WE'RE GOING TO SHIFT INTO MARGARET YOU'RE GOING TO GIVE US AN ELECTRIC CHARGE STATION UPDATE.

WE ARE IN THE HOMESTRETCH OF OUR GRANT PERIOD FOR THE ELECTRIC CAR CHARGING STATIONS AND SOME GOOD DATA HAS BEGUN TO COME IN I WANT TO THANK HILDA RODRIGUEZ SHE SUPPLIED US WITH THE STATION AND RANDY THERE YOU ARE WHO HAS BEEN WATCHING THE ELECTRIC USE ON OUR STATION SENT ME SOME OF THEIR DATA SO I CAN SHARE WITH YOU AND LET YOU KNOW WHAT'S BEEN GOING ON OUT THERE.

THIS IS WHAT MOST OF THE STATIONS LOOK LIKE THIS IS AT BLOOMINGDALE LIBRARY WHILE WE'RE ON ELECTRIC I WANT TO LET YOU KNOW THAT EPC WITH THE HELP OF FLEET HAS PURCHASED A SECOND ELECTRIC VEHICLE SO WE KNOW -- WE HAVE BOTH.

AND ANYONE WHO WOULD LIKE TO SEE THEM WE WOULD LOVE TO SHOW THEM TO YOU IF YOU'RE A COUNTY PERSON WE NEED TO PUT YOU IN THE CAR AND TAKE YOU FOR A RIDE SO LET US KNOW.

THE GOOD NEWS IS ALL OF THE STATIONS HAVE BEEN IN USE.

THIS IS A CHART RANDY HAS MADE FOR US.

THIS SHOWS THE TOTAL ELECTRIC USE OF THE STATIONS COMBINED FROM THE VERY BEGINNING BACK DOWN IN DECEMBER OF 2011.

UP THROUGH JULY 2013.

AND YOU CAN SEE THERE'S BEEN A SLOW RISE INCREASE OF USE OF THE STATIONS OVER TIME.

AND THAT'S REALLY WHAT WE WANTED TO SEE AND IT'S GREAT.

WE SCORED A PLATEAU UP THERE ABOUT 600 KILOWATTS A MONTH OR $60 A MONTH IN USE OF THE STATIONS.

SO THAT'S GOOD.

AND THEN OF COURSE YOU MIGHT ASK WELL WHICH STATIONS ARE WE USING THE MOST.

AND THIS GRAPH WILL SHOW YOU THAT.

THAT FIRST BAR THERE HAD, THE TALLEST BAR IS EPC.

WE DO HAVE A STAFF PERSON AT EPC THAT PLUGS IN EVERY DAY AND HE LOVES IT.

SO -- BUT CATCHING UP VERY, VERY QUICKLY IS THE PIERCE STREET PARKING GARAGE ACROSS THE STREET HAS BECOME VERY, VERY POPULAR SO THAT'S GREAT TO SEE.

THE NEXT TWO COLUMNS YOU SEE THERE ARE A COUPLE OF OUR LIBRARIES.

ONE WITH THE HIGHEST USE IS ACTUALLY THE JAN PLAT LIBRARY IN SOUTH TAMPA AND THAT WAS KIND OF A NICE SURPRISE SOMEWHERE DOWN THERE HAS FOUND IT AND BLOOMINGDALE IS REALLY SHOWING GOOD USE THE FIFTH ONE THERE IS THE PLANT CITY COURTHOUSE SO SOMEONE IN PLANT CITY IS USING IT.

AND THE STRAGGLER OVER THERE IS JIMMY KEEL LIBRARY BUT SOMEBODY IS PLUGGING IN OCCASIONALLY OVER THERE JIMMY KEEL SORT OF SITS ON A STRETCH WITH NO OTHER BUILDINGS TO THE RIGHT OR LEFT AND I THINK THAT'S HURT THAT STATION A LITTLE BIT BUT SOMEONE IS USING IT AND PLUGGING IN SO THAT WAS GREAT.

NOW WHEN YOU SORT OF EVALUATE STATIONS AND HOW THEY ARE DOING, CERTAINLY YOU'RE GOING TO LOOK AT THE ENERGY USE BUT THERE ARE A COUPLE OF OTHER CONCEPTS YOU OUGHT TO KNOW ABOUT ONE IS THE INCOME OF SESSIONS THE ACTIVITY OF THE STATIONS HOW OFTEN IS SOMEONE COMING IN AND OUT.

IN GENERAL SINCE JANUARY WE'VE HAD OVER 1,000 SESSIONS AT OUR STATIONS.

THAT'S SOMETHING YOU OUGHT TO THINK ABOUT IF YOU EVER DECIDE TO START CHARGING FOR YOUR SESSION.

ANOTHER VERY IMPORTANT CONCEPT IS WHAT IS CALLED UNIQUE DRIVERS.

AND THAT'S HOW MANY DIFFERENT DRIVERS ARE USING THE STATION.

EVERYBODY WHO USES THE STATION HAS TO SWIPE A CARD AND EVERY CARD HAS A DIFFERENT NUMBER SO HILDA HAS BEEN ABLE TO PICK UP THIS MATERIAL THIS IS INFORMATION SHE SENT TO ME SHE'S BEEN ABLE TO PICK UP HOW MANY DIFFERENT CARS ARE USING THE STATIONS IT'S REALLY GREAT UNDER UNIQUE DRIVERS IT LOOKS LIKE HILLSBOROUGH COUNTY HAS HAD OVER 20 UNIQUE DRIVERS USING OUR STATION SO THAT'S REALLY VERY GOOD.

THE NEXT SLIDE AND OF COURSE HILDA WOULD LOVE US TO INCREASE OUR LOCATION SO SHE TILED IT WHICH LOCATION DO WE INCREASE.

BUT IF YOU COMPARE TWO LIBRARIES LET'S LOOK AT THE PLAT STREET LIBRARY AND THE BLOOMINGDALE LIBRARY YOU MAY HAVE REMEMBERED PLAT STREET HAD A LITTLE MORE ELECTRICITY THAN BLOOMINGDALE BUT IF YOU LOOK AT THE UNIQUE DRIVERS CONCEPT OFTEN PLAT HAS A SHORTER BAR OFTEN MAYBE JUST TWO PEOPLE ARE USING THAT STATION.

WHEREAS BLOOMINGDALE MOST OF THE TIME HAS THREE, FOUR, FIVE AND SIX DIFFERENT DRIVERS WHO HAVE FOUND THAT STATION AND THEY ARE USING THE STATION SO SOMETIMES IT MIGHT BE THAT STATION THAT IS GOING TO GROW FAST BECAUSE MORE PEOPLE HAVE FOUND IT.

NOW, THE STATION THAT'S DOING THE BEST IN BOTH CATEGORIES IS WHAT HILDA HAS CALLED THE CENTER GARAGE ON KENNEDY FOR US WE KNOW IT AS THE PIERCE STREET COUNTY PARKING GARAGE ACROSS THE STREET AND THAT STATION SHOWS BOTH GOOD OVERALL ENERGY USE AND A GOOD NUMBER OF UNIQUE DRIVERS.

I THINK WE HAVE OVER TEN DRIVERS USING THAT STATION DOWN IN THE PARKING GARAGE.

IN FACT WHEN I DRIVE UP THERE THIS IS THE EPC LEASE IN THE MIDDLE IF YOU HAVEN'T SEEN THE STATIONS IN THE GARAGE THAT'S WHAT IT LOOKS LIKE AND THERE WERE TWO VOLTS PLUGGED IN SO I COULDN'T THE USE THE FAST STATION THE OTHER DAY I HAD TO DO A SLOW CHARGE SO THAT'S GOOD TO SEE.

THE ONE THING TO THINK ABOUT AS WE MOVE aHEAD AND WHAT DO WE DO ON ELECTRIC VEHICLES IS TO CONSIDER UP TO THIS POINT MOST OF THE CARS HAVE BEEN A CHEVY VOLT OR A NISSAN LEAF THERE ARE ONE OR TWO OF THOSE BEAUTIFUL TESLAS DRIVING AROUND BUT MOSTLY IT'S BEEN A VOLT AND LEAF PLUGGING IN AS WE MOVE FORWARD A LOT MORE CAR MANUFACTURERS SEEM TO THINK THEY ARE GOING TO BE MAKING ELECTRIC CARS SOME EXAMPLES ARE THE PRIUS PLUG-IN FORD CAME OUT WITH THE C-MAX AND FORD FOCUS ACTUALLY THEY ARE AT BILL CURRY FORD THEY ARE ON THE LOT THE CADILLAC IS COMING OUT WITH A SLEEK ELECTRIC CAR BMW IS COMING OUT MITSUBISHI HAS A LARGER CAR COMING OUT IF YOU THINK ABOUT THE USAGE WITH ONLY TWO VEHICLES IT MAY BE THAT THE VOLT AND THE NISSAN LEAF WE MAY HAVE A LOT MORE OF IF ALL OF THESE CARS START SHOWING UP.

>>EXCUSE ME MARGARET JUST GOT ON THE NEWS A COUPLE OF DAYS AGO THE NEW TESLA IF ANYBODY IS UP FOR IT.

>>MARGARET RUSH: IT WAS ALSO ON THE NEWS LAST NIGHT THE TESLA IS ONE OF THE SAFEST VEHICLES TO DRIVE IT DOESN'T HAVE A AN ENGINE IN THE FRONT THE WAY THE METAL IS PUT TOGETHER SO MAYBE A LOT OF SAFETY FEATURES THEY WILL PUT IN FUTURE CARS SO IT'S REALLY VERY INTERESTING.

SO WHAT ARE THE FINANCIAL IMPACTS BEEN TO US?

YOU MAY REMEMBER WHEN WE PUT THIS GRANT INTO PLACE WE AGREED AND WE HAVE TO THANK FACILITIES AND TOM FASS THEY FOUND IT IN THEIR BUDGET TO PAY FOR ELECTRICITY AND ALLOWED PEOPLE TO USE THESE STATIONS FOR FREE I ALWAYS FIND PEOPLE DON'T SEEM TO HAVE A FEEL FOR WHAT DOES IT COST TO CHARGE THESE CARS AND YOU'RE A PRETTY EDUCATED GROUP YOU'VE LISTENED TO SOME OF THESE PRESENTATIONS SO I LEFT THE ANSWER BLANK HERE FOR JUST A SECOND IN YOUR MIND WHAT DO YOU THINK MAYBE THE COUNTIES HAVE HAD TO SPEND TO CHARGE THE STATIONS AND RANDY IS NOT ALLOWED TO ANSWER.

BUT THINK TO YOURSELF.

SINCE THE BEGINNING OF THE GRANT PERIOD ELECTRICITY CHARGE HAS BEEN ABOUT $824.

AND THE OTHER FINANCIAL QUESTION WE HAVE IS SO THE STATIONS ARE OURS TO KEEP FOR FREE AND IF YOU PLUG IN THEY WILL WORK JUST FINE IF YOU DON'T DO ANYTHING ELSE BUT ONE THING THAT HILDA'S GROUP OFFERS IS A SOFTWARE PACKAGE FOR THE STATION.

THE SOFTWARE PACKAGE TELLS THE DRIVERS WHERE THE STATIONS ARE THEY PULL UP THEIR SMARTPHONES THEY CAN LOCATE THE STATIONS IF YOU HAVE TROUBLE WHEN YOU GET TO THE STATION THERE'S A PHONE NUMBER YOU CAN CALL AND SAY THE STATION ISN'T WORKING CAN YOU HELP ME OUT.

ALSO IT ALLOWS TO HAVE A PAY MECHANISM TO YOU CAN EVENTUALLY SWIPE A CREDIT CARD OR A CHARGE POINT CARD AND PAY FOR THE ELECTRICITY USE OF THE STATION.

AND FORTUNATELY WITH COMMISSIONER SHARPE'S OFFICE ERIC KNEW THE DEADLINE IF WE GOT THIS PACKAGE DONE HE CALLED RANDY AND TOM FASS AND WE ACTUALLY GOT A DISCOUNT ON RENEWING OUR SOFTWARE PACKAGE SO FACILITIES I THINK VERY WISELY WENT aHEAD AND CHOSE TO RENEW THAT PACKAGE FOR ANOTHER YEAR SO IT WAS $200 PER UNIT PER YEAR SO WE HAVE 7 UNITS SO THAT WAS $1400 THAT WE HAVE INVESTED IS THAT RIGHT, RANDY.

IT DEPENDS WHETHER YOU'RE TALKING ABOUT A VOLT OR NISSAN LEAF SOMETIMES THESE CONVERSATIONS GET A LITTLE COMPLICATED BUT I CAN GO OVER THE FIGURES WITH YOU SUSAN I DON'T HAVE IT OFF THE TOP OF MY HEAD BUT I CAN SHARE IT LATER.

WE ARE GOING TO HAVE THE PACKAGES IN PLACE FOR THE SOFTWARE FOR ANOTHER YEAR AND YOU KNOW THAT COST BUT THE QUESTION THAT MAY STILL REMAIN AND RANDY I DON'T KNOW IF YA'LL HAVE MOVED FORWARD ON THIS AND I'M GLAD THE CITY OF TAMPA IS HERE BECAUSE THEY ALSO HAVE SOME STATIONS, WE NEED TO TALK ABOUT DO WE START CHARGING FOR USE OF THE STATIONS.

CERTAINLY YOU CAN KEEP THEM FOR FREE THAT GIVES A LOT OF INCENTIVE TO GREEN TRANSPORTATION.

YOU HAVE TO CONSIDER HOW MUCH COST YOU WANT TO CARRY.

AND AGAIN, IT'S FACILITIES IS FINDING IT IN THEIR BUDGET SO WE REALLY KNOW THAT'S A DIFFICULT THING SOMETIMES.

YOU CAN CREATE A PAY SYSTEM.

AND YOU CAN CREATE THE SYSTEM SO MAYBE YOU'RE JUST BEGINNING TO COVER YOUR COSTS.

AN EXAMPLE THE UTILITIES IN ORLANDO, OUC, THEY HAVE 30 OR SOME ODD STATIONS I BELIEVE.

QUITE A FEW STATIONS.

HOW MANY?

MUCH MORE THAN OUR 7.

SO I CAN SEE WHERE MAYBE THEY ARE CONSIDERING THEY DON'T WANT TO CARRY THAT COST.

BUT THEY HAVE DECIDED TO IMPLEMENT A PAY SYSTEM WHERE WHEN YOU SWIPE IT ANY TIME YOU USE A STATION THERE'S A 50 CENT SESSION FEE AND THEN YOU ARE GOING TO BE CHARGED JUST THE COST OF THE ELECTRICITY.

FOR IT US IT'S SOMEWHERE AROUND 10 CENTS A KILOWATT HOUR.

IS THAT CORRECT?

SO YOU HAVE THAT CHOICE.

OR OF COURSE YOU ALWAYS HAVE THE CHOICE TO PERHAPS MAKE THIS A REVENUE SOURCE FOR THE COUNTY WHERE YOU WOULD CHARGE A LITTLE BIT MORE AND THE COUNTY WOULD PICK UP SOME REVENUE.

AND THIS IS WHERE IT'S A LITTLE BIT OPEN FOR DISCUSSION.

IT WOULD PROBABLY BE GOOD FOOD FOR THOUGHT TO HELP FACILITIES MAKE A DECISION.

AND I THINK THAT WOULD BE OUR BEST MOVE THERE.

SO WE'RE STILL KIND OF DISCUSSING IT WITH THEM THE CITY COUNCIL HASN'T MADE ITS DECISION AND I THINK OUR BOARD PROBABLY NEEDS TO MAKE THAT DECISION, ALSO.

ANY GREEN TRANSPORTATION PEOPLE WANT TO SPEAK OUT AS TO WHETHER WE SHOULD TRY TO KEEP THEM FREE FOR AS LONG AS WE CAN.

ALSO UNDERSTAND WE CAN IMPLEMENT THE COST TO CHARGE AT ANY POINT.

WE DON'T HAVE TO WAIT THE WHOLE YEAR TO START IT AGAIN IF ALL OF A SUDDEN WE SEE EVERYBODY IS STARTING TO USE THE STATIONS WE CAN SAY YOU KNOW WHAT BY SUMMERTIME WE NEED TO START MAKING A LITTLE BIT OF A CHARGE HERE IT'S A DECISION THAT CAN BE MADE AT ANY POINT.

JUST TO PROVIDE A LITTLE BIT INSIGHT ABOUT HOW WE SET OUR PROGRAM UP AT THE CITY OF TAMPA, WE AGREED TO INSTALL 10 --

WE HAD AGREED TO INSTALL TEN STATIONS BACK IN OCTOBER OF 2011.

IT'S HARD TO BELIEVE IT'S BEEN THAT LONG ALREADY.

AS PART OF THAT PROCESS, WE HAD LIMITED REAL ESTATE THAT WE THOUGHT WAS AVAILABLE TO INSTALL THESE STATIONS.

SO WE MADE THE DECISION TO INSTALL THEM INSIDE OUR GATED PARKING LOTS AND GARAGES.

SO WHILE WE WERE NOT CHARGING A FEE FOR SERVICE FOR THE KILOWATT OR JUST THE GENERAL SERVICE FEE TO USE THESE, WE WERE ABLE TO CAPTURE ADDITIONAL REVENUE BY OUR HOURLY FEES THAT WE CHARGED TO ENTER AND PARK IN THOSE PARKING FACILITIES.

TYPICALLY OUR FEES RANGE FROM ABOUT $1 TO $1.60 AN HOUR WHICH CERTAINLY MORE THAN OFFSETS A KILOWATT PER HOUR COST.

JUST ON SOME OF THE NUMBERS WE'VE SEEN SO FAR.

SO WE'RE AT THE POSITION WHERE OUR USAGE IS VERY SIMILAR TO WHAT WE SEE WITH THE COUNTY AND CERTAIN LOCATIONS IT'S NEGLIGIBLE AND OTHER LOCATIONS IT'S PRETTY PROMINENT THE POLL GARAGE BY 36TH AND PARK IS A VERY SUCCESSFUL LOCATION FOR US AND BELIEVE IT OR NOT OR TWO YBOR CITY GARAGES HAVE HAD A LOT OF CHARGING OUT THERE AS WELL WE SEE THE CLOSER YOU GET TO THE CENTER OF DOWNTOWN THE 4TH BROOK -- THE JACKSON STREET GETS QUITE A BIT USAGE BUT THE TWIGS GARAGE NOT NECESSARILY THE RIGHT DEMOGRAPHIC NECESSARILY FOR AN ELECTRIC CAR USAGE PATRON AS WELL AS OUR SOUTH REGIONAL GARAGE DOWN BY THE FORUM IT'S NOT AN EVERYDAY ATTENDED GARAGE.

IT GETS THE BULK OF ITS USE FROM FORUM EVENTS WHEN CROWDS COME IN FOR THAT TYPE OF ACTIVITY.

SO WE'RE A LITTLE RESISTANT AT THIS POINT.

WE'RE STILL KIND OF WATCHING THE METRICS HERE.

WE OPTIMIZED SOME OF THE BIG BEND ACTIVITIES AND THEN WE REPOWERED THAT WAS KIND OF OUR BIG DECISION FROM OLDER COAL PLANTS TO NATURAL GAS COMBINED CYCLE STATE OF THE ART POWER PLANT SO THAT'S WHAT GETS YOU TO THESE VERY LOW LEVELS OF EMISSIONS, 90% REDUCTION.

SULFUR OXIDE IS EXPECTED TO REMAIN DOWN. WE HAVE OTHER CHALLENGES.

ONCE YOU REDUCE THE SULFUR OXIDE YOU WOULD MAKE A PRODUCT CALLED JIM SUM WE DO -- GYPSUM WE DO A GOOD JOB OF SELLING IT WITH THE DOWNWARD ECONOMY MAKES IT CHALLENGING WE GENERATE THE BYPRODUCTS WE ALSO HAVE A SIMILAR DROP AND 9% REDUCTION RANGE FOR NITROGEN OXIDES AND BOTH OF THOSE ARE KIND OF CRITERIA POLLUTANTS THAT CAUSE RESPIRATORY AND NOX ALSO CONTRIBUTES TO OZONE FORMATION SO MADE SUBSTANTIAL REDUCTIONS I'LL TIE THIS LATER ONTO ELECTRIC VEHICLE CHARGING, WHAT THE BENEFIT IS FOR WHAT THIS TURNED OUT TO BE A BILLION DOLLAR PROJECT TO BASICALLY GET THIS LEVEL OF REDUCTIONS FOR OUR SERVICE TERRITORY.

THE CARS THERE WILL BE AN OPPORTUNITY TO USE THAT METHOD TO TRY TO GET LOWER OZONE EMISSIONS IN OUR REGION.

ANOTHER GOOD OUTCOME FROM LOWERING OF NITROGEN, THE NITROGEN OXIDES THAT GO IN THE AIR FALL DOWN EVENTUALLY AND CREATE NUTRIENT ISSUES AND WE'RE SEEING AN IMPROVEMENT IN OUR BAYS.

AND MERCURY EMISSIONS HAVE DROPPED KIND OF A CO-BENEFIT WE INTENTIONALLY FOCUS ON THOSE BECAUSE OF THE REMOVAL TECHNOLOGIES THEY ARE ALSO REMOVING A LOT OF MERCURY WE HAVE GOTTEN DOWN TO VERY, VERY LOW LEVELS.

SOME RESULTS THAT WE HAVE RECENTLY DISCOVERED BASED ON INTERACTION WITH STATE REGULATORY EFFORTS IS THAT THIS IS AN INTERESTING OPPORTUNITY TO KIND OF SAY EVEN THOUGH IN FLORIDA WE'VE MADE SUBSTANTIAL REDUCTIONS IN MERCURY NOT JUST TAMPA ELECTRIC BUT ALL OF THE POWERPOINTS WE'RE NOT SEEING A BIG CHANGE IN THE FISH TISSUE CONCENTRATION KIND OF MIXED RESULTS SO THE INDICATION IT LOOKS LIKE INTERNATIONAL IMPACTS ARE MORE OF A FACTOR THERE SO FURTHER REGULATION AND COST TO CUSTOMER WOULDN'T BE WARRANTED AND THAT'S WHAT THE STATE HAS CONCLUDED AT THIS POINT. SO THOSE ARE OUR OPPORTUNITIES TO REDUCE EMISSIONS AND ONE OF THE WAYS THAT WE DO REDUCE EMISSIONS AS I MENTIONED GYPSUM A MINUTE AGO WE RECYCLED THE FLY ASH THE DUST FROM THE COAL FOR EVERY TON OF FLASH WE RECYCLE IT REDUCES ABOUT A TON OF CARBON DIOXIDE IF WE USE IT IN THE CEMENT INDUSTRY AND WE HAVE A BENEFICIATING PROCESS THAT ALLOWS US TO DO THAT SO WE ARE UP TO ALMOST 6 MILLION TONS OF CO2 OFFSET BY RECYCLING THE FLY ASH AND YOU CAN SEE THE CHART ON THE LEFT IS A RECYCLING RATE ABOUT 250,000 TONS A YEAR RECYCLED IT KIND OF DROPS OFF WITH THE ECONOMY MAINLY.

SO SOME GOOD STORIES ABOUT UTILIZING OUR BYPRODUCTS.

THAT ONE IS THE YELLOW PRISM.

AND ASSUMING AN ELECTRIC POWER RESEARCH INSTITUTE MAYBE WE CAN GET A 3% REDUCTION.

IT COULD BE GREATER OR LESSER DEPENDING ON SUCCESS OF SOME OF THE INITIATIVES YOU GUYS HAVE.

SO THIS IS A MODEST ASSUMPTIONS.

AND IT'S JUST -- IT'S A PRETTY BIG DEAL.

ALL OF THESE THINGS START TO ADD UP.

AND I SKIPPED OVER CARBON CAPTURE AND SEQUESTRATION THAT'S SOMETHING WE'RE DEMONSTRATING I HAVE A QUICK SLIDE ON THE END TO TELL YOU ABOUT THAT. INCORPORATE THAT LEED CRITERIA AND THAT'S WHAT WE USE TO HELP STANDARDIZE ALL OF OUR DESIGN AND RENOVATION AND CONSTRUCTION PROJECTS THAT'S WHAT OUR CONSULTANTS ARCHITECTS AND ENGINEERS USE IN ALL OF THEIR DESIGN PROJECTS.

WE DO, HOWEVER, PURSUE ENERGY STAR CERTIFICATION FOR OUR FACILITIES AND TO DATE WE HAVE THREE OF OUR BUILDINGS DOWNTOWN THAT ARE ENERGY STAR CERTIFIED.

AND OF COURSE OUR GOAL GOING FORWARD IS TO CONTINUE TO GET MORE OF THE COUNTY BUILDINGS CERTIFIED AS ENERGY STAR BUILDINGS.

SO WE DESIGNED EFFICIENT NEW BUILDINGS.

HOWEVER, MOST OF THE COUNTY'S PORTFOLIO IS EXISTING OLDER FACILITIES.

SO WE HAVE AN ASSESSMENT PROGRAM WHERE WE PERIODICALLY AND CONTINUALLY ARE INSPECTING, ASSESSING THE CONDITIONS OF ALL OF OUR EXISTING FACILITIES, MAJOR SYSTEMS AND COMPONENTS WITHIN EACH FACILITY.

WE'RE ON A FIVE-YEAR CONDITION INSPECTION CYCLE RIGHT NOW FOR THE COUNTY'S FACILITIES.

WHICH AMOUNTS TO 1.1 MILLION SQUARE FEET OF ASSESSMENTS PERFORMED EACH YEAR.

BY OUR GROUP.

SO FOR EXAMPLE LAST YEAR WE PERFORMED AUDITS AT ENERGY AUDITS AT THE COUNTY LIBRARIES AND FIRE STATIONS THIS YEAR WE'RE SET UP TO DO THE NEIGHBORHOOD SERVICE CENTERS.

ANOTHER GOOD EXAMPLE IS THE CENTRAL ENERGY PLANT THAT WE HAVE DOWNTOWN THAT SUPPLIES CHILLED WATER TO ALL OF THE DOWNTOWN FACILITIES.

WE'RE ACTUALLY CURRENTLY STILL UNDER A PERFORMANCE MANAGEMENT -- PERFORMANCE AGREEMENT WITH TRAIN THAT WAS ORIGINATED EIGHT YEARS AGO AS PART OF THAT CHILLER PLANT EXPANSION IT EXPANDED THE CAPS OF THE PLANT AND ADDED ICE STORAGE AND SUPPLIED CHILLED -- EXPANDED CHILLED WATER SUPPLIED TO ALL OF THE COUNTY FACILITIES IN THE DOWNTOWN AREA PART OF THAT AGREEMENT INCLUDED A GUARANTEED ENERGY SAVINGS OF 600,000 DOLLARS PER YEAR OVER A 15 YEAR PERIOD WE'RE EIGHT YEARS INTO IT RIGHT NOW AND WE HAVE BEEN IDENTIFIED IN ACTUAL REDUCTION OF OVER A MILLION DOLLARS PER YEAR SO IT'S WORKED OUT TO BE A PRETTY GOOD RETURN ON THAT ONE AND SOME OTHER INITIATIVES THAT WE ARE UNDER WAY AND ONGOING ARE THE PROGRAM WE PARTICIPATE WITH TECO CALLED INTERNOC AT THE CHILLER PLANT WHEREBY THEY CAN DURING HIGH PEAK DEMAND TIMES ASK US TO SHUT DOWN THE CHILLER PLANT AND WE'RE ABLE TO DO THAT AND STILL PROVIDE CHILLED WATER AND AC SERVICE TO DOWNTOWN FACILITIES BECAUSE OF THE ICE STORAGE THAT WE HAVE SO WE CAN PROVIDE THAT BY BURNING ICE AND IT'S NOT JUST US IN REAL ESTATE EITHER IT'S OTHER DEPARTMENTS AROUND THE COUNTY THE PUBLIC UTILITIES DEPARTMENT FOR EXAMPLE IS ON TECO STAND BY GENERATOR PROGRAM WHEREBY THEY CAN FOR DEMAND RESPONSE FROM THE THREE UTILITY PLANTS THAT THEY PARTICIPATE IN GENERATE REVENUE BACK TO THE COUNTY BETWEEN 75 AND $100,000 PER YEAR SO WHEN YOU LOOK AT THOSE TWO THINGS IT CAN BE PRETTY BENEFICIAL.

SO ALL OF THAT IS GREAT.

AND FOR ME COMING AFTER THE FACT AND REVIEWING THE REPORT, ONE THING I THOUGHT AS A POSITIVE WAS THAT A LOT OF THE RECOMMENDATIONS MADE IN THE REPORT REALLY THE LINED UP WITH A LOT OF THE INITIATIVES THAT THE COUNTY HAS IN PLACE ALREADY AS PART OF IT'S ENERGY MANAGEMENT SUSTAINABILITY PROGRAMS NOT JUST WITHIN OUR DEPARTMENT BUT WITHIN OTHERS, AS WELL.

SO THAT'S A POSITIVE SIGN FOR WHERE THE COUNTY IS AT NOW AND MOVING FORWARD.

SO SPECIFICALLY IF YOU TAKE A LOOK AT A CULL OF THE EXAMPLES SETTING GOALS FOR -- COUPLE OF EXAMPLES SETTING GOALS FOR ENERGY REDUCTION THROUGH THE FACILITY THROUGH OUR PLAN AND PROGRAM THAT WE HAVE IN PLACE NOW, WE'VE BEEN ABLE TO ACHIEVE SINCE THE YEAR 2000 16% IN ENERGY REDUCTION IN COST AVOIDANCE AS A RESULT OF THAT.

AND THEN GOING FORWARD, OUR GOALS OF BENCHMARKING AGAINST THE ENERGY STAR INDUSTRY STANDARD, BRINGING IN MORE OF OUR FACILITIES INTO THE ENERGY STAR CERTIFICATION HELPS TAKE US TO CONTINUE TO TAKE US TOWARDS THAT GOAL AND IT'S AGAIN IT'S NOT JUST US IN FACILITIES YOU LOOK AT OTHER DEPARTMENTS AROUND THE COUNTY TOO PUBLIC UTILITIES FOR EXAMPLE HAS CONTINUED TO EDUCATE THE PUBLIC ON WASTE REDUCTION AND EXPAND RECLAIMED WATER REUSE.

GOING FORWARD THEY'VE GOT PLANS TO IMPLEMENT SINGLE STREAM RECYCLING.

AND THEY CAN GO OVER HE OBVIOUSLY THE DETAILS OF THOSE THINGS.

BUT ANOTHER EXAMPLE FLEET HAS INITIATIVES UNDER WAY HISTORICAL PURSUIT OF FUEL EFFICIENT VEHICLES, SETTING ENGINE STANDARDS FOR PURCHASE OF NEW VEHICLES IN THE FUTURE.

AS WELL AS FOR FUEL ECONOMY LOOKING AT ALTERNATIVE FUELS SUCH AS CNG.

SO I THINK WE REALLY DO HAVE GOOD SYNERGY ACROSS ALL OF THE VARIOUS DEPARTMENTS WITHIN THE COUNTY AND IT SEEMS LIKE WE DO HAVE SOME GOOD PROGRAMS AND PLANS IN PLACE TO HELP CONTINUE MOVING FORWARD IN THE RIGHT DIRECTION FOR ENERGY EFFICIENCY AND SUSTAINABILITY.
