Preston: Fears over ‘bedroom tax’

he head of Preston’s biggest housing association has hit out at the ‘bedroom tax’ she fears will mean people are thrown out of their

homes.  Diane Bellinger, chief executive of the Community Gateway Association, has said 926 of its 6,000 homes will be classed as

‘under-occupied’ when the changes come in next week.  She has warned hundreds could be unable to make up the shortfall which Gateway

is being forced to collect and, if people fall behind on rent, evict people.  The changes mean those under-occupying one bedroom

would lose around £12 per week with those under-occupying two rooms losing £22 per week.

Preston’s ‘at risk’ young register is improving

Preston has the highest number of children at risk of abuse or harm in the Lancashire County Council area, according to new figures.

But child protection officers insist cases in the borough have been falling steadily over the last three years, proof that measures

to tackle the problem are making a difference.  The report shows the number of youngsters in Preston on Child Protection Plans - the

old “At Risk Register” - which peaked at 143 in 2008/9, dropped to 111 last year.

South Ribble: Locals still cross about landmark ‘improvements’

Twelve months may have passed but the controversial work at Leyland’s historic Cross is still viewed as a huge mistake by some.  Last

April Lancashire County Council (LCC) replaced the cobbles in the town’s conservation area with asphalt, in a bid to minimise the

amount of roadworks needed on the busy junction of Fox Lane, Church Road, and Worden Lane.  Today, highways bosses have now confirmed

no repair work has been needed since the controversial move, but the chairman of the Fox Lane Community Group says there is still

upset over the decision.

Anger as blue badge letters cut to save cash

Blue badge holders will no longer be reminded to renew their badges in a bid to save costs.  Lancashire County Council, which

administers the scheme, has opted out the choice to send reminder letters to people to save money.  A spokesperson for Lancashire

County Council said: “As part of our efforts to reduce the costs of running the council while protecting frontline services, we no

longer send letters reminding people when their blue badge is up for renewal.  “The expiry date of each badge continues to be clearly

marked on the badge itself and we would ask holders to be aware of the relevant date and ensure they get a new one in good time

Benefits reform trial scaled back

The government is to scale back some of its plans to test a radical new reform to the welfare system. Ministers planned to allow

people to claim the new Universal Credit in four areas of north-west England from April. But it has emerged that three of the pilots

will not start until July.  The government said this would allow "safe and controlled" testing but Labour said the Universal Credit

was "on the edge of disaster" because IT systems needed for it were not ready.

Universal Credit: MPs raise fraud concerns

The government must give a "swift assurance" that the introduction of Universal Credit will not cause a rise in benefit fraud, MPs

have said.  The Communities and Local Government Committee called it "extremely concerning" that detection systems were "still at an

early stage". It also said councils could be left out of pocket by changes.

Welfare cuts unjust, say four churches

Four churches have joined forces to accuse the government of welfare payment cuts they say are unjust and target society's most

the Church of Scotland. They also want to see a change to "a false picture" of the poor as "lazy".

'Recovery package' plan for cancer survivors

All cancer patients should receive a 'recovery package' at the end of their treatment offering ongoing support, the government has

announced.  Currently as many as three in four patients do not receive any information on coping with the long-term effects of their

illness, figures suggest. The care plans will identify patients' financial, mental and physical needs.  Macmillan Cancer Support, who

helped develop the proposals with the Department of Health, said at the moment many patients felt isolated once treatment had ended.

Concerns over cancer fund future

Cancer charities are warning of uncertainty over future access to life-extending drugs when a dedicated fund ends next year.  The

government's £650m Cancer Drugs Fund has paid for treatment for some 28,000 patients in England since 2010.  But it will end in 2014,

and cancer charities are calling for clarity about what will replace it.

Obama proposes brain mapping project

Speaking at the White House, he announced an initial $100m investment to shed light on how the brain works and provide insight into

diseases such as Alzheimer's and epilepsy. President Obama said initiatives like the Human Genome Project had transformed genetics;

now he wants to do the same with the brain.  The project will be carried out by both public and private-sector scientists.  The

funding announcement comes after recent news of another push in neuroscience in Europe.  About 80 European research institutions and

some from outside the EU will take part in the Human Brain Project, which is estimated to cost more than 1bn euros.  The project will

use supercomputer-based models and simulations to reconstruct a virtual human brain to develop new treatments for neurological

conditions.
