|Job Summary: Under the general direction of the Chief of the Continuum of Mental Health Care (CMHC) Section and the direction of the Children’s Therapeutic Services |
|Unit, Staff Services Manager I, the Associate Governmental Program Analyst (AGPA) is responsible for performing duties related to the oversight and monitoring of |
|community residential mental health programs, and specifically those related to the Short-Term Residential Therapeutic Programs (STRTPs), Children’s Crisis Residential|
|Programs (CCRPs) and Community Treatment Facilities (CTF). This includes conducting the initial and annual onsite or deskvirtual Mental Health Program Approvals |
|(MHPAs) and performing all associated tasks, including but not limited to review of applications and required supporting documents, providing training and technical |
|assistance to counties and providers, report-writiing, requiring Corrective Action Plan (CAP) for any identified deficiencies and follow-up on the same. The AGPA has |
|responsibility for any complaints and investigations of unusual occurrences that are received related to the STRTP, CCRP and CTF, which may result in additional onsite |
|or virtual reviews. Up to 50% travel is required as short as 1 night and up to 4 nights and 5 days in order to conduct onsite reviews of these community residential |
|treatment programs. |

|50% Conduct oversight and monitoring STRTPs, CCRPs and CTFs. Conduct initial and annual onsite or desk/virtual facility reviews and desk reviews of mental health |
|programs and facilities for compliance with state law and regulations, analyze facility data for trends and patterns, prepare reports of findings, and conduct follow-up|
|regarding compliance actions and/or CAPs at each assigned facility. Maintain a tracking system to ensure timely completion of reviews and reports and timely receipt and|
|follow-up on facility CAPs. Review and approve initial applications for MHPA. Work collaboratively in coordination with other stakeholders and state agencies, |
|including, but limited to the California Department of Social Services (CDSS) and California Department of Public Health (CDPH). Coordinate all tasks associated with |
|receipt, review, and investigation of complaints of unusual occurrences associated with assigned facilities, which may result in additional onsite reviews. |
|30% Provide technical assistance and respond to inquiries from the public and both internal and external stakeholders via telephone or written correspondence regarding |
|certain mental health issues, licensing and certification standards, regulations, statutes, and departmental policies, specifically related to STRTPs,CCRPs and CTFs. |
|Liaison to CDSS, County Behavioral Departments, the County Behavioral Health Directors’ Association of California (CBHDA), and other stakeholders regarding new |
|facilities that have or will be opening. Participate as assigned on various intra/interdepartmental workgroups, and internal/external stakeholder committees and other |
|meetings as applicable to assigned work responsibilities. Provide consultation and training to county and facility staff on issues related to CCRPs/STRTPs/CTFs and |
|MHPAs. |

|10% Analyze mental health legislation, draft information notices and policy letters related to licensing and certification. Prepare budget change proposals and other |
|related materials and reports as required for management and the Legislature. Assist in the development, writing, and promulgation of STRTP and CCRP regulations; |
|maintain the statewide list of all STRTP, CCRP and CTF facilities. Research and prepare information and documents for Public Records Act (PRA) requests as assigned. |
|Attend weekly staff meetings and prepare monthly updates for the Unit Chief on the status of allassignments and work projects. |
