To support the development and implementation of an effective performance management frameworkMAIN RESPONSIBILITIESTo support senior managers in the development of the IRMP/ Strategic Plan and other key strategic documents, undertaking options analysis and making recommendations to support corporate decision-making.Report on matters relating to Business Intelligence to support informed decision making to the Business Intelligence Manager, Strategic Intelligence Manager, Head of Service Delivery and Senior Leadership Team when appropriate to do so.To design, implement and maintain systems for reporting, monitoring and managing performance for SYFR, including setting up data gathering systems to facilitate the calculation, publication and commentary on performance.Collate and prepare content for the Strategic Plan/IRMP, as directed by the Strategic Intelligence Manager and Head of Strategy and Engagement.Analyse and interpret data using a range of techniques identifying trends, testing solutions, sourcing additional related information where appropriate, and reporting on progress to the Strategic Intelligence Manager, Head of Service Delivery and Senior Leadership Team through briefings or formal reports when appropriate.Research & Development in to new technologies such as automated workflows, A.I & Machine Learning. Business Intelligence reporting providing an automated solution for Senior Leadership, Department/Function heads, SYFR workforce, Fire & Rescue Authority, Partners and Local Authorities, utilising tools such as ORCA and Power BI.To support the Business Intelligence Manager in the development and implementation of an effective performance management framework, to ensure the continual improvement of SYFR.To conduct research into alternative service provision in the areas of corporate performance and data management, ensuring SYFR is kept informed of and is utilising appropriate best practice.To produce reports for Senior Management and Elected Members, relating to corporate performance and data management, ensuring all key stakeholders have timely and relevant information for decision-making and other purposes.ie: regular and ad-hoc reports for FRA/ Audit Committee/CMB meetings.Provide training to personnel within SYFR on business intelligence systems such as Power BI and ORCA, producing supporting documentation and presentations and act as a support point of contact for Business Intelligence systems, providing a service desk solution to internal and external users i.e. Operational staff and Fire Authority. Support the Data Administrators in the production of data and reports in response to Freedom of Information Requests the team receives, and ensure timescales for completion are met.Develop and manage information systems, making recommendations for improvements in data and information provision (e.g. new hardware and software provision). Identify additional service/system requirements or shortfalls and co-ordinate and/or design the delivery of innovative solutions to maximise service quality, efficiency and continuity.Design and deliver training sessions/workshops within the service to provide levels of understanding of the subject matter.(e.g. using Power BI reports, gathering requirements for changes in the Incident Reporting System (IRS))Represent and promote the Business Intelligence Team and provide specialist input at Senior Leadership Level, Departmental Head, internal and external meetings/events, influencing differing opinions and handling questions/objections as required, to ensure that business intelligence issues are appropriately represented.Liaise with colleagues in other Fire & Rescue Services to share best practice and facilitate future exchange of information.Assist in the development of SYFR’s Integrated Risk Management Plan, Prevention and Protection management systems through the provision of predictive reports and maps, data analysis, key performance issues and trends, improvement activity and benchmarking for SYFR Managers and Departments.Proactively gather information, analyse data and produce statistical trends and projections relating to the delivery of services, using tools such as Microsoft Power BI and Excel to extract, manipulate and report data.Use of GIS software and predictive modelling software to assist managers with planning activities and the identification of optimum resourcing solutions. Combine geographical referenced data sets to produce a range of maps and reports.Maintain expert knowledge of a range of analytical tools e.g., Demographic profiling tools, GIS, routing tools, predictive modelling software, Microsoft Power BI, Excel & Access, SQL Produce a range of statistical reports to assist managers with strategic and tactical decision-making, utilising analytical & reporting tools such as Microsoft Power BI, Excel & AccessUndertake research to identify new data sources and/or systems and methods to increase the accuracy and efficacy of our intelligence provision.Undertake analytical research projects to support the Service’s understanding of risk, working with partners, other FRSs and local Universities where applicable.Maintain the quality and integrity of a wide range of corporate data sets ensuring compliance with organisational policies and procedures (i.e. GDPR)Support the Data Quality Analyst in daily data quality checks and assessments of the SYFR systems that the department administers, and maintain a comprehensive set of supporting documentation.Undertake analysis of the Service’s performance in relation to its Corporate Performance Measures to inform reporting and decision-makingIdentify external performance data sources to assist with the analysis and bench marking of SYFR with other organisationsRepresent the department / SYFR at internal and external meetings where appropriate, provide expert advice in relation to data systems, and contribute to the continued development of data systems (including new modules) via user groups, held both nationally and regionally.
