Welcome, I am filled with gratitude that you have chosen to attend our 15th Annual Conference! You recognize the valuable program that CalGIS has to offer. On behalf of The Northern California Chapter of URISA and co-sponsoring chapters we welcome you to California's state capital ? Sacramento!

Each year this conference relies on a dedicated team of volunteers from around the State. It has been my pleasure to work with such an enthusiastic and committed group of

volunteers for this conference. This year I want to introduce Christopher Grace, CMP, CalGIS 2009's conference manager. Christopher comes to us from URISA International headquarters and provides management services for this conference. Please welcome him to the CalGIS Family.

I especially want to thank our sponsors and their contributions to our conference. They are equally committed to ensuring that you are able to take advantage of useful seminars, training and demonstrations that will benefit you and your office. We at CalGIS are proud to present you with a non -vendor specific forum. Please take time to visit and thank our sponsors for their support. We have a wonderful assortment of speakers this year. At our opening and closing plenary sessions you will enjoy a variety of topics. Michael Anderson is California's State Climatologist with the Department of Water Resources and will speak on climate data and climate change. Mitch Grout from DataQuick will cover real property public record data and how it is used in GIS applications. Mark Aubin, co-founder of Google Earth, which has changed forever the aspect of the globe, altering the perspective of the arm-chair traveler and making geography more tangible to the common citizen, will talk about his brainchild. As we close our 2009 program be sure to come listen to ESRI's Ed Carubis and California's Chief Information Officer Teri Takai speak on behalf of GIS and its future within the State. Ed was formerly the CIO of New York City's Department of Health and now a Senior Program Manager at ESRI. We are especially looking forward to Teri Takai's talk and her introduction of California's first Geographic Information Officer, Michael Byrne.

These economic times are challenging both personally and professionally. We hope at this conference you will find new ways to approach these issues. CalGIS brings together professionals in a wide variety of occupations that utilize GIS. It is the place to share ideas and network; identifying ways to tackle issues within the State and the rest of the world. We are looking forward to opening doors to new opportunities for you.

Michael Anderson State Climatologist for California California Department of Water Resources Michael Anderson works for the California Department of Water Resources and is currently serving as State Climatologist for California. Michael began working in the Department of Water Resources Division of Flood Management (DWR-DFM) Forecasting Section in July 2005. He came to DWR after extensive graduate and post-graduate work with Prof. M. Levent Kavvas of U.C. Davis in the area of hydroclimate modeling and monitoring.

Mark Aubin Software Engineer Google Earth Mark joined Google in late 2004, when his company, Keyhole Inc., was acquired by Google, which led to the release of Google Earth. As a Keyhole co-founder and now a software developer on the Google Earth team, Mark serves as a spokesperson for Google Earth, communicating with customers around the world.

Prior to founding Keyhole, Mark worked at Silicon Graphics, where he was an applications engineer specializing in geospatial imaging. It was here that he participated in the development of the legendary "Space-To-Your-Face" project in which people could zoom from outer space to street level views of our planet. While showing this demo, Mark became convinced of the potential for a digital globe product for the masses.

Mitch Grout Solutions Engineer DataQuick Information Systems Mitch has spent the past 15 years in progressively expanding roles in the computer data development field. Most of his career has been spent working with address data, from computer geocoding and routing to direct mail address standardization and CASS Certification to his current position working in the real property, public record data environment.

In his nearly 5 years as a Solutions Engineer for DataQuick, he has leveraged his knowledge of the highly complex real property data set and his database expertise to help customers to use and manage the DataQuick bulk data file deliverable product. He works with all of DataQuick's external sales groups and the company's largest clients. He has helped many of those clients successfully use the real property data set to fuel GIS-driven content and solutions to help meet a wide variety of market needs. Through his experiences as a computer mapping technician, database developer and Solutions Engineer he has grown to understand the power, flexibility and clarity that GISdriven data solutions provide to the business community.

Thursday ? Closing General Session & Lunch Ed Carubis Senior Program Manager ESRI Ed Carubis joined ESRI (Environmental Systems Research Institute) in 2005 as a Senior Consultant in the

Professional Services group for Health and Agriculture and currently serves as Senior Program Manager for State and Local Government

Services. Ed is a thought leader on the innovative use of GIS in local government applications, public health and health care delivery solutions. He is actively engaged in projects ranging from real-time health emergency geographical information systems to spatiallyenabled workflow applications in an integrated IT environment.

Prior to joining ESRI, Ed served for 8 years as the Chief Information Officer of the New York City Department of Health and Mental Hygiene (DOHMH). At DOHMH, he was directly responsible for the planning, development and utilization of technologies in response to the unique challenges faced by NYC in recent years, including the first appearance of West Nile Virus, the World Trade Center disaster, the NYC anthrax attacks, and the northeast blackout.

Teri Takai Chief Information Officer State of California On December 6, 2007, Governor Arnold Schwarzenegger announced the appointment of Teri Takai as Chief Information Officer for the State of California. As a member of the Governor's cabinet, she advises him on the strategic management and direction of information technology resources as the state works to modernize and transform the way California does business with its citizens.

Prior to her appointment in California, Takai served as Director of the Michigan Department of Information Technology (MDIT) since 2003, where she also served as the state's Chief Information Officer. In this position, she restructured and consolidated Michigan's resources by merging the state's information technology into one centralized department to service 19 agencies and over 1,700 employees. Additionally, during her tenure at the MDIT, Takai led the state to being ranked number one four years in a row in digital government by the Center for Digital Government.

Before serving in state government, Takai worked for the Ford Motor Company for 30 years, where she led the development of the company's information technology strategic plan. She also held positions in technology at EDS and Federal-Mogul Corporation. In 2005, Takai was named "Public Official of the Year" by Governing magazine. She is Past-President of the National Association of State Chief Information Officers and currently serves as Practitioner Chair of the Harvard Policy Group on Network-Enabled Services and Government.

Michael Byrne Geographic Information Officer State of California Michael is the eServices Policy Manager with the California Department of Public Health. GIS Architect with the Office of Statewide Health Planning and Development. He has 17 years of GIS experience in a wide variety of state government and academia. Michael has implemented GIS programs for the California Resources Agency, Department of Health Services, State Water Resources Control Board, State Fire Marshal, Department of Fish and Game, Department of Forestry and Fire Protection, and Department of Transportation. He has served as a GIS manager for the University of California Davis's Information Center for the Environment and as staff to the Secretary for Resources implementing special GIS projects. Michael holds a Bachelors of Science in Environmental Planning and a Masters of Art in Geography both from the University of California Davis.

Alaska's Mount Redoubt volcano erupted five times overnight, sending a plume of ash more than 9 miles into the air during the volcano's first emissions in nearly 20 years.
