Western Australia also faces the nation’s biggest gender pay gap of 22.87 per cent (compared to 13.42 per cent nationally), while often being overlooked for leadership roles, and bearing most of the domestic work. These factors contribute to progressively limiting women and girls’ participation in economic and social life, which can have long term, negative impacts on life outcomes.Initiatives funded under the Grants for Women Program will contribute to women and girls reaching their full potential in all aspects of life: at school, in the workplace, in retirement and in their homes and rming Government strategiesThe State Government is committed to supporting women and girls to participate and succeed in the community. In March 2020, the Minister for Women’s Interests launched Stronger Together: WA’s Plan for Gender Equality (the Plan). The Plan is a road map for Government, businesses, communities and individuals to advance gender equality over the next 10 years and build a better, fairer and more equitable community in Western Australia. The first Implementation and Action Plan, along with the Action Plan One: Interim Report arising from the Plan, are also available at the above link and provide a brief snapshot of the work to progress Stronger Together. Applicants for Grants for Women funding should consider how their initiative aligns with the Plan and other Government strategies that address issues impacting Western Australian women.Priority areasApplications to the Grants for Women Program must align to at least one of the following two identified priority areas of the Plan.Safety and justiceGoal:Women live safely and have appropriate access to adequate legal protections.Women continue to experience unacceptable levels of family and domestic violence and abuse in their own homes, at the hands of their partners. There are substantial costs to the community in relation to family and domestic violence, but it is disproportionately women who bear the social and financial costs. Some of these costs include:increased risk of poverty and homelessness; andcontribution to negative health outcomes.Applicants are encouraged to refer to the Plan, the first Implementation and Action Plan, and the Action Plan One: Interim Report to consider initiatives that raise awareness and contribute to preventing gender-based violence in the community and the workplace.Economic independenceGoal:Women can be financially independent throughout all life stages.A range of social and cultural factors contribute to many women having a more precarious financial situation than their male counterparts. This can mean that women’s cumulative earning power is severely compromised throughout their working lives. The gender pay gap in Western Australia is the highest of all states and territories in Australia and has been for many years. Contributing factors include:time taken out from work to care for children;broader caring responsibilities for ageing parents and relatives; andthe gender pay gap and its effects on superannuation.Applicants are encouraged to refer to the Plan, the first Implementation and Action Plan, and the Action Plan One: Interim Report to consider initiatives that contribute to women’s economic independence.COVID-19The Grants for Women Program 2021/2022 is subject to State Government directions on COVID Safety Plan and Guidelines.The State Government is committed to supporting women’s economic and social recovery from COVID-19. The social and economic impact of COVID-19 has exacerbated existing gender inequalities, placing women at greater risk of long-term vulnerability and hardship. Several factors have contributed to this, including female-dominated industries being harder hit by the impacts of COVID-19 and the higher proportion of women in casual and insecure work.Women have been disproportionately affected by job losses during the current pandemic.They lost more jobs than men – almost 8 per cent at the peak of the crisis, compared to 4 per cent for men; and they shouldered more of the increase in unpaid work – including supervising children learning remotely – taking on an extra hour each day more than men, on top of their existing heavier load.Prioritising women’s COVID-19 recovery strengthens the State Government’s commitment to WA women. The State Government’s COVID-19 Recovery Plan priorities include initiatives to re-train, upskill and support women’s safety and economic independence and recognises the gendered impacts of the COVID-19 pandemic by supporting government and community initiatives that respond to women’s needs.Applicants are encouraged to consider how their project supports the State Government’s social and economic recovery efforts, in particular, projects that target pathways to women’s social and economic recovery.Further information:State directions for COVID-19 Safety Plan and Guidelines can be found online at Recovery Plan can be found online at availableGrants of up to $5,000 are available for one-off initiatives with a duration of up to six months that contribute to the program’s priority areas.Grants of up to $10,000 are available for longer term (six to twelve months), strategic initiatives involving a range of partners that will contribute to creating sustainable or systemic change in the program’s priority areas.Please contact the Department of Communities to discuss your project and the potential level of funding available.Items eligible for grant expenditureThe following items are eligible for funding:Resource materials and publication costsEquipment and venue hirePublicity, communications and marketingFood and non-alcoholic beverages for community engagement activitiesProject staff and consultants, directly related to the projectIntrastate travelProject evaluationChildcare provided by qualified providers in an accredited setting for women participating in the project.Items not eligible for grant expenditureThe following items are not eligible for funding:Purchase of infrastructure and capital equipmentOperating costs of the organisation or costs not directly related to project deliveryPrizes and gifts, including cashInterstate and overseas travelRetrospective costs (any money spent before a grant is approved)Fundraising activities, unless the funds raised are expended on the projectProjects that duplicate an existing or similar project/service within the community (projects that build upon an existing program may be considered; contact the Department of Communities to discuss)Projects that are traditionally funded through other sources (e.g. school activities or sporting and cultural events)Projects that could be delivered through an existing service agreement or grant agreement the organisation has with the Department of CommunitiesAssessment CriteriaEach application will be assessed against the following criteria:The project aligns with at least one of the two priority areas of Economic Indepence and Safety and Justice identified in the State Government’s Stronger Together: WA’s Plan for Gender Equality.The project demonstrates positive and long-lasting benefits for the women involved and the broader community, where applicable.The project demonstrates community need through consultation, research and planning.Evidence of sound planning and ability to manage the project, including clearly defined project outcomes that address the program priority areas, and project evaluation to measure the effectiveness, feasibility and sustainability of the initiative.Value for money. The requested grant amount is reasonable given the aim of the project, number of participants and expected outcomes for women.The Department of Communities may prioritise applications:that respond to the gendered impacts of COVID-19 by supporting targeted pathways to women’s social and economic recovery.that provide innovative approaches to achieving the program’s two priority areas.that are delivered in collaboration with other organisations.to ensure a range of projects across Western Australia are supported.Eligible applicantsEligible organisations must be:an incorporated, not-for-profit, community sector organisationa Western Australian local government authorityan unincorporated organisation or community group, applying through the auspice of an incorporated body or a local government authorityA group or organisation is not-for-profit if its governing documents prohibit distribution of profits to individual members while the organisation is operating and upon its wind-anisations not eligible to apply:Entities not eligible to apply for funding through this program include:Commonwealth or State Government agenciesindividualscommercial, for-profit organisationsunincorporated, community sector organisations (unless applying through an incorporated body or a local government authority)organisations located in the Indian Ocean TerritoriesOrganisations that have outstanding acquittal or evaluation requirements from previous Communities’ grant or program funding are ineligible to apply until the required documentation has been submitted. Please contact Communities if there are any queries about an organisation’s acquittal status.How to applyCarefully read the Guidelines.Contact the Department of Communities to discuss the project proposal and confirm eligibility of the organisation.There is no question too big or too smallDownload the application form and complete all sections, including the Checklist at the end of the document.Attach any supporting documents, if applicable.Ensure the application is signed by the authorised delegate of the organisation.Submit the application to Communities by 4:00pm, Tuesday, 12 October 2021, at grants@communities..au.No late applications will be accepted.There is a limit to the size of attachments that can be accepted by email. Supporting documents can be set via post if required.All applications will be acknowledged via email within five business days of receipt. Please contact Communities to confirm receipt if no acknowledgement is received by this time.Assessment and notificationAll applications will be considered against the assessment criteria outlined above.All applicants will be notified in writing of the outcome of the submission.
