Position Description

Title: Business Analyst

Supervisor: Senior Manager, Systems Development

Purpose: Works on small to medium Information Technology (IT) projects in order to implement automated solutions and/or assess IT systems. The Business Analyst will work under the supervision of the Senior Manager, Systems Development and will be assigned to technology implementation or assessment projects, most often in public healthcare and government settings.

Duties and Responsibilities:

• Analyze policies and processes to understand impact on workflow and determine client IT needs.

• Work with stakeholders to elicit and document their business, functional and technical requirements, maintaining appropriate audit trail for those requirements.

• Resolve and document conflicting requirements.

• Conduct gap analyses.

• Create business cases.

• Analyze complex data and provide meaningful interpretations of the results in the form of reports, graphs and other documents.

• In conjunction with the technical team, analyze, recommend, and communicate proposed solutions.

• Document applications, for both internal technical use and external user manuals, and provide user training on applications as needed.

• Assist with IT proposal documentation and development.

• Work with internal IT staff to ensure that applications developed meet client / stakeholder needs and expectations.

• Perform IT testing including but not limited to system, integration, regression, stress, load, and user acceptance.

• Assist in project scope management.

• Serve as the Project Manager on assigned projects, following documented processes and procedures, and providing regular status updates to the client.

• Other duties as assigned.

• Maintain positive, strong and credible professional and interpersonal relationships with all parties associated with MPHI projects, and represent the best interests of MPHI at all times.

Qualifications/Requirements:

Education: Bachelor’s degree is required. A degree in information technology, business, public health, or other analysis-oriented field is preferred.

Experience: A minimum of 3 years of work experience in IT business analysis is required.

• Proficiency in business process mapping software such as Microsoft Visio or the demonstrated ability to learn quickly.

Work Environment and Physical Requirements: MPHI is a standard office environment.

• May require viewing a CRT or VDT screen 25% to 75% of the time.

• May require a valid vehicle operator’s license.

• May require moderate physical effort, including lifting materials up to 50 pounds.

No assigned responsibility for the work of others.

IMPACT ON PROJECTS, SERVICES AND OPERATIONS

Business analysts have extended direct contact with customers. They function as subject matter experts and/or are responsible for the delivery of clear and useful deliverables. The quality of the work and the professionalism exhibited by the business analyst directly affects the reputation and perceived value of MPHI’s services.
