Theisen Date: February 2021JOB SUMMARYUnder direction of the Director, the Hospital Development and Community Outreach (HD/CO) Manager is responsible for the strategic implementation and management of UW OTD’s HD/CO programs. The HD/CO Manager is responsible for the direct recruitment, supervision, leadership, and strategic direction of the HD/CO teams, focusing their time effectively on the high leverage changes that generate results. The HD/CO manager also provides guidance to all UW OTD staff who participates in HD/CO activities.The Hospital Development program is a vital function of the donation process that includes support of referring hospitals to maintain regulatory compliance related to organ and tissue donation. The goal of the HD program is to build and maintain relationships within each hospital, and to achieve the overall goals of increased donation conversion rates and an effective consent process that is supportive of patient and family centered care. The HD/CO Manager oversees the team interactions with hospitals partners, ensuring appropriate training, policy development, service recovery and follow-up are achieved. The HD/CO Manager oversees the evaluation, implementation, and development of tissue donation services for UW OTD and the affiliated service area, with a focus on maximizing community benefit. This includes strategic planning and ensuring partner organizations are properly managing the tissue referral, consent, recovery and donor family follow up processes through periodic review of data and interaction with tissue bank and hospital staff.The Community Outreach program is essential to promote donation awareness throughout the communities in UW OTD’s donation service area (DSA), increase the number of First Person Authorizations, establish partnerships with customers and stakeholders, and sustain, grow and organize a pool of dedicated volunteers. The HD/CO Manager is responsible for growing and maintaining UW OTD’s community relationships, and managing outreach equipment, resources, and staff.The impact of this position is seen in the positive culture of donation and positive outcomes in partner hospitals, continued growth in the Wisconsin donor registry, and improved donation awareness in the community. Failure of the incumbent to carry out the responsibilities of this position can result in the loss of organs and tissues for transplant.MAJOR RESPONSIBILITIESGeneral Management ActivitiesOversee all aspects of the UW OTD HD/CO programs. This includes staffing, goal setting, creating and managing a budget, and monitoring progress of the programs.Provide input and expertise to the UW OTD Senior Leadership Team in developing long-range plans to increase the number of referrals from hospitals, convert eligible donors to actual donors, and increase the number of tissue donors.Oversee UW OTD’s compliance with Association of Organ Procurement Organizations (AOPO), United Network for Organ Sharing (UNOS), Centers for Medicare and Medicaid (CMS), and all other regulatory agencies with regard to hospital development and community outreach.Identify the funding requirements and expenditures to operate effective HD/CO programs for inclusion in the operating budgetOversee all fundraising efforts for UW OTD. This includes monitoring donations to the Donor Education Fund as well as making sure the donated funds are allocated appropriately.Oversee the development and growth of UW OTD’s Designated Requestor program. Oversee the UW OTD Consent Workshops, including marketing, participant recruitment, logistics, budget, staffing, and content design.Oversee coordination and execution of applicable UW OTD contracts, such as letters of agreement (LOA) with referring hospitals and tissue service agreements.Maintain awareness of healthcare landscape in DSAConsult with UW Health support departments, including Human Resources, Legal, and Risk Management, as needed.Participate in applicable administrative meetings, such as UW OTD Advisory Board and UW Transplant and Donation Service Line.Oversight of Donation Services Development ActivitiesGenerate integration among all UW OTD staff regarding specific performance expectations relating to HD/CO activities provided in UW OTD DSA.Lead quality improvement initiatives including the development of timelines, project scope and goals.Oversee the planning of the Douglas T. Miller Symposium.Direct development of all referring hospitals’ strategic plans on donation, as performed by the HD Team, to ensure that regulatory compliance and conversion rates of 75% or greater are achieved and maintained.Capture, analyze and interpret data as it relates to referring hospitals and UW OTD performance.Inspire and generate HD activities, which focus on relationship building and improved donation metricsConnect and readily engage with partner hospitals to promote a culture of donationEnsure operational consistency and regulatory compliance of the chart review process, including data collection methodology and staff training.Demonstrate accurate and current knowledge of trends in donation and transplantation processes, laws, policies, regulations and literature to build credibility with internal and external audiences. Benchmark best practices for HD/CO to maintain UW OTD reputation for excellence.Approve the development of all collateral materials for UW OTD.
