Secretary of State Kathy Boockvar announced that 85 disciplinary actions have been taken by the Bureau of Professional and Occupational Affairs' 29 professional licensing boards, and the Bureau of Election Services and Notaries:

Barry E. Horrow, certificate and license no. CA017679L of West Chester, Chester County, was revoked to practice as a certified public accountant in the Commonwealth of Pennsylvania, because he pled guilty to a crime, any element of which is dishonesty or fraud under any Federal or State law; he pled guilty to violating a Federal or State revenue law; he engaged in conduct that brings the professional of public accounting into disrepute or that lowers the public esteem for the profession; he was found guilty of the felony under the Federal or State law; and he failed to provide the written notice to the Board within 30 days of a finding or verdict of guilt, an admission of guilt, a plea of nolo contendere, probation without verdict, a disposition in lieu of trial or an Accelerated Rehabilitative Disposition of a felony or misdemeanor offense. Delaware County

Kevyn N Rakowski, certificate and license no. CA042986 of Chadds Ford, Delaware County, was revoked, because she was found guilty of a crime of any element of which is dishonesty or fraud, under any Federal or State law; she had her right to practice before any Federal or State governmental agency suspended or revoked; she was found guilty of a felony under any Federal or State law; and she failed to provide written notice to the Board within 30 days of a finding or verdict of guilt, an admission of guilt, a plea of nolo contendere, probation without verdict, a disposition in lieu of trial or an Accelerated Rehabilitative Disposition of a felony or misdemeanor offense. Frazier Sandzimier & Company CPAs & Consultants, license no. AF000492L of Dunbar, Fayette County, was levied a civil penalty of $2,000; and cost of investigation of $360.81; because they unlawfully engaged in the practice of public accounting by not holding a current license; and they held themselves out as or otherwise used the title or designation "certified public accountant" or 'public accountant" or the abbreviation "CPA" or "PA" or any other title, designation, words, letters or abbreviation tending to be indicated that the partnership, corporation or other association is composed of or includes certified public accountants or public accountants without holding a current license. Montgomery County

Wayne Jordan Kaplan, certificate and license no. CA028606L of Ambler, Montgomery County, was levied a civil penalty of $1,000; and a reprimand was placed on his disciplinary record with the Board, because he violated a rule of professional conduct promulgated by the Board granted under the authority of the Act in that he failed to comply with other technical standards promulgated by the PCAOB. Philadelphia County

Richard H Huff, certificate and license no. CA022709L of Plymouth Meeting, Philadelphia County, was levied a civil penalty of $2,000; and a reprimand was placed on his disciplinary record with the Board, because he violated a rule of professional conduct promulgated by the Board granted under the authority

Andre Fulton, of Mechanicsburg, Cumberland County, had his application to sit for the barber licensure examination granted and, upon successful completion of the examination, his barber license shall be granted and then immediately placed on probation for two years based on his criminal conviction. Salahuddin Amin-Giddings of Mechanicsburg, Cumberland County, had his application to sit for the barber licensure examination granted and, upon successful completion of the examination, his barber license shall be granted and then immediately placed on probation for two years based on his criminal conviction. Jeffrey Jones of Mechanicsburg, Cumberland County, had his application to sit for the barber licensure examination granted and, upon successful completion of the examination, his barber license shall be granted and then immediately placed on probation for two years based on his criminal conviction. Dauphin County

Qwan McIntyre, License No. BL052352, of Harrisburg, Dauphin County, was suspended pursuant to the Order of the Court of Common Pleas of Dauphin County dated November 9, 2020, which the court issued under section 4355 of the Domestic Relations Code. Darriel Jones, Barber license no. BL051626L, of Marienville, Forest County, was placed on probation for a minimum of five (5) years because he was convicted of a felony. (10/21/20)

Lancaster County

Solomon Robert Hall, Jr., license no. BL053081, of Lancaster, Lancaster County was suspended for failing to pay a previously imposed civil penalty. (10/20/20)

Eric Torres of East Petersburg, Lancaster County, had his application to sit for the barber manager licensure examination granted and, upon successful completion of the examination, his barber manager license shall be granted and then immediately placed on probation for one year based on his criminal conviction. Styles Inspired by Marc, barber shop license number BO433775, of Philadelphia, Philadelphia County, was placed on probation for a minimum of two (2) years for operating on a lapsed shop license and was ordered to pay a civil penalty of $500. (10/22/20).

Franklin County

Galen R. Bricker, license no. RL139014, of Chambersburg, Franklin County, was levied a civil penalty of $3,500; costs of investigation in the amount of $1,000; and must complete at least 22 hours of remedial education, because he failed to complete an appraisal assignment within the requirements of the USPAP, by failing or refusing to exercise reasonable diligence in developing an appraisal, preparing an appraisal report, or communicating an appraisal, and by negligently or incompetently developing an appraisal.
