(NCES allows for the possibility of co-located schools, so a double-counting of schools is not an issue.) This arises from situations where both the state and BIE share operational or financial responsibilities for a school.2010 Working GroupThe Department of Education’s EDFacts Data Governance Board (EDGB) formed a working group to investigate this issue in October 2010 (EDGB Data Issue Analysis #10-009). That working group recommended that the double reporting should continue “for funding reasons” and that NCES should add a flag to the data files to identify the double-reported schools and the Local Education Agencies that administer those schools. EDGB approved this recommendation in January 2011. Eleven schools in seven different LEAs in three different states were identified as possibly double-reported schools. Flags were added to the data files to identify these schools and LEAs (BIES in the school file; BIEA in the LEA file) starting with the SY 2009-10 files. The flags were defaulted to a value of ‘2’; a value of ‘1’ was used to identify schools reported by a state that were also reported by BIE. (In SY 2015-16, the values of ‘2’ and ‘1’ were changed to ‘No’ and ‘Yes’.) In all NCES publications based on CCD data, these schools and LEAs are attributed to the BIE only and excluded from totals for the states. The BIEA and BIES flags were carried forward on the data files up through the SY 2015-16 files with no new analysis or input from reporting SEAs. Starting with the SY 2016-17 collection, these flags were no longer included in the public release files. 2017 Updated AnalysisBIE did not report membership data for SY 2011-12 through SY 2015-16. Enrollment data was received from BIE in the SY 2016-17 collection, which made it possible to re-examine this issue. This analysis was done in December, 2017. In this analysis:BIE schools were paired with state schools by zip code.Location addresses were further examined to determine which schools might be co-located.Co-located schools that reported completely different grade ranges were dismissed as possible duplicates.In January 2018, an outreach by EDFacts Partner Support Center (PSC) was made to the State Education Agencies (SEAs) where the remaining schools were located.This analysis concluded that the ten schools originally identified as double-reported were likely still being double-reported. In addition, the Joseph K. Lumsden Bahweting Anishnabe Academy in Michigan was identified as a likely double-reported school.BIEA/BIES ResourcesThe following table shows the state, BIE school and associated school in the state. This information is provided in table format in this document that can be copied into Excel for use in data processing.Revision 3/4/2020The Shonto Preparatory School (NCES ID: 040019801960) was removed from Arizona’s directory data after the 2010 Working Group conducted the analyses. Therefore the Shonto Preparatory School has been removed from the double counted school list.
