Our Mission: To provide exceptional human resources leadership and services with integrity, respect and accountability to state departments and all current and prospective employees.General Statement Under the general direction of the Staff Services Manager III, the incumbent is responsible for managing all aspects of the Dental Program (the Program). This includes working in partnership with the broker on contract negotiations, overseeing dental contracts and monitoring carriers’ performance guarantees, program utilization and expenditures. The incumbent participates in discussions with state departments on policy interpretation, provides guidance and assists in the development of statewide policy and program changes as needed. The incumbent reviews and responds to complex appeals that departments submit to CalHR on behalf of employees, retirees and their dependents and leads other projects as assigned. Job duties include, but are not limited to the following: Job Functions [Essential (E) / Marginal (M) Functions]: 40% Program Management (E)Manage all aspects of the Program, including policy, contracts administration, and communication to internal and external stakeholders which include departments and union representatives. Conduct research and analysis on policies and procedures to ensure compliance. Develop and present recommendations to management and executive staff on a variety of critical issues which affect the Program’s operation. Review and adjudicate the most complex appeals submitted on behalf of employees for benefits under the Program. Evaluate, plan and develop policy, and research and write reports and policy memos on technical issues as needed. 25% Contract Management (E) Develop benefit contracts for the Program and manage Request for Proposals and Request for Information processes, as needed. Develop inner agency agreements (IIAs) as needed with different stakeholder and manage current IIAs. Conduct all phases of the bid process in a timely manner and develop criteria for selecting new carriers, lead a team of professional staff in reviewing bids and make recommendation on award of contract. Monitor benefit contracts for compliance on an ongoing basis; recommend changes and improvements for the next contract cycle. 15% Communication Outreach and Training (E) Communicate the purpose and basis for policies, procedures, and regulations of the Program to members of the Legislature, CalHR management, union officials, departmental human resources officers and employees. Independently analyze, research all program related Open Enrollment (OE) communications to be distributed to State of California employees and retirees in time for OE.Analyze State Controller’s Error reports and independently develop targeted education for departments based on these report findings. Provide ongoing statewide employee Benefits Administration Manual (BAM) training classes and update the online Benefits Administrative Manual (BAM) as needed. 10% Special Projects and other duties as assigned (E) Work on special projects including the development of a variety of policy memos and reports as needed for the Benefits Division. Develop a variety of reports and take appropriate action as needed for the Program. Responsible for billing, payments, and reconciliation for the Program.Supervision ReceivedThe Staff Personnel Program Analyst reports directly to the Staff Services Manager III over the FlexElect, Dental, Vision, CoBen, COBRA, Open Enrollment and Benefits Administration Training Programs. Supervision ExercisedNone.Special Requirements / Desirable QualificationsThe duties of this position are performed indoors. The employee’s workstation is located at 1515 “S” Street building and is equipped with standard or ergonomic office equipment, as appropriate. Travel may be required to attend meetings or training classes. Must possess strong research and analytical skills and excellent verbal and written communication skills to present analysis to internal and external customers. Proficient with Microsoft Office applications such as Outlook, Word, PowerPoint and Excel. Must have the ability to learn to use other specialized software as needed. Must be able to work with all levels of staff to coordinate assignments, facilitate meetings, and lead others in a project management capacity while meeting tight timelines and managing related contracts for these programs. Must possess sound judgment, make decisions based on policy, and effectively manage confidential and sensitive information. Working ConditionsAbility to operate a computer keyboard and ability to move training materials and equipment, including boxes up to 25 pounds.AttendanceMust maintain regular and acceptable attendance at such level as is determined at the Department’s sole discretion.
