INVITATION TO BID

FOOD FOREST IMPROVEMENTS AT RYAN PARK ITB NO. 21-08

1. BACKGROUND The Town of Pembroke Park is a Florida municipal corporation and is in the southeastern part of the state in Broward County. The Town has a current estimated permanent population of 6,500 residents with a large influx of seasonal residents each winter. The Town has a total area of 1.7 square miles.

The Town is governed by a Mayor and four (4) Town Commissioners, operating under a Commissioner form of government and has 32 employees. Commissioners are elected at large and serve for four (4) year terms. The Town Commission is responsible for passing Town Ordinances and Resolutions, adopting the annual budget, appointing committees, and setting policies. The Town Manager is responsible for the overall management and administration of each Department within the Town and implements Town policy at the direction of the Town Commission.

The Town provides a range of traditional municipal functions. These include police protection, fire rescue services, water, and sewer services, planning and zoning services, maintenance of roadways, and recreational opportunities.

2. PURPOSE This project is funded by the Land and Recreation Grant which administers grants to local governments through the Florida Recreation Development Assistance Program (FRDAP) under the Florida Department of Environmental Protection (FDEP). This competitive, reimbursement grant program provides financial assistance for acquisition or development of land for public outdoor recreation.

The Town of Pembroke Park (TOWN) has been designated as a Food Desert area by the US Department of Agricultural, meaning that consumers in the TOWN are constrained in their ability to access affordable nutritious food because they live far from a supermarket or large grocery store and do not have easy access to transportation. To alleviate the effects of this Food Desert and to mitigate this food access deficiency, the TOWN has created a Food Forest Garden on its 4.3-acre Preserve Park and is promoting the Food Forest Garden to augment fresh fruit and vegetables available to the Town's citizenry. The Food Forest Garden will be used ultimately to produce nutritional healthy foods, provide educational opportunities on organic and permaculture farming practices, to be more self-reliant, and to offer fun educational learning experiences/events for all the family. To some extent accomplish this goal, the TOWN is using the FRDAP grant to fund and develop an American with Disabilities Act ("ADA") compliant trail with new picnic facilities within the Agro-Eco Gardens & Centers.

This project is for the construction of a 7,000 square foot of an ADA compliant trail with picnic facilities The main purpose for this project is for public education and for the enjoyment of the Town's residents. The project is located inside the Raymond P. Oglesby Preserve Park's Agro-Eco Gardens & Centers at 3115 SW 52nd Avenue, Pembroke Park, FL 33021.

Bidders shall perform the work in accordance with the Scope of Work of this ITB. All FDEP Federal and State Rules and Regulations are applicable.

B. SITE VISIT A mandatory Pre-Bid Conference and site visit will be held for all interested vendors at 11:00 AM on Monday, October 04, 2021 on site at the Raymond P. Oglesby Preserve Park located at 3115 SW 52nd Avenue, Pembroke Park, FL 33021. Bidder must attend the Mandatory Pre-Bid Conference and site visit to be eligible for contract.

C. BID SUBMISSION Respondents are required to submit one (1) original hardcopy, two (2) duplicate copies, and one (1) electronic copy on USB drive inside a sealed package as marked below:

Bids must be received by Thursday, October 21, 2021 at 3:00 PM.

HAND delivered copies must be delivered to the above address ONLY between the working hours of 8:00AM and 5:00PM EST, Monday through Friday, excluding holidays observed by TOWN.

Bidders are responsible for informing any commercial delivery service, if used, of all delivery requirements, and for ensuring that the required address information appears on the outer wrapper or envelope used by such service. NOTE: Many express mail and delivery services do not guarantee overnight by noon to the Town of Pembroke Park.

The Submittal must be signed by a company officer who is legally authorized to enter into a contractual relationship in the name of the Bidder.

D. CONTACT PERSON Bidders must contact the Public Services Director via electronic mail at RClark@ for clarification to any part of the ITB requirements. All questions shall be directed to Robert Clark in writing via electronic mail before the DEADLINE FOR QUESTIONS by 3:00 PM, Thursday, October 14, 2021. Any information obtained by an unauthorized contact shall not be used as a basis for responding to this ITB and may result in the disqualification of the vendor's submittal.
