Procedures for CA Workforce Registry for Quality Counts San Mateo Sites and AgenciesQuality Counts California now requires QRIS counties to use the CA Workforce Registry ? In 2021, we understand that the Registry will be the only way that Lead Teacher, Family child Care provider and Director qualifications will be rated. Because of this Quality Counts San Mateo has negotiated a “soft start” for sites being rated this year. What does this mean?At a minimum – Every director, site supervisor and lead teacher, and family child care provider must join the Registry and obtain a registry number. (see xxx)Each QRIS site uses our San Mateo County procedure for submitting an organized set of transcripts, permits, degrees, etc. for each of these key staff members to Quality Counts SMC this Fall by XXX. (see description below)Each Director or Agency Leader request Administrator Status for each of your sites!What is the procedure for submitting your staff qualifications for the first time? Make a photocopy of all qualifications for us to review first, and then we will mail it to the Registry for you. Here’s how:Review each staff file and make a clean, legible photocopy of each person’s most recent full transcripts, child development permits, and evidence of degrees. Transcripts can be official or unofficial. They can be copies, can be downloaded from college websites, but screen shots will not be acceptedTranscripts and degrees must include Institution’s name/logo, students name, course names and #s, units and gradesCopy only the most recent, most complete transcripts from each institutionIf a transcript or degree is illegible or incomplete, request a new copy from the issuing institution.If a teacher has a foreign transcript, seek a formal transcript evaluation by a Ca Department of Education-approved evaluation organization. Include a copy of any such evaluations.Review and make a copy for each person of any professional development certificates – but only for the past 12 months. Quality Counts is looking for 21 hours of professional development annually, which will include hours college courses taken within last 12 mos, as well as training in ECE topics to improve quality of care and education and child safetyTraining Certificates must indicate the date and duration of the training, the ECE topic covered, the staff members name and the logo or signature of the organization or individual who conducted the training. ECE training offered by SMCOE and 4Cs (beginning this year) will be entered directly into the registry for each participant. Inservice training in specific ECE topics will only be counted if the following are provided: a training agenda (with date, hours, topics and topic descriptions, and trainer name), an attendance roster and an individual certificate for each attendee. This needs to become your common practice!Certain video-coaching and professional learning community activities can be counted, with permission and documentation from coach or facilitator. Complete the Registry Mailing Cover sheet for each site (link or attach)Mail or bring the full organized Registry packet to us by or before Nov 1stRequest Administrator Status for each of your sites from the Registry so you can view each of your staff’s qualifications on their educational profile be able to add new staff, and update information on behalf of your staff going forward. Instructions here () Next, Quality Counts Rating Advisor will review your documents and use them to do a preliminary rating of Lead Teacher/FCC Provider and Director qualifications according to the Quality Counts CA QRIS Rating Matrix (link to Matrix). SMCOE will then submit your documents by mail to the Registry.The Registry will evaluate what is mailed, enter it into each person’s record. Quality counts and you will be able to compare their results with our local results. We will uncover any problems and be able to resolve them before the Registry becomes the only means of determining a rating for the Staff Qualifications Elements.After this first year, each agency/site will be responsible for ensuring that new staff are added, existing staff education and professional development is up to date.
