Plenty of Gasoline in Florida – But No Power to Operate Pumps at Stations

Florida officials do not anticipate gasoline shortages like those that followed last year's hurricanes. With some 199 million gallons of gasoline available at the ports, and with the many gasoline retailers that complied with the governor's request to store extra fuel there should be no shortagesaccording to Colleen Castille, secretary of the Florida Department of Environmental Protection. However, getting the gas out of the stations is a problem since gasoline stations aren't considered critical facilities, they receive no special treatment, they receive power just as their neighborhoods are restored. Secretary Castle stated that at least one retail chain, Hess Petroleum, has committed to supplying generators to each of its gas stations.







Hess Reports Some 9,000 b/d Lost During Third Quarter

Amerada Hess announced on October 26 that as a result of Hurricanes Katrina and Rita production of approximately 9,000 b/d of oil equivalent was lost during the quarter.

Hurricanes Cause Diamond Drilling to Lose 41.5 Working Days

Diamond drilling reported on October 26, that as a result of Hurricanes Katrina and Rita, there were 41.5 days of contractual shutdown where no work could be performed.

Damage from Wilma Leads Bahamian Terminal to Declare Force Majeure

Bahamas Oil Refining Co International declared force majeure effective at 3 pm Eastern Time October 25 because of extensive damage to the Borco terminal in Freeport.

Louisiana Reports 34.3 Percent of Oil and 39.8 Percent of Gas Production in the State is Back in Service

Louisiana reported on October 26 that approximately 34.3 percent of onshore oil production and 39.8 percent of the onshore natural gas production that had been shut-in because of hurricanes Katrina and Rita has returned to operational status.

FPL to Have Its Nuclear Plants Back On line Soon

FPL announced on October 26 that it anticipates that all three of the nuclear plants shut down as Hurricane Wilma approached will be returned to service soon. The company expects that unit 2 at the St Lucie facility will be on-line by the end of this week and that units 3 and 4 at the Turkey Point facility will soon follow with the timing dependent on demand.

Electricity

Nearly 12,000 Lose Power in Maryland Due to Snow Storm

Nearly 12,000 Allegheny Power customers in Maryland lost power on Tuesday afternoon due to a foot of snow. At 8:55 pm Tuesday, there were still 9,905 customers in Garrett County that had no power. An Allegheny Power spokesman indicated it could be a couple of days before all power is restored.





Thousands in Pennsylvania and West Virginia Without Power Due to Snow Storm

About 17,500 Allegheny Power customers in Southwest Pennsylvania and 78,000 in northern West Virginia were without power Tuesday due to a foot of snow that blanketed the area. Claverack Rural Electric reported a peak of 2,800 customers without power in Bradford County, PA. Duquesne Light reports that on Wednesday, all of their customers have their power restored. It could be Friday before power is restored to all customers of the other utilities.







Car Accident Briefly Knocks out Power in Knoxville

About 14,000 customers in downtown Knoxville lost power for five minutes when a car crashed into a pole about 3 p.m. Monday.



CPS Energy Wind Farm to Be Completed This Week

DKRW Energy will complete a new wind farm in Cottonwood Creek, Texas later this week. CPS Energy signed a 20 year agreement to buy 100 megawatts annually of wind generated electricity from the facility.



Units 1 and 3 Shut for Repairs at TXU’s Martin Lake Facility – Both Units Seen Back Soon

TXU shut two 750 MW units at its Martin Lake generating station in Texas to repair leaking tubes. Unit 3 was shut on October 25 and unit 1 on October 26. Both units are expected to return to service on October 27.

Fire at Turkey Point 3 Extinguished Without Incident

A fire occurred in the main turbine area of the 693 MW unit 3 at FPL’s Turkey point nuclear generating station in Florida. Although the fire was extinguished without injuries and without damage to plant safety or emergency systems, the incident was reported to the Nuclear Regulatory Commission as required. None of the units were on-line at the time of the fire.

Brief Power Outage at Bayway -- Refinery Restarting

ConocoPhillips is restarting its 263,000 Bayway refinery in New Jersey following a brief power outage on the afternoon of October 25. Power was restored by 2:30 pm and sources report that the refinery was in restart mode later in the afternoon.

Natural Gas

Questar’s Overthrust Pipeline Holding Open Season

Overthrust Pipeline, a unit of Questar, announced that it is conducting an open season to determine market interest in an expansion of the system. Overthrust is looking for both binding and non-binding agreements to its proposal to extend the pipeline and expand the system capacity by 500,000 dth/d.



Revised LNG Plan Proposed for Maine

A revised plan that would site only LNG storage tanks within the town of Perry, Maine has been put forth by the developer whose earlier plan failed to receive backing from the town. The earlier plan included storage tanks as well as an LNG import terminal to be sited in Perry. The revised plan locates the storage tanks in Perry and tentatively places the terminal on land in the Pleasant Point reservation of the Passamaquoddy tribe.

Update: Philadelphia Gas Works LNG Project Not Dead

According to a senior executive for the Philadelphia Gas Works, the plan to develop a LNG terminal has not been abandoned. PGW is in negotiations with an unidentified energy company to draft a contract for the construction of the facility.
