SGC programs include Affordable Housing and Sustainable Communities (AHSC), Sustainable Agriculture Lands Conservation (SALC), Transformative Climate Communities (TCC), Climate Change Research Program (CCR), Technical Assistance Program (TA), and Health in All Policies (HiAP). SGC is a fast-paced, creative work environment that requires staff to have strong collaboration skills, an ability to quickly respond to changing policy needs, and a positive attitude and sense of humor.TRANSFORMATIVE CLIMATE COMMUNITIES PROGRAM The Transformative Climate Communities is a California Climate Investment Program that supports community-led development and infrastructure projects designed to achieve significant environmental, health, and economic benefits in California’s most disadvantaged communities. TCC is a high profile, politically sensitive program dedicated to empowering the communities most impacted by pollution to develop their community vision and identify strategies and projects to enact transformational change – all with data-driven milestones and measurable outcomes. TCC-funded projects require adherence to a strict set of program guidelines and state criteria. Under the general direction and day-to-day supervision of the TCC Program Manager, the TCC Program Analyst is the lead on program evaluation and works with program awardees, project leads, and other stakeholders to ensure successful development of program guidelines, as well as the implementation and evaluation of TCC awards.SPECIFIC DUTIES30%Program DevelopmentSupport the Program Manager and Program Associate in program development in the following activities:Updating the TCC Program Guidelines, including solicitation of public feedback and hosting workshops; Working with CARB on development of the greenhouse gas reduction quantitative methodologies; Updating of application materials;Development of the NOFA and expenditure report;Organizing the application review process; andDevelopment of the staff report.20%Program Evaluation Lead program evaluation activities to develop best practices, case studies and fulfill reporting obligations of the program. Analyze, coordinate, and resolve issues regarding project objectives, policy, and procedures related to TCC. Regularly review and evaluate TCC program elements for ongoing improvements to program implementation and delivery. These include:Developing case studies and best practices of place-based investments;Providing materials for annual California Climate Investment reporting, SGC annual reports, and periodic Council updates; Assuring timely and accurate reporting to the California Air Resources Board’s (CARB) data system;Reporting to CARB, the Legislature, and others, as needed; andGathering and reporting lessons learned to continuously improve the program in reaching its objectives.20%Program ImplementationSupport the Program Implementation Senior Analyst by:Monitoring and reporting on the implementation of all TCC awards and ensuring that deliverables are achieved on time and within budget, and that awardees receive payment;Reviewing projects during the post-award phase;Developing grant agreement materials;Trouble-shooting of project implementation issues; andOverseeing implementation technical assistance.20%Program AdministrationSupport the program administratively to achieve all of its intended goals;Support other State agencies during the application review process; andOther duties as needed.10%OtherOther duties as needed to support the mission of the organization.Desirable Qualifications:In addition to evaluating each candidate's relative skills and abilities, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating applicants: Minimum experience: Master’s degree in planning, policy, business, civil engineering OR equivalent experience, AND at least 3 years of relevant experiencePossess an understanding of local government operations, community development, infrastructure development, and/or municipal financeExperience in grant management or management of other detail-oriented projects with technical elementsStrong evaluation skillsStrong verbal and written communications skills Ability to communicate with a range of partners and stakeholders, including senior leadership, elected officials, community members, and the general public Ability to analyze complex data and to prepare and present comprehensive reports Proven commitment to serving California’s diverse communities An ability to create a work environment that celebrates diverse backgrounds, cultures, and personal experiencesAbility and flexibility to travel and effectively participate in site visits, public workshops, and meetings up to 20% of the timeOccasionally will need to work on evenings, weekends, and holidaysBilingual in English and one of California’s most spoken languages (Spanish, Chinese, Tagalog, Vietnamese, and Korean).Compensation and Benefits:The State of California benefit package may include:Retirement contributions into the California Public Employees’ Retirement SystemVacation and Sick Leave or Annual LeaveProfessional Development Days – two day per fiscal yearMedical, dental, and vision insuranceLife insurance basic coverage of $50,000 for managers and $25,000 for supervisors, confidential, and excluded employeesVoluntary enrollment into a deferred compensation program for Long-term Disability Insurance, Long Term Care Insurance, Group Term Life Insurance, and a Legal Service PlanThis position is at-will and exempt from Civil ServiceFinal Filing Date:Sunday, January 10, 2020, 5 PMReview and Selection Process:Candidates with the most desirable qualifications will be invited for interviews.
