PROFESSIONAL POSITION DESCRIPTION Position Title:Information Technology Business AnalystDivision:Muskie School of Public ServiceDepartment:Cutler Institute for Health and Social PolicyLocation:AugustaSchedule:Normal business working hours (8-5) M-FReports to:Senior Computer and Database SpecialistSTATEMENT OF THE JOB: The Cutler Institute for Health and Social Policy at the Muskie School of Public Service, University Of Southern Maine provides many data-related services and applications to the State of Maine’s Department of Health and Human Services. The IT Business Analyst (BA) will analyze these services and applications to ensure compliance with all state and federal requirements appropriate to the projects for which they are created and maintained. The BA will provide and maintain the certification documentation required by the Muskie School and the State of Maine Office of Information Technology (OIT). The BA will work with Muskie staff to develop transition plans for applications and help Muskie staff analyze and document Cutler Institute IT needs within the University of Maine’s information technology infrastructure.ESSENTIAL FUNCTIONS:Be able to analyze business problems and operations in depth, taking into consideration current capacity, resources and desired outcomes. Be familiar with and stay up-to-date with State of Maine and federal IT requirements and University of Maine IT policies and procedures.Review services and applications, created and maintained for a variety of DHHS projects, to ensure that they comply with state and federal requirements throughout the life of each project.Help the Cutler Institute be aware of and take advantage of University of Maine IT resources where appropriate.Be able to develop, implement and execute a compliance plan.Be able to develop system design plans, detailed specifications and documents of understanding including time and cost estimates to facilitate the development and implementation of automated systems.Maintain system protocols.Write and update procedures.Be able to identify project parameters and output requirements.Oversee implementation, coordinate tests and observe initiation of systems to validate performance.Participate in defining, developing and documenting new business system applications and existing data systems by analyzing requirements. Participate in and document software requirement sessions, program specifications, coding, test plans and results to minimize system problems and assure quality control.Participate in developing and/or modifying business design specifications, user training, and documentation.Be able to create internal and external design documents utilized in development projects ensuring that each project successfully meets the users’ requirements along with the technical requirements of the systems.Additional duties as reasonably assigned.
