisted the area CO with a large snowmobile event on Fish Lake, which had very little enforcement issues. The officer worked some snowmobile enforcement in the area of the Munger Trail. Some cross-country ski pass enforcement was also worked. Enforcement action was taken for snowmobile, fishing, and ski pass enforcement.

District 9 - Brainerd area

CO Nikki Shoutz (Pine River) represented one of six professions on a panel presentation for a career exploration class and other interested students at Central Lakes College. She also continued to monitor fish house activity as the March 2 deadline draws near. The fresh snowfall brought out some snowmobilers for late season snowmobiling.

CO Cary Shoutz (Cross Lake) continued a follow up investigation on a deer case from last fall. He also checked fishing activity on area lakes and dispatched an injured deer.

CO Jim Guida (Brainerd) checked snowmobile and angling activity. Some calls were fielded regarding dead deer and injured owls. Officer Guida also scheduled upcoming public relations events including a youth angling education seminar. Officer Guida also spoke to a large group at a leadership retreat on natural resources.

CO Karl Hadrits (Crosby) reports a trial on a careless / reckless snowmobile case, court resolution of a deer shining case, checking fishermen, cross country ski trail activity, and patrolling complaint areas along local snowmobile trails. Two individuals were stopped and cited for driving snowmobiles in excess of 70 mph on a posted 30 mph road in a residential area. Other contacts were made for snowmobile speed, failing to stop for road crossings, registration, title transfer, trail permit violations, and illegal youth operation.

CO Tim Collette (Cuyuna Rec) checked fish house removals for litter problems, checked anglers on remote lakes with the CO pilot, and met with the county land department on ATV enforcement issues. Other activities included snowmobile enforcement, working with the county attorney with ongoing big games cases, and assisting stranded and stuck motorists during the recent snow storm. Enforcement activity included no snowmobile trail passes, expired registrations, operating ATVs on public roadway, and littering.

CO Bob Mlynar (Aitkin) reports that recent snow gave snowmobilers another opportunity to hit the trails. Anglers were also worked during the week. One crappie fisherman attempted to reveal only half his catch but the officer found the remainder and cited him for being 5 over limit.

CO Brent Speldrich (McGregor) worked on clearing cases where evidence was retained. He received several reports of pieces of shelters are being left on the lake, frozen in. Anglers are reminded that support blocks and flooring, also need to be removed. Speldrich worked the now active snowmobile trails. He encountered several snowmobilers that were speeding, either didn’t have registration displayed or were not registered and one that didn’t have snowmobile safety certificate. He worked with Long Lake Conservation Center and the Rice Lake Refuge on the possibilities of a youth deer hunt.

CO Chad Sherack (Pequot Lakes) checked ice anglers and snowmobilers this past week. Officer Sherack found fewer anglers and fewer fish with cooler temps and change in weather patterns. Officer Sherack spent other time making sure littler wasn’t left behind as ice shelters pulled off area lakes. Officer Sherack found several anglers spending hours chiseling out frozen in shelters from the earlier thaw.

CO Randy Posner (Brainerd) reports that the anglers are still getting out on most area lakes. Most of the shelters have come off area lakes. The ice conditions are fair on most area lakes. The anglers that have been out have reported poor success. Litter seems to be the most common complaint lately. He worked on ATV enforcement issues. Some complaints of aggressive/careless operators on roadways were investigated. He worked on snowmobile related complaints and the most common violations he observed were speeding and operate on road.

District 10 - Mille Lacs area

CO Scott Fitzgerald (Malmo) reports seeing quite a bit of snowmobiling activity with the recent snow. The trails were in good condition over the weekend and the traffic was moderate. The perch bite on Mille Lacs is moderate with lots of fishermen reporting that they are catching a lot of smaller perch and only a few jumbos. Time was also spent patrolling the Solana State Forest during the week. Enforcement action for the week included various fishing and snowmobiling violations.

CO Bret Grundmeier (Hinckley) saw an increase in snowmobile activity after the small snowstorm. Warnings and citations were issued for speeding, studded tracks on paved trails, and stop sign violations. Anglers were having good luck catching panfish and most of the areas permanent icehouses were being removed with the upcoming shelter removal deadline. Three complaints of dogs chasing deer were taken along with a few nuisance animal calls.

CO Eugene Wynn (Pine City) spent a majority of the week checking fishermen. He did respond to a complaint late one evening of a barn burning where the individuals had called earlier in the evening to report to dispatch that they would be burning a large pile of logs and brush. Prohibited materials were found to be in the debris and enforcement action is pending. CO Wynn and CO Grundmeier spent time checking anglers and ice shacks in the area. Most shacks are off area lakes. New snow made for some snowmobiling in the area over the weekend. Open water is found through much of the Snake River between Cross and Pokegama lakes.

CO Greg Verkuilen (Garrison) checked anglers who reported the perch and crappie bite was picking up. He also checked ice houses that had not been removed but need to be very soon. Six inches of snow made snowmobile trails usable again. Speed and trespassing violations were enforced.

CO Dan Perron (Onamia) checked anglers on Mille Lacs and Shakopee lakes. Sunfish and crappies are starting to bite in the bays on Mille Lacs. Shakopee Lake continues to produce a good sunfish bite. He also checked snowmobilers during the week.

CO Mike Lee (Isle) followed up on a trespassing case this past week. Officer Lee also assisted local law enforcement agencies with numerous vehicle accidents around the area. Officer Lee also attended a snowmobile safety course.

CO Dustie Heaton (Willow River) checked anglers during the week. Most ice houses were pulled off the lakes prior to the weekend. A few were still iced in. Heaton checked snowmobilers. Enforcement action was taken for speed, failing to stop at stop signs and operating with studded tracks on a paved trail. She also took enforcement action for failing to display ATV registration.

District 11 - Albany area

CO Brian Mies (Annandale) checked anglers in Stearns and Wright counties. Officer Mies checked sleds. Officer Mies worked on a dog chasing deer complaint.

CO Todd VanderWeyst (Paynesville) reports assisting with a snowmobile crash on an area lake where the operator hit an ice ridge throwing him from the machine. He was air lifted to an area hospital with head and neck injuries. The officer worked on litter issues with fishing shelters. The officer worked with neighboring officer investigating trapping complaints.

CO Chad Thesing (Albany) spent the week working anglers, and snowmobilers. With the fresh snow many people were out enjoying the trails. Trails in the Albany area were a bit rough, as the groomers did not come out. Most people are getting their fish houses off the ice. Enforcement action for the week included studs on paved trail, no registration on snowmobile, speed, fail to display registration, no trail sticker and no angling license.

CO Robert Haberman (Little Falls) patrolled local snowmobile trails over the weekend. Many snowmobilers were taking advantage of the recent snowfall. Many citations were issued for various offenses. Most fish houses were removed from local lakes with the looming March 2 removal date for this part of the state. Angling is still slow in the area.

CO Keith Bertram (Sauk Centre) spent the week checking fishermen and snowmobilers. Enforcement action was taken for license violations and registration violations. CO Bertram also spoke at an area Rod and Gun Club meeting.

CO Rhonda Keniston (Long Prairie) checked anglers and snowmobilers. Lakes were monitored for shelter removal. By the numbers of shelters remaining, it appears the week will begin quite busy. Fishing success remains poor.

CO Mike Martin (St. Cloud) spoke at a law enforcement “round table” discussion for criminal justice students at Rasmussen College in St. Cloud. Students spoke with the Conservation Officer, a State Trooper, Sheriff Deputy, local Police Chief, and a Police Officer about jobs in law enforcement. Officer Martin also prepared for several other speaking engagements. Enforcement action was taken for storing a fish house at a public water access, litter, and improperly marked fish house.

CO Paul Kuske (Pierz) checked fishermen and ice shelters on area lakes. CO Kuske investigated a litter complaint. CO Kuske completed administrative and supervisory duties this past week.

District 12 - St. Cloud area

CO Brandon McGaw (Mora) directed most of his time towards ice fishing and fish house removal. Several lakes have been seeing an improved bite but most fishermen are stating the bite is slow. Recent snow has allowed for some snowmobile activity. Trails in the area are not being groomed because the amount of snow needed for grooming is not present. McGaw also attended a Mora High School mentor lunch where he spoke with youths in grades 8th-12th. Enforcement action was taken on burning prohibited materials, lake access regulations and snowmobile registration.

CO Mitch Sladek (Big Lake) worked fishermen on area lakes. He inspected aerators on area lakes. He assisted Montana, South Dakota and Wisconsin CO’s with interviews on a number of violations. He picked up a couple of swans that had hit power lines in the area of Monticello. He assisted the Sherburne Co. Sheriff’s Department on an incident. He attended a district meeting where laws and directives were reviewed.

CO Rick Reller (Buffalo) gave a presentation to a Youth Firearms Safety class in Hanover. Reller also attended a district meeting and checked anglers and snowmobile activity in Wright County. Enforcement action was taken for over limit crappies and minor license violations.

CO David Schottenbauer (Princeton) worked area anglers and snowmobilers. Time was also spent checking on taxidermist in the area. With the new snow and continued cold, many people were out getting what many thought would be the last bit of fun out of their winter weekends.

CO Tony Musatov (Sauk Rapids) checked ice anglers and ice shelters. Violations were found for no angling license, unmarked ice shelters, and overlimit of crappie. Several snowmobilers were checked and found to have expired registration and illegal youth operation.

CO Brian Dobbick (Cambridge) worked ice anglers. Area lakes were also checked for progress in fish house removal. Fresh snow increased snowmobile activity. CO Dobbick also assisted at a community mentor program for students at the Mora High School. Enforcement was taken for license and registration violations.

CO Todd Langevin (Center City) reports a busy weekend of snowmobiling. The recent snow made trails good enough for many riders to get one last ride in before spring. Ice fishing success was low but many anglers were out braving the cold for some late season panfish. CO Langevin also inspected a few area taxidermists. Violations included no license in possession, improper records, speeding and no safety certificate.

District 13 - West Metro area

CO Kevin Neitzke (Ft. Snelling) checked fishermen. He helped CO Nelson with a TIP display. CO Neitzke patrolled Ft. Snelling State Park and inspected the aerator there. He also checked snowmobiles and ATVs.

CO Thephong Le (ELCOP) patrolled Metro area lakes for fishing and snowmobiling activities. He spoke with anglers about the fish house removal dates. He encountered violations such as taking fish in closed season, angling for walleye/northern pike in closed season and no shelter ID displayed on a fish house.

CO Adam Block (Prior Lake) spent the week mainly checking angling and off-road vehicle use. Calls were received regarding nuisance and injured animals. CO Block spoke to attendees at the Scott County Pheasants Forever banquet, which was held in Savage. Topics including new legislation along with current regulations were discussed. CO Block was presented the Longtail Award by Pheasants Forever, which recognizes a local contributor/person that has met sufficient milestones.

CO Steve Walter (Waconia) identified and marked fish shelters on area lakes, which may be left on the lake or litter left behind after the deadline is Tuesday, March 2nd. Snowmobilers and ATV riders were checked for registrations and safety certificates. Several safety class presentation dates were set up for the next few weeks.

CO Todd Kanieski (Osseo) checked anglers throughout the week. Littering citations will be issued to owners of any angling shelters that leave trash or debris behind. Shelters have already been videotaped, along with GPS coordinates documented. Snowmobile activity also picked up with the recent snowfall. Panfish have been biting steady on several metro lakes, however sizes remain marginal at best.

CO Aaron Kahre (Minnetonka) spent the week monitoring fish house removal on area lakes. CO Kahre marked houses for potential littering violations. The CO would like to remind everyone to make sure they remove everything from the lake along with their fish house. CO Kahre also attended cold water rescue training from the Hennepin County Sheriff Water Patrol Unit that resulted in a rather refreshing swim.

CO Jackie Glaser (Mound) attended an EMT refresher course at Hennepin Technical College. She marked problem fish houses on area lakes during the week in preparation for the removal date. She found several bags of garbage and boxes on the ice. After going through the bags by hand, several pieces of mail were found with the violator’s name on them. A trapping complaint was also handled as well as assisting with a special permitted deer hunt.

CO Thor Nelson (Bloomington) gave career presentations at the Eden Prairie High School and answered snowmobiling while intoxicated and boating while intoxicated questions at the Eden Prairie Central Middle School. A Hopkins High School student shadowed CO Nelson for a day. CO Nelson also spent time on angling, snowmobiling and ATV enforcement. He completed interviews of suspects in an Itasca County case involving trespassing and taking deer from a roadway with CO Kruse and CO Sutherland. He attended a coldwater rescue training class hosted by the Hennepin County Sheriff’s Office Water Patrol.

CO Vang Lee (ELCOP) worked snowmobilers and anglers in the metro area. He talked at a clan meeting in the community about hunting and fishing regulations. Officer Lee also worked at Lao Family office answering questions to public on small game regulations and firearm safety class.

District 14 - East Metro area

CO Greg Salo (East Metro) wrapped up a duck smuggling case with the USFWS that resulted in heavy penalties to three hunters and one taxidermist. Nine South American mounted ducks were confiscated. CO Salo also spent time on Forest Lake where he came into contact with a fisherman who left his fish house to run into town. Unfortunately, he left his lines down, and to make matters worse, he was using four lines. Enforcement action was taken for the fishing violations and during the conversation, the fisherman asked CO Salo if he could burn down his fish house since it was frozen in the ice. CO Salo advised him that burning down a fish house is illegal and CO Salo offered to give him a hand in getting it released from the ice and dragging it to shore. The fisherman declined the help. CO Salo returned to the area approximately one hour later and found the fisherman’s house fully engulfed in flames. After a short search, the fisherman was found in a nearby fish house and admitted to setting his house on fire. The fisherman was issued another ticket for burning his fish house and was advised to pick up the burn debris or another ticket would be issued for littering. Needless to say, a third ticket was mailed to the fisherman 4 days later for failing to pick up the debris. A big “Thank You” to all the sportsmen and women who take the time to clean up after others on the ice. It’s very much appreciated.

CO Patrick McGowan (Hastings) focused efforts on snowmobile enforcement throughout the week. With the fresh snow, many sleds were out on the trails. CO McGowan received assistance from CO Pilot Pfingsten. The two officers flew over the Hastings station looking for violations and to also monitor how many ice shelters remained on area lakes and rivers. The Hastings officer also attended the Dakota County firearm safety banquet were over 90 safety volunteer instructors attended.

CO Alex Gutierrez (Forest Lake) patrolled trails and lakes for snowmobile activity. The CO checked anglers where a group was found with their limit of crappies, and almost their limit of sunfish in a bucket. The group ensured the CO that they were not over their limit for any species. As CO Gutierrez checked the bucket he found a walleye in the bottom of the bucket and enforcement action was taken. Permanent shelters were checked as the removal deadline approached.

CO Vuthy Pril (ELCOP) checked anglers around the metro area lakes, checked ATV users, patrolled state parks, and worked snowmobiling activity around the metro area lakes and trails. He also worked the career information booth at Century College with a neighboring Conservation Officer. Several college students stopped by and several questions were answered. Violations found included failure to display valid ATV registration, no snowmobile safety certificate, and fish house violations.

CO Travis Muyres (Ham Lake) talked to an Advanced Hunter class in Coon Rapids. CO Muyres worked snowmobile enforcement on area trails and lakes. Enforcement action was taken for various license violations.

CO Lisa Kruse (White Bear Lake) worked angling enforcement and marked fish houses on area lakes. She talked to a turkey clinic in White Bear Lake and assisted CO Nelson with a big game/trespassing case. CO Kruse assisted with a deer removal program in Ramsey County, assisted the USF&WS with two waterfowl cases and did equipment maintenance. She also talked to numerous students at a law enforcement career day at Century College in White Bear Lake with CO Pril.

CO Tony Salzer (Eagan) assisted CO Salo in checking anglers on Forest Lake. Before CO Salzer and Salo could check any anglers, a large fire was observed within a cluster of ice houses. As the CO’s approached, it was observed that an icehouse was on fire. CO Salo knew who the owner of the burned house was. The owner of the icehouse had asked CO Salo an hour earlier if he could get rid of his icehouse by burning it. Enforcement action was taken.

CO Brad Johnson (Maplewood) checked anglers and snowmobilers throughout the week. Some violations observed included riding on the road. CO Johnson had a Law Enforcement student with for a ride along. A trapper in Lake Elmo caught a fisher unintentionally. This is the second report of a fisher seen in the Maplewood station this winter.

District 15 - Marshall area

CO Doug Lage (Lake Benton) reports that fishing on area lakes has picked up for perch. With the recent heavy snowfall, snowmobilers are back out on area trails. He attended a court hearing for gross misdemeanor trespassing case, which occurred last fall during the deer season.

CO Craig Miska (Ortonville) spent time checking and marking fish houses for the removal deadline. Ice anglers were checked and some anglers had some nice perch in possession. Snowmobiling activity picked due to recent heavy snowfall. More complaints of reckless predator hunters were taken.

CO Matt Loftness (Marshall) spent the week working fishing, ATV, snowmobile, and predator hunting enforcement. Snowfall late in the week was a welcome sight to snowmobilers and coyote hunters. Numerous questions were answered dealing with the fish house removal dates and angling license issues.

CO Ed Picht (Montevideo) spent time patrolling for snowmobile activity after 8” of new fell in the area. He also monitored fish house removal and took enforcement action for leaving a fish house on a public access.

CO Neil Henriksen (Benson) reports that the main enforcement efforts this week were directed at fishermen, predator hunters and snowmobiles. Deep snow slowed efforts to remove fishing shelters from the area lakes.

CO Gary Nordseth (Worthington) dealt with coyotes that were coming up on a rural landowner’s lawn and harassing the family dog. It was reported to Nordseth that these particular coyotes appeared to be loosing their fear of people and would not immediately run off when confronted. The landowner, who does not own a firearm, advised that he had been using fireworks to scare off the coyotes.

CO Jim Robinson (Slayton) spent the week conducting investigations, responding to violation complaints and checking anglers. Sled action picked up in the area after winter storms. Enforcement action was taken for snowmobile operation violations and license/registration violations.

Madison - vacant.

Redwood Falls - vacant.

District 16 - New Ulm area

CO Jim Steffen (Willmar) spent the week checking ice fishermen, ATV and OHV users and predator hunters. Time was also spent marking numerous icehouses with GPS that have potential litter problems associated with them. Fishing has been slow throughout the area. Snowmobile activity has also picked up with the new snowfall.

CO Wayne Hatlestad (Litchfield) checked angling, trapping, and predator hunting activity. Additional time was spent checking snowmobile and ATV activity. Hatlestad also patrolled state trails and lands, investigated public waters violations, and enforced state forestry fire laws.

CO Eric Schettler (Fairmont) completed monthly aeration system inspections. Some systems were found to have the open water exceeding the warning area. Shelter removal on area lakes is moving along smoothly. One shelter was removed from the lake after weeks before falling through. Angling and ATV activity was monitored. Litter on lakes and public access's is getting better.

CO Angela Graham (Hutchinson) worked area lakes checking anglers and snowmobile activity. Officer Graham also checked coyote hunters and trappers, as well as investigated several litter complaints. Please remember to pack up your litter as you are leaving the lakes. TIP calls were also followed up on.

CO Greg Abraham (New Ulm) checked anglers and shelters, predator hunters, snowmobilers. Inspected aeration systems. Worked the end of the rabbit/squirrel season, and the opening of the crow and light goose seasons. A few Canada geese are in the area but no light geese seen yet.

CO Jeff Denz (Willmar) finished a trespass investigation from the deer season. He also checked a number of snowmobiles out enjoying the fresh snow. He conducted a game farm inspection and continues to check pan fish anglers.

CO Brett Oberg (Hutchinson) spent time investigating a TIP call and checking area anglers. Officer Oberg also checked area predator hunters and trappers. ATV and snowmobile enforcement was also worked.

CO Mike Gruhlke (Jackson) completed his weekly radio program with KKOJ/KRAQ discussing topics including light goose conservation order, and other area activity. Gruhlke attended the Des Moines Valley Chapter of the MDHA banquet too. Gruhlke patrolled the county checking area lakes for angling activity and noted the absence of any snow geese in the area. We’ll wait to see if we get a migration through the area. There was some snowmobile activity again on the Des Moines River. Aeration holes are opening up wider as we progress into spring.

Windom - vacant.

District 17 - Mankato area

CO Corey Wiebusch (Mankato) reports high volume of snowmobile activity after the recent snowfall. Enforcement action was taken for speed, no safety certificate, riding on inside slope and failure to stop at a road crossing. A case involving license fraud is being investigated. The officer also checked area lakes for angling activity and has been reminding shelter owners of the deadline for having their shelters off of the ice.

CO Phil George (Mantorville) conducted taxidermist inspections and checked ice anglers and water accesses. He checked ATV operators and a few snowmobiles that came out with last Thursday’s snowfall. Enforcement action was taken for not displaying snowmobile and ATV registration.

CO Bob Geving (Mankato) gave two television interviews regarding thin ice conditions and the fish shelter removal dates. Geving worked ATV, snowmobile, and angling activities. Enforcement actions included fail to display ATV and snowmobile registration, fail to have snowmobile safety certificate, and angling license not in possession.

CO Tom Hutchins (Albert Lea) reports receiving and investigating a complaint regarding an untagged deer left in a storage shed since the deer firearms season. Time was also spent checking anglers on area lakes. Anglers reported catching few fish. An illegal fire was checked and a ginseng inspection was completed. Violations included burning prohibited materials, take walleye out-of-season, and untagged big game animal (deer).

CO Chris Howe (St. Peter) spent much of the week on angling enforcement. Area lakes are still kicking out panfish. CO Howe monitored fishhouse removal, and took photos of houses that might not make it off the lakes in time. Anglers are reminded that fish houses are not to be left on public accesses. CO Howe also patrolled state WMAs and AMAs, and assisted neighboring officers with aeration inspections. Small game season came to a quiet close, with a few hunters out for the end of the season. Predator hunters, snowmobilers, and ATV riders were out with the fresh snow. Enforcement action was taken for minor angling, ATV, and snowmobile violations.

CO Brent Ihnen (Waseca) completed various activities including checking snowmobilers and ice fishermen. Officer Ihnen took enforcement action for several violations including operation of a snowmobile w/out safety certificate, youth w/out helmet, fail to give notice of transfer, fail to display registration, speeding, and litter.

Spring Valley - vacant.

District 18 - Rochester area

CO Dan McBroom (Rochester) spent the week on fishing, ATV enforcement, and landowner turkey permits. Fishing on the area reservoirs has been slow with very few people out fishing. Most ice shelters have been removed. A meeting was attended at Chester Woods Park to discuss the next deer hunts in the park. Time was also spent on equipment issues and preparing for an upcoming trial.

CO Kevin Prodzinski (Zumbrota) reports working snowmobile and fishing enforcement again last week. The fresh blanket of snow brought out the sleds in force with most of them obeying the rules. Some fish were also checked on the Mississippi River and enforcement action was taken for slot violations.

CO Joel Heyn (Plainview) worked on reports and paperwork from DWI arrests. Heyn also checked anglers and for ATVs during the week. Heyn also assisted a WI Warden with a fishing case investigation.

CO Tom Hemker (Winona) reports all fish houses and debris were off the ice before the deadline. Hemker checked both open water and ice fishing but did not see many fish. He did career talks at the Winona High School and attended court on a case from the deer season. He talked to a person with an arm full of antlers that explained he had trained his dog to retrieve the shed antlers and had very good success.

CO Mitch Boyum (Rushford) reports answering questions related to the use of ATV’s on roads and city streets. Coyote hunters were out with the fresh snow and success was fair to good. The coyotes seem to be more active this time of year and sightings were up. Time was also spent preparing for upcoming FAS classes and turkey clinics.

CO Scott Fritz (LaCrescent) reports fishermen are having success catching walleye, sauger, catfish, and perch below the dam sites. Good compliance with all boaters and fishermen. He checked commercial fishing operations, attended a law meeting pertaining proposed changes and met with Wisconsin DNR about Mississippi River issues.

CO Scott Moran (Wabasha) reports ice anglers are still trying the same areas with mostly the same results. A few nice perch have been taken. Snowmobilers have tried to use the latest snowfall but the trails are still in marginal condition. Predator hunters have gotten more use out of the new snowfall, as conditions for them have been good.

Training Section

Planning continues for this year’s training, including ordering equipment and supplies and reserving training areas at Camp Ripley.

Aviation Section

CO Pilot Al Buchert (Grand Rapids) continued weekly telemetry flights for wolf, lynx, pine marten, moose and fisher. Enforcement officers used the aircraft to locate activity in remote areas. Routine aircraft maintenance was completed and Buchert assisted D7 officers with KP duty during a volunteer instructor banquet.

CO Tom Pfingsten (Brainerd) checked anglers in Aitkin and Crow Wing counties, provided air support to ongoing big and small game investigations, flew a station flight over the Hastings station, and began documenting abandoned fishing shelter locations.

CO Pilot Tom Buker (New Ulm) continued flying the statewide turkey survey. Annual training was completed with the aircraft. Routine maintenance was completed and angling activities were worked.

CO Pilot Don Murray (Grand Rapids) checked remote lakes for fishing activity and continued fisher and pine marten surveys for wildlife research. Murray also worked on aviation training items and checked on a report of an ice shelter that the bottom was cut off and left behind.

NR Pilot John Heineman (Bemidji) flew a helicopter to look for potbelly pigs near Big Stone Lake. Heineman also flew timber wolves telemetry north of Duluth and did a training flight in the airplane.

NR Standby Pilot Brad Maas flew deer surveys in Permit Area 240. Recent snowfalls improved conditions, and many deer were seen, some still with antlers. A deer survey was also flown for Glendalough State Park. Heavy browsing by deer has prompted the need to determine their estimated population for possible hunt within the park.

Wetland Enforcement Officers

Water Resource Enforcement Officer Jason Jensen (Metro) spent the past week sifting through another pile of old cases from Anoka County wetland cases. Most were already settled and others will need more work. Jensen continued work on setting up classes for invasive species enforcement education and participated in a conference call with City of Minnestrista in regards to an ongoing WCA case.

Water Resource Enforcement Officer Mike Scott (Duluth) conducted a site visit with Fisheries and Waters on a violation that took place where county road and bridge had dredged up 1/4 mile of protected waters that connects to a local trout stream on the North Shore of Lake Superior. Information was collected and discussions were initiated with the county landowner and DNR officials on the best course of action to restore the issue. Officer Scott continued investigating who owns the land in a current WCA violation where the land owner does not own the land that part of the violation is on.

Water Resource Enforcement Officer Shane Siltala (Fergus Falls) reviewed many WCA, Public Waters, and Aquatic Vegetation cases this past week. It will be a busy season with many restoration cases due in the spring/early summer. Lt. Siltala also returned several phone calls regarding wetland violations and the Wetland Conservation Act enforcement process. Work planning also continues with invasive species enforcement efforts.

Water Resource Enforcement Officer Larry Hanson worked on two WCA Restoration Orders and one Public Waters Restoration Order. Lt. Hanson also spoke with an LGU on the next step to take on a WCA case where the restoration order has not been completed by the landowner. Possible APO action is being considered along with a deed restriction in order to gain compliance. Invasive species transportation was discussed with several area fishermen.

Water Resource Enforcement Officer Julie Olson attended the Pine County Soil and Water Conservation District Board meeting. Wetland issues were discussed and Officer Olson was there to inform of the enforcement process and answer any questions. Work was completed on last year flights and upcoming flights. Some time was spent on invasive species work plans for the coming season. A few larger pending WCA enforcement cases were reviewed.

Water Resource Enforcement Officer Traci Hanson worked WCA violations in Kittson and Lake of the Woods counties. Hanson attended the Beltrami County Technical Advisory Committee meeting. Review of prosecution of two violations that were not restored along with progress on several other violations within the county.

Water Resource Enforcement Officer Jim Tischler (Brainerd) worked snowmobile activity surrounding the Frozen Fore event on Gull Lake and also responded to a injured deer hazard on a snowmobile trail near Emily. He checked area lakes for fish house removal and litter. He also continued work trying to clear up old water resource cases.

Reminder---anyone born after December 31st, 1979 cannot purchase a license to hunt in Minnesota without first taking a DNR Safety Training Course and receiving a certificate. In addition many states have even more stringent mandatory Hunter Education requirements. Check before you go!!!

Reminder---Any resident born after December 31st, 1976, who operates a snowmobile in Minnesota, must possess a snowmobile Certificate. Two options are available to complete certification, 11 and older can attend the traditional youth course. Those 16 or older can take the at home CD course.

Reminder---Anyone born after July 1st, 1987, who operates an ATV on public lands and waters in Minnesota, must successfully complete the ATV Safety Training CD course. STAFF NOTES:

Southwest Metro RTO Ross Opsahl finished the background process on the volunteer applicants from an Edina training session who had completed paperwork. He continued to receive registrations and inquiries for upcoming ATV Trail Ambassador volunteer training session. He also scheduled dates for a Spring Park ATV and a Farmington Firearm Safety volunteer instructor training. He picked up training aids for distribution at the RTO meeting at Camp Ripley. He gave input to the training section on dates he is available to armor Division patrol rifles. He did some trip planning regarding his remaining mileage allotment.

Northeast Metro RTO Bruce Lawrence spent time updating the PowerPoint for the Firearms safety instructor program. RTO Lawrence talked with potential new instructors about training components and materials needed. RTO Lawrence assisted volunteer firearms instructors with staffing a LaserShot booth at the region 3 National Archery in School program event at White Bear Lake south campus school. Several hundred students across Minnesota participated in this event. RTO Lawrence also assisted with setting up a LaserShot event at a church in Fridley.

West Central RTO Frank Rezac reports working on Instructor backgrounds and banquet planning. He also worked on equipment issues, clinic planning, and use of force material. During the weekend he facilitated a firearm safety instructor clinic in Foley.

Southern RTO Jeff Fleming conducted a volunteer ATV instructor clinic in St. Charles. He also met with firearm safety instructors setting up training. Assistance was also given to Districts 17 and 18 with law enforcement issues. Help was given to disabled hunters locating places that are wheelchair accessible for turkey hunting. Landowners who have handicapped locations available for turkey hunting are encouraged to call Fleming, at 507-765-2724.

Education Specialist Jim Hatlevig worked on FASHE instructor training updates.

Recreational Vehicle Coordinator Leland Owens last week manned the LaserShot booth at a large youth event in New Hope. Numerous youth 10-14 were in attendance. Owens also attended a motorized user group meeting, worked on the Trail Ambassador training program along with the youth snowmobile safety CD project. He recorded narration for a DNR employee training DVD and took care of routine maintenance on his squad.

Northeast RTO Shelly Patten finished the riding section of the Snowmobile Safety CD. Patten also reviewed completed media (photos and video) for several units in the programming stage. Patten is hosted along with the Conservation Officers an instructor banquet for District 7 in Grand Rapids.

Northwest RTO Todd Manley worked on FAS program issues and background checks. NW RTO also worked on uncased firearm information. NW RTO provided certified ATV instructor clinic in Remer over the weekend.
