The 2015Hill Country Challenge Drill Meet will be held on 10 October, 2015 at Smithson Valley High School located at 14001 Hwy 46 West in Spring Branch, TX.2. We have made several changes this year in order to streamline and improve the competition. THE BIGGEST CHANGE IS THAT THE DRILL PORTION WILL BE SEPARATE FROM ORIENTEERING AND MARKSMANSHIP. Prizes will still be awarded, but scores will be tabulated for three separate events. 3. The Hill Country Challenge Military Skills and Drill Meet is a Joint Service Meet, and will be limited to the first 25 schools that return entry forms. Teams will not be scheduled until entry fees are received. Deadline for entries will be 25 September 2015. This is necessary to ensure that scheduling can be accomplished and published to the participating schools in a timely manner.4. Teams should arrive early enough to allow us to start promptly at 0800 hours and get everyone headed home as early as possible.5. GENERAL: a. This competition is for Junior ROTC units of all branches of the Armed Forces.Armed and Unarmed Drill teams will consist of a minimum of nine members, plus the commander.(Total 10). Dimensions for Armed and Unarmed events are 85 ft by 70 ft. Color Guard dimensions will be 75 ft x 75 ft. b. Inspection will be conducted in mass. All cadets participating in the Hill Country Challenge will stand inspection WITH THE EXCEPTION OF MARKSMANSHIP AND ORIENTEERING TEAM MEMBERS. This is the same mass inspection as Texas A&M or Rice, except we are using four squads per platoon. Uniform may be any type of military uniform or combination approved for wear by the unit Instructors. No restrictions are placed on color, material, headgear, footwear, leggings or accessories to the uniform unless expressly prohibited by appropriate directives of their respective services. No uniform changes will be allowed during or between phases of the competition. All parts of the uniform are subject to inspection. Uniformity is expected and will be rewarded. c. Weapons for armed teams will be demilitarized US issued service rifle; i.e., M-1903, M1, or M-14. Weapons will not be lightened or modified to change the basic characteristics. Weapons will be visually inspected for cleanliness and overall appearance during the basic phase. The butt plate on M14s may be taped after basic drill and prior to exhibition drill.2. CONCEPT OF COMPETITION FOR DRILL:The competition is conducted in two phases: Regulation and Exhibition. If a guide on bearer (flag not person) is used it is not required for exhibition. c. The two phases of the competition are held in succession. d. A team guide is provided for a point of coordination and assistance throughout all phases of the competition. 3. CONDUCT OF COMPETITION: Inspection Phase: (1) Each team’s Unit Commander will check-in at this station 10 minutes prior to their scheduled start time. Upon the direction of the Head Judge, the Senior Cadet will march his unit forward, halt centered on the Head Inspector, and report in. The Head Judge will then direct the Senior Cadet to prepare for inspection. The Senior Cadet will give his platoon the command “OPEN RANKS, MARCH”. Grading will begin at this time. (2) All personnel competing in the Hill Country Challenge Drill Meet Portion must stand Inspection. Marksmanship and Orienteering participants will NOT be standing personnel inspection. (3) Questions will be asked pertaining to basic military knowledge, chain of command for the respective service, position, duties, etc. A maximum of four (4) questions may be asked of each cadet in formation. Not only is the accuracy of the response noted, but also the manner of the response. (4) Inspection will be conducted by four inspectors according to the current manuals for the respective services. Each judge will inspect only one squad of the platoon and assign a grade to each cadet in that squad. (5) The Head Inspector will, upon completion of the inspection, pass on appropriate remarks to the Team Commander and then direct him to CLOSE RANKS and move on to regulation drill. 4. DRILL PHASEA. Regulation Drill Phase: (1) Judging will be in accordance with the various service drill manuals. There will be two to three judges for this phase. (2) The Team Commander (Armed/Unarmed)will march their team forward and halt centered on the Head Judge, command the team LEFT FACE and (1) PRESENT ARMS. They will then report in. (3) Five points will be deducted for each omission and/or improper sequence. Prompter cards may not be used. (5) Ten points will be deducted each time the team goes out of the designated boundaries. (6) Grading will cease when the Team Commander reports out to the Head Judge that he/she has finished. The Commander will be directed by the Head Judge to move their team to Exhibition Drill.B. Exhibition Drill Phase: The timekeeper will give final instructions to the Team Commander. Last minute adjustments may be made as required. (1) Timing will commence when the first member of the drill team enters the drill deck and end when the first member of the drill team has exited the drill deck. A minimum of six (6) and a maximum of eight (8) minutes are required for this phase. After eight minutes time the judging will cease. If the Team Commander has not reported out at the end of eight minutes, the team will lose five (5) points for each second over the maximum time allotted on the Head Judge’s score sheet only. Likewise one point will be deducted for each second under the minimum time allotted. Points are deducted from the total team score. (2) Two-three judges will be provided. (3) All teams are expected to stay within the boundaries of the drill area. (85 feet x 70 feet). Ten (10) points will be deducted each time boundaries are crossed. SCORE VERIFICATION. Approximately 15 minutes after a team completes all phases of the Drill Team competition, the school’s instructor may review the team packets and verify their team's score. Color Guard competition will consist of male/coed and female events. Each event will include a Performance Phase. Each Color Guard will consist of four members including the Commander who will give all commands. Dimensions for Color Guard fields are 75 ft by 75 ft. b. Only regulation Color Guard movements and procedures as prescribed in the respective service manuals will be used. Any exhibition or non-standard cadence or movement will result in point deduction. 2. UNIFORM a. Guards will carry weapons that are former US issued demilitarized rifles; i.e. M-1903, M-1, M-14's. Color bearers will wear harnesses and both guards and bearers will wear duty belts. b. Color guards will carry the National Colors and either State or Service colors. Each team will provide its own colors. 3. SEQUENCE OF EVENTS. a. CHECK IN. Color Guard Commanders will report to the Chief Judges table 10 minutes prior to start time for instructions. The Color Guard will proceed to a spot designated by the Chief Judge and come to ORDER COLORS, and PARADE REST. b. PERFORMANCE PHASE. At the direction of the Chief Judge, the Color Guard Commander will command CARRY COLORS and proceed with the marching movements as listed in the attached “Performance Phase Checklist” to this section. Judging will cease with the last command in the sequence. The Color Guard Commander will carry the National Colors. c. SCORE VERIFICATION. Approximately 60 minutes or as soon as possible (ASAP) after a team completes all phases of the Color Guard Events, the team coach may verify his team's score. PROCEDURES FOR PHYSICAL FITNESS COMPETITION1. GENERAL INFORMATION a. The physical fitness competition will consist of three events: 1) cadence curl-ups, 2) cadence push-ups, and a 1600 meter relay race (Each cadet will sprint 100 meters and pass the baton to the next cadet running in the opposite direction (8 males and 8 females) for a total of 16 one hundred meter dashes.. b. Teams will consist of eight males (8) males and eight (8) female members. A Team Captain will be designated for each team. You may use different cadets for each event. THE SAME CADETS DO NOT NEED TO COMPETE IN EACH EVENT. Team captains will report to the meet coordinator 10 minutes before their scheduled start time. This time may be used for warm-up since no time is allotted once the event starts.2. EXERCISES: a. The competition will consist of three events to be executed in the following sequence: (1) Cadence Push–ups (2) Cadence Curl-ups (3) 1600 meter relay race b. CADENCE PUSH-UPS: Hand placed on the ground directly under the shoulders. Body is held straight from shoulders to feet with no part of the body touching the ground except the toes and palms. One push-up is counted when the body is lowered until the upper arm and shoulders are parallel to the ground, and raised to the elbow straight position, with the palms remaining under the shoulders. Cadets will repeat the exercise to cadence until unable to continue with the cadence. At that time the judge will command them to stop. c. CADENCE CURL-UPS: Participants will lie on their back with legs bent at a 45 -degree angle and their feet flat on the ground. The arms are placed across the chest with the hands touching opposite shoulders and elbows held close to the chest. Pull body upward until elbows touch the thighs, then lower the body so that shoulder blades touch the ground or mat. Cadets will repeat the exercise to cadence until unable to continue with the cadence. At that time the judge will command them to stop. d. 1600 meter Dash: Each participant will run from a start point to a relay point line 100 meters away and pass the baton to the new runner face-on. (The runners are facing each other). The new runner will run back to the next runner and pass the baton to them, continue until the last runner has completed the run. Team score is the elapsed time between the starters signal and the instant the last runner crosses the finish line. EACH TEAM MUST BRING THEIR OWN BATON….. a. A maximum of 300 points (100 per event) may be awarded per individual competing. Individual awards will be presented based on total scores. All team members are eligible for individual awards.
