SUBJECT: Air Force Guidance Memorandum (AFGM) to Air Force Instruction (AFI) 10-403, Deployment Planning and Execution
By Order of the Secretary of the Air Force, this AFGM immediately changes AFI 10-403, Deployment Planning and Execution, 20 Sep 2012. Compliance with this Memorandum is mandatory. To the extent its directions are inconsistent with other Air Force publications, the information herein prevails, IAW AFI 33-360, Publications and Forms Management.
This Air Force Guidance Memorandum includes revised medical guidance, adds Air Force Installation and Mission Support Center roles and responsibilities, adds "deployed teams" policy, updates electronic deployment readiness checklist guidance, and retains previously published deployment planning and execution guidance implemented under AFGM 2018-01 published 23 February 2018.
This Memorandum becomes void after one-year has elapsed from the date of this Memorandum, or upon publication of an interim change or rewrite of the affected publication, whichever is earlier.

(Replace) SUMMARY OF CHANGES
This AFGM integrates and replaces AFGM 2018-01 dated 23 February 2018. AFGM 2018-02 (1) changes personnel tasking security classification guidance, (2) adds AF Form 4006, Unit Deployment Shortfall/Reclama, guidance, (3) deletes multiple attachments (Attachments 2, 4, 6, 8-11, 13-14, and 20), (4) updates/implements Electronic Deployment Readiness checklist and Commander's Toolkit related guidance, (5) revises individual protective equipment (IPE) and deployment bag authorization determination processes, (6) updates readiness reporting instructions, (7) designates AF/A3OD as the HAF LOGDET manager, (8) adds "deployed teams" guidance, and (9) adds new AFI 33-360 tiering related guidance. AF/A4LX, Logistics Operations, Plans, and Programs, is the waiver approving authority for this publication. A margin bar (|) indicates newly revised material.
(Replace) 1.7. Major Command/Center Roles and Responsibilities.
(Replace) 1.7.1.2. Ensures Manpower and Equipment Force Packaging (MEFPAK) system managers maintain a current Deliberate and Crisis Action Planning and Execution Segment System (DCAPES)/MEFPAK manpower database and provide mission capability statements to the Logistics Readiness Squadron/Plans and Integration section quarterly or as changes occur IAW AFI 10-401.

(Add) 1.7.1.7.5. Manage risk in order to meet combatant commander requirements. (OPR: MAJCOM/CD or equivalent)
(Replace) 1.7.1.6. MAJCOMs will ensure installations address deploying personnel roles and responsibilities, and all facets of pre-/post deployment operations during installation and unit level deployment training. Note: MAJCOM Squadron Commander's Courses will include AEF Policy, Procedures, and Systems orientation.
(Replace) 1.7.2. MAJCOM Unique Roles and Responsibilities.
(Replace) 1.7.2.1. Air Combat Command (ACC).
(Add) 1.7.2.1.1. Provides installation and mission support related sourcing recommendations IAW AFI 10-401, Global Force Management Implementation Guidance (GFMIG), and the Joint staff.
(Add) 1.7.2.1.2. Staffs draft and recommend AEF schedules through AF/A3/5 prior to submission for CSAF approval.
(Add) 1.7.2.1.3. Adjudicates force provider related issues that cannot be resolved by the AFPC and affected air component/MAJCOM commanders.
(Add) 1.7.2.1.4. Organizes an air expeditionary task force from scheduled forces and passes the sourcing requirements to the affected major commands on receipt of a tasking order. Transfer of air expeditionary task forces is coordinated through ACC and the Air Force Personnel Center (AFPC/DP2).
(Replace) 1.7.2.2. Air Force Materiel Command (AFMC).
(Add) 1.7.2.2.1. Air Force Installation and Mission Support Center (AFIMSC). (Add) 1.7.2.2.1.1. Provides intermediate-level organizational oversight, policy interpretation, and technical (subject matter expertise) assistance.
(Add) 1.7.2.2.1.2. Communicates directly (direct liaison authority) with HAF and its subordinate units, as required.
(Add) 1.7.2.2.1.3. Exercises deployment related functional area management responsibilities for functional areas aligned under the AFIMSC and its primary support units IAW AFI 10-401.
(Add) 1.7.2.2.1.4. Provides oversight for:
(Add) 1.7.2.2.1.4.1. Air & Space Expeditionary Force Reporting Tool (ART).
(Add) 1.7.2.2.1.4.2. The DRRS system deployment readiness reporting units IAW AFI 10-201.
(Add) 1.7.2.2.1.5. Acts as LOGMOD system administrator IAW AFI 10-401.
(Add) 1.7.2.2.1.5.1. Processes LOGMOD access requests. (Add) 1.7.2.2.1.5.2. Provides LOGMOD technical and procedural guidance. (Add) 1.7.2.2.1.5.3. Consolidates and forwards installation LOGMOD functional review board inputs to AF/A4LX and the LOGMOD program management office.
(Add) 1.7.2.2.1.5.4. Recommends guidance changes to AF/A4LX for inclusion in this AFI.
(Add) 1.7.2.2.1.5.5. Acts as the MRA for functional areas aligned under the AFIMSC and its primary support units IAW AFI 10-401 and this instruction.
(Add) 1.7.2.2.1.6. Provides oversight for the management internal control toolset for functional areas aligned under the AFIMSC and its primary support units IAW AFI 90-201 and this instruction.
(Replace) 1.7.2.3. Air Force Sustainment Center (AFSC). The AFSC manages UTCs postured as WRM IAW AFI 10-401, and AFI 25-101.
(Replace) 1.7.2.4. Task organizes an AETF from scheduled forces and will pass the sourcing requirement to the affected MAJCOM(s) on receipt of a HAF tasking order. Task organization and transfer of AETF forces is coordinated through COMACC and AFPC/DP2.
(Replace) 1.7.3.1. Through Directorate of Personnel Operations (AFPC/DP2), is responsible for executing the AEF battle rhythm by centrally managing the scheduling and recommended sourcing of forces to meet CCDR requirements.
(Add) 1.7.3.1.1. Manages the ART reporting system.
(Replace) 1.7.3.2. Provides a monthly report of UTCs in their eligibility period and not reporting "green" in ART through AF/A3O-IR.
(Replace) 1.7.3.3. Assists component headquarters in identifying capabilities and UTCs required in an AETF.
(Replace) 1.7.3.4. Maintains the master rotational Time-Phased Force and Deployment Data (TPFDD) by building requirements after initial TPFDD build by the component command.
(Replace) 1.7.3.5. Manages the DCAPES tasking process for AEF-sourced requirements as identified in contingency and master rotational TPFDDs.
(Replace) 1.7.3.6. Manages, maintains, and produces discrepancy metrics/reports and monitors corrective actions of/within DPDRT.
(Add) 1.7.3.6.1. Ensures the email notification system for discrepancies is functioning.
(Add) 1.7.3.6.2. Upgrades DPDRT as necessary to improve the discrepancy reporting process and/or to conform to new guidance.
(Add) 1.7.3.6.3. Ensures the accuracy of DPDRT reports.
(Add) 1.7.3.6.4. Maintains a DPDRT training site.
(Add) 1.7.3.6.5. Approves or denies DPDRT role requests within (2) duty days.
(Add) 1.7.3.6.6. Adds discrepancies only at a deployed location's request, due to connectivity problems and/or others issues. Further, AFPC/DP2 may input notes for clarification or delete invalid discrepancies as required.
(Add) 1.7.3.6.7. Is the official data source for discrepancies via DPDRT?
(Add) 1.7.3.6.8. Maintains the discrepancy list and reviews it for currency at a minimum of every six months.
(Add) 1.7.3.6.9. Considers inputs from outside sources and can make changes to the list at any time.
(Add) 1.7.3.6.10. Considers the impact to all theaters when making changes to the discrepancy list.
(Add) 1.7.3.6.11. Notifies AF/A1 of and posts changes on the DPDRT webpage.
(Add) 1.7.3.6.12. MAJCOM A1/AEF Cell personnel may contact AFPC/DP2 DPDRT Program Manager(s) for assistance when necessary.
(Add) 1.7.3.6.13. Maintains a minimum of a three year history of discrepancies previously submitted via DPDRT.
(Add) 1.7.3.6.14. Maintains DPDRT and produces metrics to track and report discrepancies for corrective actions.
(Add) 1.7.3.6.15. Monitors corrective actions taken by the supporting commands through the DPDRT program.
(Replace) 1.7.3.7. In coordination with HAF, clarifies AEF sourcing processes, roles, and responsibilities of all involved agencies, home station commanders, UDMs, Personnel Support for Contingency Operations (PERSCO) Teams, and deployed commanders.
(Replace) 1.7.3.8. Manages UTC reclama and UIC change process IAW AFI 10-401.
(Add) 1.7.3.8.1. A hard-copy reclama for MAJCOM/HAF notification is only required when the on-line AF Reclama Processing Tool (RPT) is non-operational or non- accessible.
(Add) 1.7.3.8.2. Use AF Form 4006 for intra-installation coordination of personnel and equipment shortfalls and reclamas. UDMs, through their commanders, will use information collected and approved on the AF Form 4006 to submit personnel and equipment shortfalls to the IDRC/DCC, IDO and HHQ for sourcing. Note: RPT is the primary tool for submitting personnel shortfalls and UIC change requests above HHQs. (T-2)
(Replace) 1.7.3.9. Through the Directorate of Personnel Programs (AFPC/DP3), manages AEF, Forums, Scheduling and Assessments and acts as the AEF and Agile Combat Support Focal Point.

(Replace) 1.7.4.4. Networks the OPLAN/Concept Plan (CONPLAN) TPFDDs to JOPES databases for AFPC/DP2, MAJCOM, FOA, and employment location planning and execution. (Replace) 1.7.5.1. Develops plans and procedures to support personnel processing for military, DOD civilians, contractors, and others during contingency, wartime, exercise, and emergency operations according to this instruction; AFI 36-3802, Force Support Readiness Programs; AFI 10-216, Evacuating and Repatriating Air Force Family Members and Other U.S. Noncombatants; and AFI 36-507, Mobilization of the Civilian Work Force. (Replace) 1.7.5.6. Provides reporting instructions for each operation to AFPC/DP2, supporting component commands, IPRs, and PERSCO team supporting the operation.
