Use the Salary Plan Default Values page to define default budget and salary increase plan control dates, currency defaults, the salary increase method, eligibility dates, and salary increase effective date. Use the default values you set up here when you define salary increase plans for employee groups. Use the Salary Increase Matrix page to establish the minimum and maximum percentage increases permitted for each review rating by position in range.

Approach:

• The State of Connecticut will be configuring several salary plans for each bargaining unit and will populate these plans with existing negotiated values. Multiple pay plans for certain bargaining units will continue to be required to address such differences as standard hours, length of school year, trainee or working test period status, confidential exclusion of certain personnel and/or level of educational achievement depending on individual bargaining unit contract terms.

• Since there are only 4 characters allowed for salary plan names, it would be prudent to use the current two letter designators (CL, CA, MP, VR, EX, etc.) or utilize the current bargaining unit 2 digit codes as the first two characters and develop additional characters to indicate the standard hours.

• During the lifecycle of the HRMS implementation there will be many new contracts signed that affect the entry of salary plans. Specifically, a new contract may result in entirely different salary amounts at the plan, grade, and/or step level. Carol Sullivan will be the contact person for ensuring that the Core-CT project team is abreast of any pending and final changes. She will work particularly with OLR (as well as any other appropriate entity) to ensure that there are no major transition issues during the go-live timeframe.

• The State of Connecticut will not be using the Salary Matrix functionality or enabling the review rating scales functionality as salary increases even for executive level personnel are not tied to employee review process.

• Part-time personnel who are not yet eligible for their first step increase (an annual increment in the State of Connecticut’s terminology) until after working the hourly equivalent of nine months of full-time employment for that bargaining unit will continue to have their status manually reviewed regularly by the Agency HR Specialist. The next annual increment date originally projected by the Agency HR Specialist at the time of hire may need revision if the part-timer has routinely worked more hours than the position was established for. Extra hours worked by a part-timer may also change the projected probation date, which requires the part-timer to work the equivalent of six months of full time employment before attaining permanency. Agency HR Specialists will need to be reminded to examine both dates. Once the first step increase has been paid, future step increases for the part-timer would be date based.

• The State of Connecticut will not be using the Salary Planning application at the agency level as all salary increases are driven by the collective bargaining process for unionized workers and by the central control agencies for excluded personnel.

• Higher Education (including the University of Connecticut, University of Connecticut Health Center and the State Universities), Judicial, Legislative Management will be utilizing their legacy systems for salary plan administration and will only enter certain data into Core-CT sufficient for the Office of the State Comptroller to issue payroll checks.

Testing Considerations

It is assumed that incumbents in per diem job codes will continue to receive their daily rate even when they do not work a full day just as they do in the legacy system.

• The bi-weekly rate will be reflected in the Compensation Rate Code record for each Salary Step table record. See the Compensation Rate Code Configuration Work Unit for details.

• The Agency HR Specialist will continue to manually monitor the Employment annual increment eligibility date for part-time employees just they do in the legacy system.

• Only those salary plans on which an employee is docked at a different rate than they are paid will have the appropriate number of days entered in the custom Standard Days per Year field on the Salary Plan Table.

• The State of Connecticut will not be enabling the salary planning and budgeting functionality.
