|Under general direction of the Staff Services Manager I, the incumbent works independently to provide expert analysis and program direction to the |
|California Department of Veterans Affairs (CalVet) in all areas associated with the State’s Examinations program. Incumbent is expected to |
|consistently exercise a high degree of confidentiality, initiative, responsibility and independence in performing a heavy workload with a strong |
|commitment to customer service. |

|55% |Independently handle all aspects of examination, recruitment, selection and retention of employees for the various programs within |
| |CalVet including the Veterans Homes in Barstow, Chula Vista, Yountville, West Los Angeles, Lancaster, Ventura, Fresno, and Redding. |
| |With minimal supervision, develop appropriate format for examinations and formulate questions based on job relatedness utilizing |
| |established selection techniques and procedures. Construct test materials, structured interview questions, benchmark responses, |
| |training and experience questionnaires, supplemental applications, written exam questions, and education and experience evaluations |
| |as appropriate. Analyze applications for minimum qualifications. Review and render final scores for education and experience |
| |exams. Work with subject matter experts on all phases of the state civil service exam process. Perform full range of functions in |
| |the California Department of Human Resources (CalHR) on-line selection system. Interpret and explain civil service laws, rules, and|
| |regulations pertaining to all aspects of the exam process. |

| |Research, analyze, and prepare formal memoranda. Conduct job analyses, studies, and prepare reports. Research and respond to |
| |appeals for examination and qualification appraisal interviews. Provide training on the examination and the Qualification Appraisal|
| |Panel process to managers, supervisors, and staff. Provide recommendations to examination and selection procedures. Act as liaison|
| |between the Veterans Homes and state control agencies and represent the CalVet regarding examination and selection issues. |

| |Provide detailed technical assistance to staff and management. Act as primary resource in the development of CalVet’s Annual |
| |Examination Plan. Provide assistance to other CalVet division staff in regard to general and difficult examination issues, |
| |training, technical personnel issues, and special projects as requested. Serve as an Examination Chairperson. |
