The Role and Opportunity

The Canadian Mental Health Association (CMHA) Toronto Branch is looking for an energetic, team-oriented and results-driven Certified Human Resources Leader or Executive (CHRL or CHRE) to fill our inaugural, full-time Director of People and Culture position.

CMHA Toronto has long been committed to serving the needs of those experiencing mental health and addiction issues through its robust, evidence-based community mental health programs. The senior leadership team ensures CMHA Toronto remains focused on this goal through a continuous quality improvement lens. Despite relying completely on our growing staff team to deliver these high-quality services, we have not had a senior leader with a strategic perspective and evidence-based knowledge of the latest best practices in recruiting, onboarding, engaging, rewarding and developing staff (and all the other People and Culture practices).

With the creation of this position, CMHA Toronto aims to ensure we bring a similar level of expertise, strategy and rigger to the support and development of our staff as we do to the development of our programs. The successful incumbent will have the opportunity to bring a strategic lens to all of CMHA Toronto's human resources, culture development and change management functions while updating them to ensure the latest evidence-based best practices are employed across the organization.

Reporting to the CEO, the Director of People and Culture is a member of the senior leadership team and is responsible for making significant contributions to achieving the core values and strategic direction of CMHA Toronto. The Director's leadership and management responsibilities comprise HR strategy and operations, technology and talent management, and employee engagement. The Director will lead key aspects of the culture and workplace growth and change strategies, partnering with the Senior Leadership Team and Communications to develop strategies and initiatives to reinforce organizational change while promoting awareness, transparency, and two-way feedback.

The Ideal Candidate

The ideal candidate will demonstrate the following knowledge, experience, skills and attributes:

? A master's degree in human resources or a related discipline; ? A CHRL or CHRE designation; ? Experience working in a non-unionized, not-for-profit environment is required; ? A minimum of seven years experience in progressively more senior human resources

positions, including overseeing all aspects of people and culture;

? Demonstrated experience updating and revising human resources practices and programs and effectively managing change;

? Knowledge of organizational development theory and practice; ? Demonstrated commitment to developing a culture of (internal) customer service within their

team; ? Proficient in using and implementing Microsoft Office Suite and HRIS systems; ADP

Workforce Now considered an asset; ? Demonstrated experience developing workforce plans and budgets; ? Passion for working in health care is a strong asset.

DIRECTOR OF PEOPLE & CULTURE

POSITION SUMMARY

The Director of People and Culture, reporting to the CEO, is a member of the senior leadership team and is responsible to make significant contributions to the successful achievement of the core values and strategic direction of CMHA Toronto. The P&C Director's leadership and management responsibilities comprise HR strategy and operations, technology and talent management and employee engagement. The P&C Director will lead key aspects of the culture and workplace growth and change strategies partnering with communications to develop strategies and initiatives to reinforce organizational change promoting awareness, transparency, and two-way feedback.

AREAS OF RESPONSIBILITIES:

HR Strategy and Leadership ? Develops and effectively executes CMHA Toronto's people and culture strategy ? Develops CMHA Toronto's equity, diversity and inclusion strategies ? Develops Human resource staffing plans which aligns to key HR functions e.g. recruitment and retention and T&D ? Develops talent management strategies to attract, motivate, develop and retain top talent in support of the organization's strategic and business objectives, supervision and leadership needs, and that reinforce the organization's culture. ? Develops a total reward and comprehensive compensation strategy and structure. Lead the development and implementation of our compensation framework and philosophy, including analysis, annual benchmarking, and the standardization of our compensation review processes and job evaluation process. ? Lead the annual benefit review, including external benchmarking for external competitiveness with other top employer level programs ? Partners with Finance and Corporate Services to ensure the most effective use of the HRIS system ? Develops monitoring and reporting mechanisms to ensure the appropriate delivery of Human Resources programs and services, including enhanced data quality ? Builds a culture of performance across the organization with oversight and continued development of the performance review and development framework

HR Operations ? Provides operational leadership and advice to the People and Culture team regarding the delivery of Human Resources services including employee relations, performance planning and review, compensation, job evaluation, benefits, recognition, recruitment, labour and employee relations, workplace psychological health and safety and occupational health and safety ? Advises, counsels and acts as a resource to senior leaders, staff, managers, and supervisors on the application of human resources management policies, procedures and programs ? Coaches employees and managers on employee relations issues, supervision and performance matters, and compensation administration ? Plans for the organization to meet or exceed the National Standard of Canada for Psychological Health and Safety in the Workplace ? Oversees and ensures compliance with all Occupational Health and Safety requirements ? Participates and provides direction and guidance on various committees both internal and external to the organization and within the CMHA federation

? In partnership with the senior leadership team, contributes to labour cost budgeting including establishing annual budget and staffing plan

? Ensures evidence-based best practices are embedded in all human resources programs ? Oversees the performance management programs ? Oversees, develops and effectively implements initiatives and programs to develop leadership at all

levels of the organization ? Works closely with the senior leadership team to create a vision and strategy for successful

continual learning and professional development among CMHA Toronto staff including both eLearning and in-person learning ? Monitors and ensures the organization's compliance with federal, provincial, and local employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance ? Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to upper management

Culture and Wellbeing ? Design and implement an integrated wellbeing strategy, embedding the values and actions into organizational practices and operations with ongoing staff feedback guiding continuous improvement and management ? Develop solutions which aligns with, enhances and promotes CMHA Toronto's collaborative, inclusive, diverse and no blame and accountable' organizational culture ? Leads People and Culture staff in communicating, upholding and improving CMHA Toronto's organizational culture ? Establishes ongoing mechanisms to evaluate culture and well- being embedding a continuous improvements philosophy.

JOB SPECIFICATIONS

Education ? Minimum bachelor's degree in a related discipline, master's degree preferred, and a human resources professional designation at either the CHRL or CHRP level or an equivalent combination of education, experience and certification

Related Experience: ? Minimum of 7 years of increasingly senior human resources and organizational development experience ? Experience working in the not-for-profit sector, a strong interest in health care or a related field is preferable ? Experience working in a non-unionized environment
