1.0 Measurement and Payment

1.1 General

(a) For lump sum price item, the County will calculate payment based on tendered price and the County's estimate of percentage of work item completed.

(b) For each unit price item, the County will calculate payment based on tendered unit price and the County's determination of units of work item completed.

(c) Method of measurement to be used is detailed in the section of the specification covering each work item.

(d) Where a method of measurement for payment for a work item is not specified, payment for that item will be deemed to be included in another pay item or other pay items.

1.2 Payment Items

The payment terms below shall apply to the items identified on the Quotation Form as specified herein:

Item 1.1 Mobilization & Demobilization

(a) Mobilization and demobilization shall include the Contractor's costs of mobilization at the beginning of the project; and the costs of demobilization at the end of the project.

(b) Included in mobilization are such items as bonding, insurance, business licenses, permits, moving personnel, materials and equipment to the site, setting up temporary facilities and fencing, traffic accommodation, project signage and all preparation for performing the Work.

(c) Included in demobilization are preparation and submission of operation and maintenance manuals, redline drawings, removal of all personnel, materials and equipment; and cleanup of the site and the Work.

(d) Price shall include environmental controls for erosion protection, including the prevention of runoff into water courses and storm systems.

(e) Price shall include the cleaning and maintenance of roadways, throughout the project. This shall include dust control as required.

(f) The lump sum price bid for this work shall be relative to the costs involved but shall not exceed ten percent of the Quotation Price.

(g) Payment will be made as follows, as approved by the County:

a. 60% of the lump sum bid will be included in the first progress payment certificate; and

b. 40% of the lump sum bid will be included in the final progress payment certificate following the issuance of the Construction Completion Certificate.

(h) The County may, at the County's own discretion, provide only partial payment if mobilization or demobilization are not complete.

Item 2.1 Sanitary Sewer Preparation

(a) Sanitary Sewer Preparation will be measured on a length basis per lineal meter. The quantity paid for will be the total manhole-to-manhole length of sewer segments cleaned in accordance with this specification, measured and accepted by the County.

(b) Measurement will be made horizontally at grade above the centreline of the sewer from centre to centre of manholes or from the center of the start manhole to the point of abandoned cleaning.

(c) There will be no separate payment for Reverse Set-Up Cleaning. Reverse Set-Up Cleaning will be paid as Pre-inspection Sewer Cleaning & Debris Disposal ? Sanitary or Storm.

(d) All cleaning, multiple cleaning passes and/or rectification of deficient or insufficient cleaning is the responsible of the Contractor and is incidental to the Contract.

(e) Payment will be full compensation for all labour, equipment, and materials required for:

i) The sewer bypass, temporary services, CCTV inspection, cleaning, solid obstruction removal and disposal, and all work incidental thereto required to prepare for the installation of the liners.

ii) The initial review of videos supplied with the tender documents to ensure that each segment can be lined. Any segments that cannot be lined must be brought to the attention of the County within 14 days of the award of contract and prior to material ordering. Specifically: Wastewater Main SSMTOM-021 has a moderate offset located under Tomahawk Creek from a previous spot repair. Segments SSMTOM-023, SSMTOM-018, SSMTOM-012 and SSMTOM-013 have encrustations that limited the CCTV inspections. It is anticipated that there are no defects. These segments are be cleaned appropriately and videoed with the intention of lining.

iii) The County shall be notified immediately following first CCTV inspection of any defects which may affect CIPP design and/or installation.

(f) Any cleaning and removing of backfill and/or debris that may have entered the sewer during removal of equipment and subsequent repairs or during emergency repairs of a sewer will be considered incidental to Contract according to Section 5.0 & 6.0 in Appendix F ? Technical Specifications Items 5.3.8 & 6.4.20 - Removal of Equipment That Becomes Stuck in a Sewer.

Item 2.2 Full Segment Sanitary Sewer CIPP Lining ? 200mm diameter

(a) Payment for Full Segment Sanitary Sewer CIPP Lining will be made at the unit price per linear metre for the specified pipe diameter as shown in the Quotation Form. Design criteria for each pipe segment is included in Table 1 in Appendix G ? Plans and Drawings. Contractor will confirm design criteria.

(b) Measurement for payment will be made based on the horizontal measurement from center of manhole to center of manhole of the lined sanitary sewer.

(c) Payment will be full compensation for all labour, equipment, and materials required for the design, supply installation of the CIPP liner, testing and submissions as required, restoration, and all work incidental thereto.

Item 2.3 Sewer Connection Reinstatement

(a) Payment for Service Connection Reinstatement will be made at the unit price for each service connection reinstated as shown in the Quotation Form.

(b) Payment will be full compensation for all labour, equipment, and materials required to fully reinstate service connections, removing `coupons' from the sewer main, and all work incidental thereto.

Item 3.0 CCTV Inspection including PACP Coding ? Post Installation (Items 3.1 and 3.2)

(a) CCTV Sewer Inspections will be measured on a per lineal metre basis for each size and type of sewer. The length paid will be the length of the sewer segment inspected in accordance with Section 6.0 Sewer Inspection in Appendix F ? Technical Specifications, accepted and measured by the County.

(b) Measurement will be made horizontally at grade above the centreline of the sewer from centre to centre of manholes or from center of the start manhole to the point of abandoned inspection.

(c) Item 3.1 CCC - Pre-cleaning and CCTV Inspection shall be paid following issuance of the Construction Completion Certificate.

(d) Item 3.2 FAC ? Pre-cleaning and CCTV Inspection shall be paid following correction of all warranty issues and issuance of the Final Acceptance Certificate after the one year warranty period.

(e) In the event that a CCTV inspection is terminated due to a blockage or collapsed pipe or the pipe is inaccessible, measurement shall be in metres for the actual length of pipeline inspected as determined from the chainage indication on the video.

(f) CCTV Inspection including PACP Coding ? Post Installation is to confirm main length, diameter, materials, and condition of the sanitary along with the number, size, location, and orientation of all service connections in format required by the County.

(g) The CCTV Inspection including PACP Coding ? Post Installation unit rate shall include provision of all equipment and personnel for performance of the inspection, and provision of the photographic and written descriptions along with the CCTV videos and reports. This unit rate shall include all costs of mobilization, demobilization, pre-cleaning/flushing, debris removal and disposal, equipment set-up, video inspection, PACP coding, and reporting. Incidental work shall include work items which are not directly associated with other

payment items, but are required for complete the Work. This includes, but is not limited to pre-inspections, traffic control, site security, signage, temporary controls and utilities, testing, site repair, warranty, and all other incidental work for which separate payment is not specified elsewhere.

(h) Any inspections, re-inspections, multiple attempts at inspections, rectification of deficient or insufficient inspections are the responsibility of the Contractor and are incidental to the Contract.

(i) Payment will be made at the unit rate price bid in the Quotation Form for each sewer main diameter indicated. The County will, in cooperation with the Contractor, evaluate the quantity of mains completed at the end of each payment period based on the Price Estimates provided in the Quotation Form and as submitted in final videos. Payment will not be issued prior to video submission to the County.

(j) Payment will not be made for inspections re-performed where the County has determined the requirements of Section 6.0 Sewer Inspection in Appendix F ? Technical Specifications have not been satisfied.

(k) Verification of existing sewer dimensions or post-lining dimensions will not be measured for separate payment and will be considered incidental to the Contract.

1.3 Work Considered Incidental to the Contract

1.3.1 Debris Removal and Disposal

Debris Removal and Disposal is considered incidental to the Contract and will not be paid for separately.

1.3.2 Flow Control

Flow Control is considered incidental to the Contract and will not be paid for separately.

1.3.3 Quality Control

Quality Control is considered incidental to the Contract and will not be paid for separately.
