Class Summary Supervise team(s) of Business Relationship Analysts in the management of the IT Business Relationship management program. Is the strategic interface for assigned business units for the purpose of business/IT strategy development, solution discovery, service management, IT and business risk management and relationship management.

Representative Work Functions and Responsibilities Serve as a "strategic partner" for City departments, helping them align IT products and services to business strategy and represent IT in communicating IT services and capabilities.

Stimulate, surface and shape business demand for IT products and services and ensure that the potential business value from those products and services is captured, optimized and recognized.

Communicate decisions, priorities and relevant IT project information to appropriate levels of staff regarding business unit requests, projects and initiatives.

Proactively share knowledge of technology risks and opportunities to improve efficiency and effectiveness of business units. Assist in the preparation of cost/benefits analysis.

Serve as the business relationship linkage between the City departments and IT. Provide highly-valued strategic consulting level support and guidance through key IT initiatives.

Provide support in delivering technology products and services to ensure business satisfaction. Strive to be a valued and preferred IT service provider.

Focus on strategic initiatives and plans, proactive, anticipatory and driving in nature and provide significant value to City departments. Facilitate the planning and execution of business changes through the use of technology. Serve a lead role in enabling the business to achieve their objectives through the effective use of technology.

Perform other job duties requiring skills, knowledge and physical requirements as demanded by those duties described or less. Individual assignments will be determined by the supervisor based on then current workloads and department needs.

Performance Standards Effectively capture, document and prioritize customer business needs. Understand IT capabilities and how they apply to the business and their daily operations. Provide business-focused technology based solutions by: building strong convergence between IT and City departments; creating and maintaining strong relationships with internal technology teams, client agencies and City leadership; identifying opportunities for operational efficiency and business improvement through the use of technology; assisting in developing long-range technology strategies; directing projects towards desired business strategies; providing initial project estimates for cost-benefit analysis; staying abreast of industry trends in the business and technology; assisting with project prioritization; conducting new service/business analysis and business case development; gaining understanding of business strategies.

Minimum Qualifications Any combination of education (above the high school level) and/or experience of ten (10) years in fields providing the required knowledge, skills, and abilities and associated with such positions as business analyst, information technology systems analyst, IT business analyst, IT business manager.

At least three (3) years of experience with managing team(s) responsible for strategic planning, business development or client management and working with a broad range of diverse and complicated business units. Must possess very strong business acumen. Must have strong negotiation and arbitration skills and be able to handle difficult people and high risk situations.

Must have, or obtain, a current and valid Virginia or North Carolina driver's license in accordance with Virginia or North Carolina DMV driver's license eligibility requirements.

Preferred Qualifications Experience in serving as a liaison between Information Technology and Business.

Experience in defining and implementing service improvements via technology for medium/large organization.

A Bachelor's degree or higher, with emphasis in business administration, information systems,computer science, or a professional technology concentration.

Special Requirements Must have, or obtain, BRMP? certification (within 6 months of hire) and ITIL Foundations (within one year of hire). Must maintain certifications as a condition of employment.

All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Must be available to work evenings, weekends, holidays, and after hours when required to meet operational needs.

Knowledge of Service Level Agreements and their impacts to business operations. 4. Knowledge of business performance metrics and their effective application in relationship

with IT systems, applications, and processes.

technology decisions and validation of technology selection. 5. Ability to translate IT speak to business speak and vice versa. 6. Ability to grasp modern technology concepts quickly. 7. Ability to articulate IT solutions in terms of business value. 8. Ability to recommend process improvements or redesign of task/processes to improve

effectiveness and efficiency and to reduce cost. 9. Ability to resolve conflicts between the business and IT. 10. Customer service oriented and maintain a professional approach regarding all matters. 11. Ability to use Portfolio Management disciplines and techniques to maximize realized business

value.
