CALL TO ORDER

Diane Cho, Chair, called the meeting to order at 10:05 a.m.

APPROVAL OF THE MINUTES

Motion(I) was made by Diane Cho, seconded by Cynthia Shonaiya and unanimously carried to approve the April 22, 2015 meeting minutes with corrections.

COMPLAINT COMMITTEE REPORT

The Complaint Committee reported on the status of the following complaints:

15-AR-01 - Open; Case to pre-charge

15-AR-02 - Open; CPC; Offer consent order and fine

Motion (II) was made by Mr. Edmeades, seconded by Mr. Parker, and unanimously carried to accept the report of the Complaint Committee.

EXECUTIVE DIRECTOR’S REPORT

Ms. Edwards reported that HB 720, the firm permit bill, takes effect October 1, 2015. The bill gives the Board enforcement authority over firms and allows the Board to set a reinstatement fee for late renewal of a firm permit.

Currently, the Board applies a one hundred dollar ($100.00) reinstatement fee for individual license holders. After a brief discussion, motion (III) was made by Ms. Westerhout, seconded by Mr. Edmeades, and unanimously carried to set the reinstatement fee for architectural firms at one hundred dollars ($100.00).

Ms. Edwards stated that a concept sheet must be submitted and approved by the Secretary before any action can be taken to set a reinstatement fee.

BOARD COUNSEL’S REPORT

Ms. Trust noted that information on new firm enforcement authority should be communicated to licensees. She recapped recent meetings with the Acting Chief Counsel and other AAGs to discuss the Supreme Court decision in the South Carolina Dental Examiners case.

NCARB

Annual Meeting

As Mr. Edmeades is poised to attend the NCARB Annual meeting in June, the Board reviewed the Resolutions in preparation for Mr. Edmeades’ voting. Resolution A contains revisions to the BEA program and will allow someone with a high school diploma to supplement their education with work experience. Resolution B streamlines the BEFA program.

Resolution C pertains to the qualifications of a public member elected to the NCARB Board of Directors. The resolution proposes to change the qualifications from a public member at-large to a public member from a member board. The Board noted that not all member boards have public members so to limit the seat on the Board of Directors to a public member who sits on a member board would not be equitable.

The Board felt that the bylaws should allow for a public member of a state board OR a public member who does not sit on a member board.

NEXT MEETING

The next meeting will be on July 22, 2015. The June meeting is cancelled so that the Board can participate in the NCARB Annual Meeting.

There being no further business, motion (IV) was made by Mr. Edmeades, seconded by Ms. Westerhout and unanimously carried to adjourn the meeting at 11:05 a.m.
