INTRODUCTION

Citizens who use the County Convenience Centers to dispose of their household garbage are required to purchase a decal every 12 months and stick it on the vehicle's windshield (see section Decal Windshield Placement).

Decals can be purchased in person at:

Decals lost in the mail are non-refundable. Any decals purchased by mail or on-line will be returned by the United States Postal Service if your mailing address is INCORRECT. For additional information or questions, contact the Johnston County Solid Waste Department at (919)938-4750.

ORDINANCE VIOLATIONS

Anyone using the Convenience Centers to dispose of household garbage without a decal is doing so in violation of the Johnston County Solid Waste Ordinance. If the decal is not stuck on the vehicle's windshield, the site attendant is required to record the license plate number and document the incident as a violation of the ordinance. Civil penalties up to $500 may be assessed for each violation. Information on the Solid Waste Ordinance and other Violations may be obtained from the Solid Waste Department or .

Littering is punishable under state law and county ordinance. All loads should be secured and covered to prevent littering. To report littering or illegal dumping call the Sheriff's Department at (919)989-5010.

DECALS

DECAL WINDSHIELD PLACEMENT ? Remove any old decals from your

vehicle. ? Sit in the passenger seat of the vehicle. ? Peel the backing off the new decal. ? Firmly press the decal onto the lower

right corner of the front windshield.

DO NOT TAPE, LAMINATE OR DISPLAY IN PLASTIC ? THE DECAL MUST BE COMPLETELY STUCK TO

THE WINDSHIELD TO AVOID VIOLATION PENALTY.

DECAL REQUIREMENT

Decals cannot be replicated or moved between vehicles. A receipt for a decal cannot be used in place of the decal. Each vehicle entering a convenience center or the landfill for household garbage disposal must have the decal stuck to the vehicle's windshield. Commercial entities (including Mobile Home Parks) must dispose of garbage at the Landfill and pay a per ton disposal fee.

DECAL RULES

? The decal is for household garbage only. Limit one standard (1/2-ton) pickup truck load per week. Additional volumes may be taken to the landfill at a per ton disposal fee.

? If the decal is lost, stolen, vehicle sold, or the windshield replaced and decal is not retrieved, purchase a new decal valid for 12 months.

? Decal removed from your vehicle and returned to our office will be replaced at NO CHARGE.

? Decals are valid for 12 months from purchase date (Example: purchased May 2018 expires May 2019). All decals are non-refundable.

? Decals are available only to Johnston County residents.

? Decals do not cover carpet, shingles or construction waste disposal. Customers with construction or demolition waste must weigh at the landfill and pay a per ton disposal fee.

RECYCLING

Recycling Bins are available at the Convenience Centers and Landfill at no charge for anyone who wishes to recycle selected items. Please separate recyclable materials from your garbage. NO DECAL is required to use recycling bins ? it is free.

COMINGLED RECYCLING: ? Corrugated Cardboard, ? Paperboard (cereal boxes, shoe boxes, etc.), ? Aluminum Food & Beverage Containers, ? Office Paper (printer paper, copier paper, junk

mail, and all other office paper without wax liners), ? Paper Bags (brown and white), ? Newspaper (including inserts), ? Magazines, Catalogs, and Phone Books, ? Glass Food & Beverage Containers (clear, brown & green), ? Plastic Food & Beverage Containers with screw or snap tops ? including pigmented colors, ? Ridged Plastic (lawn furniture, 5 gallon buckets, coolers, drinking cups, flower pots, etc.), ? Metal Food Cans.

Rinse food and beverage containers clean. Remove all packing material and flatten boxes. Remove all strings and plastic bags.

Individual containers are provided for these recyclable items ? NO DECAL is required: ? AUTOMOBILE TIRES - Limit 4 per week.

Tractor tires and large truck tires are not accepted at the centers but are accepted at the landfill. User is responsible for unloading and stacking tires. ? HOUSEHOLD APPLIANCES - Limit 2 per week. User is responsible for unloading the appliance. Appliances should be empty of food or trash. ? LEAD BATTERIES - Limit 3 per week. ? USED MOTOR OIL - Limit 5 gallons per week. ? USED OIL FILTERS ? Limit 3 per week.

? HERBICIDE and PESTICIDE CONTAINERS ? ELECTRONIC WASTE ? Limit 3 per week.

Residential customers only.

SPECIAL RULES

Commercial businesses are encouraged to take large volumes of recyclable items to the landfill.

Some wastes are not acceptable at either the convenience centers or the landfill because of federal, state, or local laws. These items are as follows: All liquids Fire, embers, or hot ashes Hazardous wastes or unknown wastes Poisons, herbicides, or pesticides

The following items are not accepted at the convenience centers and must be taken to the landfill. Dead animals Land clearing debris (trees or stumps) Large loads of waste Yard waste (logs, limbs, leaves, grass or plants) Shingles, construction or building material Antifreeze

YARD WASTE is not accepted at the convenience centers. One standard (?-ton) pickup from a residence may be taken to the landfill with a valid windshield Decal. Limit 1 load per week.

HOUSEHOLD PAINT may be mixed with an absorbent material like kitty litter and/or allowed to dry then dispose with regular trash.

All other solid waste items not listed here are subject to a per ton disposal fee.
