K-12 Open Educational Resources State Initiatives

The following states have enacted legislation or directed funding toward OER initiatives. This list does not include states that have reallocated textbook funding to electronic resources and/or hardware, which also relates to OER usage.

|California |In 2009, Governor Arnold Schwarzenegger of California launched |FDTI/index.cfm |

| |the Free Digital Textbook Initiative, calling for free and open| |

| |high school math and science textbooks that align to California| |

| |content standards. Initially, 20 textbooks were submitted for | |

| |review, and of those, 10 met at least 90% of state content | |

| |standards. | |

|Florida |Florida Department of Education, in 2008, was the first state | |

| |to adopt an OER with its approval of FreeReading for the | |

| |supplemental reading programs list. | |

|Maine |Maine has dedicated some of its EETT Title-IID funds to 1) the |education/ nclb/tiid/arra/ |

| |identification and the development of quality review processes | |

| |and 2) the use of OER and the development of professional |oer |

| |development to support the use in eight academic areas. | |

|New York |As a part of the New York State Board of Regents Reform Agenda,| |

| |the New York State Education Department (NYSED) developed and | |

| |maintains , a set of resources for implementing the| |

| |New York State P-12 Common Core Learning Standards (CCLS), | |

| |Teacher and Leader Effectiveness (TLE), and Data-Driven | |

| |Instruction (DDI). | |

| | | |

| |Through a competitive RFP process, much of the curriculum on | |

| |EngageNY is open-licensed. This includes resources from | |

| |Expeditionary Learning, Core Knowledge, Odell Education, and | |

| |others. | |

|Utah |After conducting a successful pilot program, the Utah State | |

| |Office of Education announced that (1) it will be supporting | |

| |the development of Utah-specific open textbooks for all | |

| |secondary language arts, mathematics, and science courses, and | |

| |(2) that the USOE recommends that all schools across the state | |

| |consider these open textbooks for adoption in their secondary | |

| |language arts, mathematics, and science courses for this fall |schools.CURR/science/OER.aspx|

| |In addition, Utah has funded an online charter high school that| |

| |is sharing their curriculum as OER. | |

|Virginia |In 2008, the Commonwealth of Virginia issued a Request for |flexbook/book/735 |

| |Collaboration to create an open physics textbook, partnering | |

| |with CK-12, in order to provide more up-to-date science | |

| |information. These materials are supplemental, since they | |

| |primarily address topics not found in the state standards. | |

| | | |

| |Virginia has also created the VA Open Education Curriculum | |

| |Board to designate Open Education Consortiums and set the | |

| |standards for submission of educational materials and | |

| |subsequent licensing of educational curriculum developed by the| |

| |Consortiums. | |

|Washington |In 2012, the Washington State Legislature passed bill HB2337, | |

| |directing the Office of the Superintendent of Public | |

| |Instruction to create a collection of openly licensed | |

| |courseware aligned to the common-core standards and an | |

| |associated awareness campaign to inform school districts about | |

| |these resources. OSPI’s OER Project is developing a review | |

| |process to act as a model for districts considering the | |

| |adoption of full-course OER. | |
