King Phillip Minor League Cup Tournament Rules

Wrentham, Norfolk, Plainville

Tournament Philosophy:

The organizers hope to provide a FUN opportunity for many of the ball players to experience the excitement of a tournament for the first time. Coaches are expected that they should play not only within the rules but within the spirit of the rules.

Team Roster:

➢ A team will consist of players as drafted from their respective towns. Eight players must be present at start of the game.

o A team that begins with 9 players and then loses a player for any reason, may continue that game with 8 players.

o If a player of a team shows up late, that player will be inserted into the batting order as the last hitter in the batting order and then will participate in the balance of the game.

➢ There are no team rosters (everyone should be honest)

➢ Call ups are permitted to fill vacancies

➢ Call ups may not pitch OR catch

Umpires:

➢ Host town will furnish umpires (these are the same umpires that do our spring league and shall be compensated as traditionally done in their town)

➢ Semi-Finals games will have at least ONE patched umpire, and Finals game will have TWO PATCHED UMPIRES

➢ One home plate and base umpire per game

➢ Host town will supply baseballs (DLL or DLL-1) for all games. You need to bring your own baseball equipment (like catchers equipment)

➢ A meeting shall take place between the umpire and two managers before the game to review ground rules, and strike zone.

➢ An expanded strike zone shall be used

Schedule :

➢ Everyone plays 2 games between Friday and Saturday, then all teams get seeded and elimination round starts Saturday night.

➢ Norfolk – 6 teams, Plainville- 3 teams, Wrentham – 7 teams

➢ All games will take place at PAL Complex in Plainville

➢ Final game will take place Sunday evening under the lights

Home Team:

➢ Each team will have a home game in the seeding round. In the elimination round, the schedule will be set so that the highest potential seed is the home team. For example, if team that is seeded #4 is playing a team seeded #13, the #4 seeded team is the home team. However, if the #13 seed wins, it will be the home team against the #5 seed in its next game. Home and visitor designations will not be changed in the elimination round and are to be based on the master schedule.

The Game (Seeding Round):

Seeding round games will be comprised of five (5) inning games unless the following occurs:

A. A game is terminated due to weather, and 4 innings have been played (3 ½ innings if the home team is leading).

B. 12 run “mercy rule” is in effect after 4 innings (3 ½ if home team is leading)

C. 5 run max per inning until final inning which will be unlimited runs.

D. There will not be a time limit for seeding games.

Seed Determinations

Seed play standings will be determined as follows:

1) WIN – LOSS RECORD

2) RESULTS OF HEAD-TO-HEAD COMPETITION

Head to Head will only serve as a tiebreaker for 2-way ties. Example: Three teams are tied with identical records for the first place at the end of pool play. Team A, beat Team B, which beat Team C, which beat Team A. That tie then is broken by reverting to criterion #3. If Team A had beaten Team B, and neither had played Team C, then we move to the next tiebreaker.

3) FEWEST RUNS GIVEN UP

4) RUN DIFFERENTIAL WITH A MAXIMUM OF 12 PER GAME (24 is the Max)

5) COIN FLIP

Single Elimination (Elimination Round):

1. Elimination round games will be comprised of six (6) inning games unless the following occurs:

A. A game is terminated due to weather, and 4 innings have been played (3 ½ innings if the home team is leading)

B. 12 run “mercy rule” is in effect after 4 innings (3 ½ if home team is leading)

2. Single elimination games cannot end in a tie. Additional innings will be played until the tie is broken and the home team has completed its final at bat

3. 5 run max per inning until final inning which will be an unlimited run inning.

4. There is no time limit to seeding games.

General:

1. No infield fly rule

2. Bunting is permitted

3. Teams will play 3 outfielders for a total of 9 players in the field.

4. Every player must play a minimum of 3 innings, 1 of which must be in an infield position and one in the outfield. Should a game only run 4 innings then the minimum requirement will be 2 innings total and 1 of which will be an infield position and 1 outfield.

5. Each Coach will award 2 MVP Pins to players on the opposing team after each game.

Batting:

➢ Continuous batting order: everybody on roster bats (if you have 12 players-all bat)

➢ Slash butting is illegal in the KP Cup and the batter will be immediately be called out if attempted. Slash bunting is showing a bunt (drawing the infield in) and then attempting a regular full swing. The batter is out whether he makes contact or not.

Base Running:

➢ Base runners must hold their bag until the ball has passed the plate

➢ No sliding head first (you can dive head first back into base)

➢ Player must slide to avoid contact. The player is out if no slide.

o Stealing is permitted

o 4 successful steals or pass balls per inning after which ball is dead on pass ball

o A double steal counts as 2 steals

o Each team is able to attempt a steal on home ONE TIME PER GAME

o The ball is not dead until pitcher has possession of the ball and their foot on the rubber.

o Should a catcher make an errant throw on an attempted steal of second base the runner may advance to third at their discretion. If the runner successfully makes it to third then it is counted as an additional steal toward the 4 steal maximum per inning. The above situation would count as 2 steals. If the runner is thrown out at third in the above situation then it would count as 1 steal (2nd base stolen, 3rd base attempted but not stolen)

o Runners may advance on passed balls. Passed balls are from pitcher to catcher or catcher to pitcher. Bases advanced on passed ball count towards the 4 steals per inning.

o A courtesy runner is NOT permitted for the catcher.

Pitching

A. A pitcher is allowed 7 innings for the tournament

B. Intentional Walks are prohibited

C. One pitch in an inning is considered an inning pitched

D. Once removed, pitcher cannot come back in that game as a pitcher but may play other positions.

E. An expanded strike zone shall be used

Fielding- free substitutions are allowed at all positions except pitcher

Closing:

Please have all coaches provide contact information at scorers table, this will be very important if you have to come back for an elimination game Saturday. Remember this is a spring league and many of these kids will never experience tournament ball. So please have fun and respect everyone involved.
