|MISSION OF SECTION: The Specialized Fleet Enforcement Section is |

|responsible for enforcing ARB regulations designed to improve air quality by |

|reducing emissions generated by diesel-powered trucks and buses operating on the state's roadways. |

|Enforcement services provided by the Specialized Fleet Enforcement Section focus primarily on conducting inspections of specialized|

|truck and bus fleets |

|subject to these rules, investigating complaints, tips, and leads concerning |

|potentially non-compliant vehicles and fleets, initiating enforcement actions |

|where violations are found, and resolving these cases, including providing |

|support in cases that are referred for litigation. |

| |

|The Specialized Fleet Enforcement Section has primary responsibility for |

|enforcement of the Solid Waste Collection Vehicle Program, the Urban Bus and Transit Fleet Vehicle Programs, the Public Agency and |

|Utility Fleet Program, and the Drayage Truck Program. Enforcement services provided by the |

|Specialized Fleet Enforcement Section can encompass cases involving the Periodic Smoke Inspection Program, the Statewide Truck and |

|Bus Program, the SmartWay Truck Technology Program, and specialized equipment, including Transport Refrigeration Units (TRUs), |

|verified diesel emissions control strategies (VDECS), and in-use off-road diesel-powered equipment. |

|The programmatic responsibilities of the Specialized Fleet Enforcement Section will evolve over time as current programs mature and|

|new programs are implemented. |

| |

|CONCEPT OF POSITION: Under supervision, incumbents solve air pollution control problems using engineering skills expertise. |

|Incumbents perform field and office engineering duties related to air pollution programs; conduct investigations, inspections, and |

|studies; prepare surveys and reports; design electrical instrumentation; draft and develop control systems instrumentation, tests, |

|and methods for measurement of air pollution and emissions of air contaminants; advise and consult with federal, State, and local |

|agencies involved in air pollution control, often involving extensive public and professional contacts; and may act as expert |

|witnesses in Board or court action. |

|Under the general direction of the Section Manager of the Specialized Fleet Enforcement Section, the ARE is responsible for |

|assisting with the implementation, administration, and enforcement of diesel enforcement sources. The incumbent uses engineering |

|principals to inspect engines and emission |

|control strategies for tampering or malfunctions and to analyze the engine/filter system for failure modes and for the root cause |

|of such failures. In addition the ARE analyzes technical data, prepares accurate reports, develops case files and correspondence, |

|and works independently to fulfill responsibilities to the public, the Board, and the regulated industry. The incumbent must also |

|have the ability to carry out procurement, process and track notices of violation, prepare and |

|present technical briefings, demonstrate proficiency in the use of office |

|equipment (computers, copiers, and FAX machines), and demonstrate a |

|willingness to support other ARB programs as required. Travel up to 10 percent may be required. |

|40% - E |Investigations: Using engineering knowledge and principles conduct investigations of complaints, tips, and |

| |leads concerning potentially non-compliant vehicles and fleets. Conduct |

| |interviews with complainants, informants, witnesses, suspected |

| |violators and other individuals who possess case information. |

| |Review files and other types of information. Collect and catalog |

| |evidence. Conduct surveillance, take photographs, and utilize |

| |other applicable techniques. Coordinate sampling and testing |

| |procedures. Coordinate other agencies as required. Assist in |

| |search/inspection warrants. |

| |Case Preparation, Reporting and Tracking: Using engineering knowledge and principles document findings, |

|30% - E |analyze collected data and test reports. Prepare inspection and investigative reports that will ultimately |

| |lead to corrective action, settlement, or referral. Properly maintain evidence and case files. Review case |

| |files to determine accuracy and completeness. Brief management and legal staff on findings and assist with |

| |case prosecution and settlements. Prepare and complete staff work, which includes, but is not limited to |

| |maintaining case tracking and other databases, and writing technical and status reports. |
