DEFINITION

This series specification describes the two classifications of Survey Technician III and Land Surveyor which, under direction at the lower level and under general direction at the higher level, performs routine and difficult land surveying duties in the field and office in both the Survey Support and County Surveyor Sections of the Survey Division of the Public Works Agency; and performs other related duties.

DISTINGUISHING FEATURES

Survey Technician III

The class of Survey Technician III is distinguished from the next lower one of Survey Technician II in that the former class serves as the senior member of a two-person land surveying team conducting topographic, boundary, control and construction surveys and is responsible for achieving the performance standards of the assignments and, in the County Surveyor Section, performs map examinations, whereas the latter class performs sub-professional and surveying tasks in both field and office. Incumbents of the class of Survey Technician III are expected to promote to the next higher class of Land Surveyor after two years of experience and possession of a valid current license as a Land Surveyor in the State of California.

Land Surveyor

The class of Land Surveyor is distinguished from the next lower one of Survey Technician III in that the former class is the first level of the professional Land Surveyor classifications exercising the independent control and direction of land surveying work and land surveying decisions which can only be made by a licensed Land Surveyor and are described in the following Examples of Duties. Certain positions in this class may be responsible for assigning, monitoring and reviewing the work of multiple survey parties within one of the Division's major specialized survey activities, such as Global Positioning System (GPS) Surveys, Boundary Determinations, and in the examination of record maps in the County Surveyor Section.

EXAMPLES OF DUTIES:

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

Survey Technician III

1. Responsible for conducting accurate and efficient land surveys in the field, including: Topographic surveys, property surveys, horizontal and vertical control surveys, siltation

surveys, and construction staking surveys utilizing traditional and contemporary survey instruments and equipment. Equipment includes: Electronic total stations with electronic data collectors utilizing point coding, break lines, and mass-points; Global Position system (GPS) receivers in static, rapid static, and kinematic modes; automatic levels for control surveys and construction staking; and programmable calculators to perform coordinate geometry calculations.

2. Prepares land surveying work products in the office using computer hardware and software including: Personal computers to reduce, analyze, and adjust field survey results; and computer aided design drafting (CADD) software to produce multi-colored plots depicting the results of the field surveys as detailed planimetric plots, contours, profiles and cross-sections. Computer files and hard-copy plots will be created for use by the design engineer. Other work products also include: Planimetric check plots, digital terrain models, contour maps, right-of-way maps, records of surveys and corner records.

3. Performs all levels of sub-professional map examinations in support of the County Surveyor's Office. These State mandated examinations include Record of Surveys, Tract Maps, Parcel Maps, Corner Records, LAFCO Boundary Maps, Certificates of Correction, and Amended Maps all for compliance with State law(s), applicable sections of the Government Code, State of California and the County's Subdivision Ordinance.

4. Presents findings and makes recommendations for or against County Surveyor's endorsement on the filing of the official Record Documents.

5. Supervises and checks the work of one or more lower level survey technicians preparing the various required survey work products.

6. Supervises and checks the work of one or more lower-level survey technicians performing the map examinations required of the County Surveyor's Office.

7. Trains lower level survey technicians in proper field and office methods, use of computer software, and proper safety methods.

8. Trains lower level survey technicians in proper methods for elementary map examinations for the County Surveyor's Office.

9. Meets with design engineers, construction inspectors, real estate agents, and property owners to resolve survey problems arising out of capital improvement construction projects.

10. Meets with licensed land surveyors, civil engineers, land developers, and property owners to present, explain and defend the findings discovered during the State mandated County Surveyor's map examinations.

11. Examines real property deeds and other record boundary documents to detect and isolate apparent technical errors.

12. Performs flagging and other related safety tasks to protect the safety of the public and the County employees while conducting surveying projects.

13. Uses hand and power tools to perform manual labor related to survey activities.

Land Surveyor

1. Locates the alignment or elevation for any of the fixed works embraced within the practice of civil engineering.

2. Locates property lines or boundaries of any parcel of land, right-of-way, easement, or alignment of those lines or boundaries.

3. Determines the position for survey monuments which mark property lines.

4. Determines the boundary information to be shown on any map or document prepared in conformance with the Land Surveyors Act.

5. Determines the information to be shown within the description of any deed for describing the limit of real property.

6. Reviews or supervises the review of documents prepare din conformance with the Land Surveyors' Act.

7. Administers and certifies oaths when it becomes necessary to take testimony concerning property boundary evidence.

8. Signs and seals maps, plats, reports, descriptions, or other documents, and indicates the surveyor's professional responsibility for it/them. Deposes and testifies, as an expert witness, in actions involving County interest in surveying matters.

NOTE: The examples of duties listed below are assigned to the three positions with lead responsibility in the Global Positioning System Surveys, Boundary Determinations and the County Surveyors Section.

9. Plans, organizes, and conducts Boundary Determination studies as part of required Right-of-Way engineering services, being one of the Division's major specialized activities.

10. Plans, organizes, and directs the work of one or more survey parties engaged in Global Positioning System (GPS) surveys.

11. Plans, organizes, and supervises the work of a team of professional and technical land surveyors conducting map examinations for the County Surveyor Function.

12. Meets with design engineers, construction inspectors, right-of-way agents, and others to resolve survey problems related to construction and/or map examinations.

13. May write and review drafts of state and local legislative reforms; may represent County as professional witness before other agencies or judicial bodies.

Land Surveyor

14. Prepares, or directs the preparation of, the state required "Records of Survey" and "Corner Records," and when completed, signs and seals the official document attesting to its compliance with the Land Surveyors' Act.

15. Endorses official land surveying work products for stationary compliance, by use of their professional license as a land surveyor.

16. Provides technical assistance to staff and consultant surveyors regarding specific surveying problems and recommends various quality control measures.

MINIMUM QUALIFICATIONS

Survey Technician III

Experience:

Either I

The equivalent of two years of full-time experience in the class of Survey Technician II in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

License:

Possession of a valid California Motor Vehicle Operator's license.

Or

Education:

The equivalent of two years of college-level course work in math and science that included algebra and trigonometry,

And

Experience:

The equivalent of four years of full-time land surveying experience that included at least one year of preparing or reviewing record boundary documents such as records of survey, corner records, right-of-way maps or property descriptions.

MINIMUM QUALIFICATIONS - Continued

License:

Possession of a valid California Motor Vehicle Operator's license.

Land Surveyor

Experience:

Either I

The equivalent of two years of full-time experience in the class of Survey Technician III in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts),

And

License:

Possession of a valid current license as a Land Surveyor from the State of California.

Possession of a valid California Motor Vehicle Operator's license.

Or II

Education:

The equivalent of two years of college-level course work in math and science that included algebra and trigonometry,

And

Experience:

The equivalent of six years of full-time land surveying experience that included at least two years of preparing or reviewing record boundary documents, such as records of survey, corner records, right-of-way maps or property descriptions,

And

License:

Possession of a valid current license as a Land Surveyor from the State of California.

Possession of a valid California Motor Vehicle Operator's license.

NOTE: The Civil Service Commission may modify the above minimum qualifications in the announcement of an examination.

KNOWLEDGE AND ABILITIES

NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

• Fundamentals and laws governing survey theory and practice regarding preliminary designs, construction, right-of-way engineering, land division, boundary location, control and geodetic surveying.

• Federal and State regulations, such as the Subdivision Act, Land Surveyors Act and other local ordinances, as they relate to the preparation and examination of record documents, including final maps, parcel maps and records of survey.

• Survey equipment and computer software used in land survey office work.

• Sources of general engineering and/or land survey information.

• Safety procedures pertaining to survey work.

Ability to:

• Perform technical office and/or field surveys.

• Prepare and review the work of assigned survey staff involving engineering, construction and photogrammetric surveys and uniform base mapping program.

• Communicate orally explaining complex technical and legal surveying and property boundary issues to attorneys, colleagues and the public.

• Process subdivision, parcel and record of survey maps.

• Read and interpret drawings, maps and documents related to land surveying.

• Follow oral and written instructions.

• Adhere to performance standards related to land surveying.

• Work harmoniously as member of survey team and with the public.

• Write clear and concise reports and letters to other professionals, agencies and the public.

• Operate a computer to calculate and plot survey information in the office.

• Perform extensive physical work in all kinds of terrain and weather.
