(1) CALIFORNIA STATE UNIVERSITY-SACRAMENTO -- DEVELOPING EMERGENCY MANAGEMENT & HOMELAND SECURITY CERTIFICATE:

June 3, 2005 -- Talked with Babette Jimenez, Program Manager, Criminal Justice and Public Safety Programs, College of Continuing Education, California State University-Sacramento, concerning their plans to develop an Emergency Management and Homeland Security Certificate program. The school is in the process now of putting together an advisory group and is coordinating with the State Office of Emergency Services. Might be able to get program up and running by Fall Semester 2005, but more likely it will be the Winter/Spring 2006 semester. Courses currently being considered for the program are:

Introduction to Emergency Services and Homeland Security, (Prerequisite) Business Continuity Planning Preparedness and Response: NIMS, SEMS, EMAP and EMAC Recovery and Mitigation Disaster Grant Writing and Management Crisis Communication Exercise Design Intelligence Analysis Emergency / Disaster Medical System EOC Operations

The information provided us for The College List notes that "It is anticipated that the program...will prepare organizations and citizens to interact with local, state and federal emergency management and homeland security systems, as well as provide the necessary tools needed for a Business Continuity Plan."

June 3, 2005 -- Received following brief announcement from Dr. Dennis Laster, Chair, Department of Safety Sciences at CMSU:

Central Missouri State University is beginning the development of The Institute for Rural Emergency Management. The Institute will publish best practices, guidelines and manuals based on projects and research that would help prepare rural communities for emergencies. Student papers and projects will be accepted for publication. Additionally the Institute for Rural Emergency Management will facilitate student involvement in projects that will assistance and support the emergency planning and preparedness activities of rural communities, institutions, and businesses.

(6) KIRKWOOD COMMUNITY COLLEGE, CEDAR RAPIDS, IOWA -- Homeland Security Certificate:

June 1, 2005 -- Talked with Stephanie Hanson with the Community Training and Response Center (formerly the Environmental Training Center) at Kirkwood Community College, concerning their new on-line "Terrorist Agent Control Technology Certification Program" -- developed principally for environmental health and safety personnel.

The courses which make up this certificate are:

Perspectives on Terrorism

Biological Agents of Concern

Chemical Agents of Concern

Security and Deterrents to Terrorism

Detection and Assessment of Terrorist Agents

In addition an Agro-Terrorism course is offered.

According to a fact sheet provided on this program, "Kirkwood envisions that through this curriculum technicians will be able to apply biological, physical and chemical principles to assist them in the recognition and response to terrorist agent threats as well as plan for contingencies and recommend engineering controls."

June 1, 2005 – Talked with William Janes with the National Terrorism Preparedness Institute at St. Pete. Notes that as of yet there is no Homeland Security program (just non-credit individual courses) but that a Homeland Security Certificate is planned. Thought the time was right for a description to be developed for posting to the College List. Putting the Project Assistant in touch so that a description can be developed. (8) UNIVERSITY OF CHICAGO -- DEVELOPING MASTER OF PUBLIC HEALTH THREAT PREPAREDNESS:

May 31, 2005 -- Learned that the planning at the University of Chicago, Graham School of General Studies, to develop some sort of Public Health related hazard, disaster program has reached a point where a program -- a Master of Public Health Threat Preparedness -- is now scheduled for going active this coming Fall Semester, 2005. The Project Assistant is in the process of developing a program description for upload to The College List on the Project website. (9) UNIVERSITY OF DENVER HOMELAND SECURITY CLASSROOM-TO-WORKPLACE INTERNSHIP PROGRAM:

June 1, 2005 -- Received information from Greg Moser with the University of Denver Homeland Security Program concerning what they call their "HLS Classroom-to-Workplace Internship Program" which he will be speaking on at the EM HiEd Conference next week. According to the summary provided,

"Program participants have found these internships to be fun and valuable. In addition to an opportunity to apply many of the topics we discuss in the HLS classroom, these internships also provide valuable practical experience and a great opportunity to meet and network with potential employers...The 44 internship opportunities in the Denver Metro area in the last 18 months is one measure of the outlook for opportunities in the field...additional requests for interns are continuing to come in."

We in the EM HiEd Project believe that a critical "must" component of any classroom based emergency management or homeland security program that is reaching "traditional" college students or practitioners from outside these fields should be one or more ways of bringing the world of "experience" to their students -- as in service learning projects, internships, exercise participation, disaster duty, etc.

(10) UNIVERSITY OF NORTH CAROLINA AT CHARLOTTE -- PROPOSAL TO DEVELOP MPA EMERGENCY MANAGEMENT CONCENTRATION:

June 3, 2005 -- Talked with Dr. David Swindell, Director of the Master of Public Administration program at UNC-Charlotte, and learned that he expects approval in the near future to a proposal to implement an Emergency Management Concentration within the existing MPA program. In that the courses to support this concentration already exist and are being taught to full classes, he anticipates no serious problems with approval and anticipates that the new EM program will be in-place for the upcoming Fall Semester, 2005. Dr. Swindell also projects a stand-alone Emergency Management Certificate program. The Project Assistant will soon be drafting a description of this initiative for posting to the "Programs Being Investigated/Proposed" section of The College List on the Project website. (11) UNIVERSITY OF NORTH DAKOTA -- CONTINUING EDUCATION PROGRAM FOR HEALTH CARE PROFESSIONALS AND FUTURE PLANS:

May 31, 2005 -- Talked with Tracey Worsley at the University of North Dakota about the existing UND Borders training and education program (Biochemical Organic Radiological Disaster Educational Response System) and plans on certificates and degrees in the future. Currently a range of training courses relating to "terrorist attack or other man-made or naturally-occurring disasters" are offered on a continuing education basis to clinical health care professionals. Staff with the Borders Program are planning or expanding the audience to include non-clinical health care provider personnel and creating one or more credit accruing certificates and Master Degree concentrations. (12) UNIVERSITY OF SOUTH FLORIDA -- OFFERING GRADUATE CERTIFICATE IN HOMELAND SECURITY:

May 31, 2005 -- Learned that the University of South Florida, College of Public Health, has developed and implemented a Graduate Certificate in Homeland Security. The purpose is "to provide credentialing for the Homeland Security profession....The intent is to prepare local, state and federal future Homeland Security leaders to: develop strategies, plans and programs; develop organizational arrangements including civil-military, local/state/federal, and interagency cooperation; and to make sound leadership decisions regarding HLS related policy, priority, scientific advancements, and resources." Courses include:
