| |According to EC§2196, online voter registration requires that the voter provide a California Driver’s License or State ID |
| |(DL/ID) that is verified by the IDV process as a match. SSN4 will not suffice. |
| |The DMV Signature Interface does not currently exist. The Catalyst team will work with the DMV to define the interface. A |
| |transactional interface, if feasible, would be preferred over a batch interface. |
| |Need to determine what safeguards are needed to prevent this feature from violating privacy or being misused while still |
| |making it useful. |
| |SOS needs to perform a legal check on whether the SSN4 is required or not. The statute (EC§2196) seems to require it. Note, |
| |however, that the voter needs to have a valid DL/ID in order to register to vote online. |
|Assumptions: |We SOS needs to be somewhat restrictive with online voter registration to minimize potential fraudulent use. |
|Notes and Issues: |The DMV Signature Interface does not currently exist. The Catalyst team will work with the DMV to define the interface. A |
| |transactional interface, if feasible, would be preferred over a batch interface. |
| |Need to determine what safeguards are needed to prevent this feature from violating privacy or being misused while still |
| |making it useful. |
| |We need to find a CAPTCHA solution that is acceptable to SOS in terms of features, pricing, support, etc. |
| |SOS needs to perform a legal check on whether the SSN4 is required or not. The statute (EC§2196) seems to require it. Note, |
| |however, that the voter needs to have a valid DL/ID in order to register to vote online. |
| |The work-in-progress (WIP) record for a failed or rejected online voter registration may be persisted in the system for some|
| |time for reporting and tracking purposes. |
| |How can we automatically determine a voter’s county? Voters don’t always know it. Is this something we can retrieve from the|
| |DMV? From a CASS service? |
| |Per SOS, Political Party field will need to allow for Qualified Political Parties, Political Bodies Attempting |
| |Qualification, and Other. Discussion needed to determine if this is a drop down feature for standardization, etc. |
| |For Step 13.1, should we populate this with all Political Parties in the system – qualified, attempting to qualify, and |
| |non-qualified – or limit this to qualified parties?N/A |
