Banning the Sale of Bump Stocks

1 Whereas, Mass Shootings of innocent victims have become more prevalent in America; and 2 3 Whereas, Shooters in such episodes are increasingly using semi-automatic weapons (1 pull of 4 trigger produces one bullet and reloads the chamber, but the next shot requires a 2nd pull of the 5 trigger) and/or weapons altered to make them function in an automatic manner (1 pull of the 6 trigger continuously fires bullets until the trigger is released); and 7 8 Whereas, Ownership of fully-automatic weapons (aka "machine guns"), noise suppressors, 9 short barreled rifles, short barreled shotguns as well as explosive devices such as bombs and 10 grenades have been highly restricted in the United States of America since passage of the 1934 11 National Firearms Act (revised in 1968 and 1986); and 12 13 Whereas, A bump stock is a device, available for under $200, that converts a semi-automatic 14 rifle to function like a fully-automatic weapon; and 15 16 Whereas, Examples of recent mass shootings that involved either a semi-automatic weapon or 17 a semi-automatic weapon modified to function in an automatic mode include: 18 19 At an elementary school in school in Newtown, CT, a man armed with a semi-automatic rifle 20 killed 28 people and wounded 2 others; and 21 22 In a movie theater in Aurora, CO, a man armed with a semi-automatic rifle killed 12 people and 23 wounded 58 others; 24 25 At a holiday party in San Bernadino, CA, a man and woman armed with sem-automatic rifles 26 killed 14 people and wounded 20 others; 27 28 At a nightclub in Orlando, FL, a man armed with a semi-automatic rifle killed at least 50 people 29 and wounded 53 others; 30 31 At an outdoor country music festival in las Vegas, NV, a man armed with a refle modified with a 32 bump stock killed 59 people and wounded 545 others; and 33 34 Whereas, Physicians pledge their careers to saving lives, promoting health, and preventing 35 injury or premature death; therefore, be it 36 37 RESOLVED, MSSNY should seek and promote legislation that blocks the sale of any device or 38 modification to pistols and rifles, specifically including but not limited to bump stocks, that 39 functionally convert a semi-automatic firearm into a weapon that mimics fully-automatic 40 operation.
