Based upon their expertise in the workforce field, especially on workforce matters pertaining to climate change, the move to a carbon neutral economy, and the development of high road training partnerships involving sensitive labor management negotiations in industry sectors adapting to climate change, the Specialist researches, organizes and writes policy briefs, reports, bill analyses, and policy and field directives on complex matters for an audience that includes elected officials, state and local directors in the workforce field, workforce professionals, and industry sector leaders involved in the transition to a carbon neutral economy.? Percentage of DutiesEssential Functions35%25%20%15%Serves as the lead staff, and represents the CWDB Executive Team in CWDB interagency work with entities developing and implementing climate policy, including but not limited to the California Public Utility Commission, the California Energy Commission, the Department of General Services, the California Air Resources Board, the Governor’s Office of Business and Economic Development, the Governor’s Office of Planning and Research, the Strategic Growth Council, the California Natural Resources Agency, and any workgroups or taskforces within these offices, departments and agencies.?Serves as the lead staff, and represents the CWDB Executive Team as a liaison with other stakeholders involved in the transition to a carbon neutral economy, including community based organizations that work on an environmental justice agenda. Serves as the lead liaison to state offices, departments and agencies involved in workforce planning, workforce research, and workforce policy pertaining to climate change and the move to a carbon neutral economy (including but not limited to, the California Public Utility Commission, the California Energy Commission, the Department of General Services, the California Air Resources Board, the Governor’s Office of Business and Economic Development, the Governor’s Office of Planning and Research, the Strategic Growth Council, and the California Natural Resources Agency). Coordinates strategic planning around the workforce needs of industry sectors affected by the policy decisions of these offices, departments and agencies, developing work plans and timelines, and tracking progress on the completion of work pertaining to partnerships with these offices, departments and agencies.Serves as a highly skilled, independent expert on state policy relating to the move to a carbon neutral economy. Works with Directors and Chief Deputies entities developing and implementing climate policy, including but not limited to the California Public Utility Commission, the California Energy Commission, the Department of General Services, the California Air Resources Board, the Governor’s Office of Business and Economic Development, the Governor’s Office of Planning and Research, the Strategic Growth Council, and the California Natural Resources Agency. Acts as a point of contact for technical assistance and consultation on policy matters pertaining to the building of the workforce necessary to transition to a carbon neutral economy. Serves as the lead of multi-departmental workgroups/taskforces for complex, difficult and sensitive activities related to the transition to a carbon neutral economy. Independently provides clear and consistent direction on shared projects and ensure the quality of deliverables.
