Enterprise Content Management (ECM) for Document and Record Management

Purpose:

This RFI will provide the contracting officer the information needed to determine whether two or more Alliant Small Business vendors are capable of performing the NAME OF AGENCY Office of the Chief Information Office (OCIO) procurement for ECM for Document and Record Management.

Background:

NAME OF AGENCY currently lacks a system to efficiently and effectively identify, capture, manage, store, preserve, and deliver content (documents and official records) vital to its various program offices. This is due in part because of the presence of existing, disparate, stove-piped information systems in the various program offices and locations. NAME OF AGENCY does not have an ECM system which can help the program offices identify and utilize mission-critical information to the maximum extent possible.

Procurement:

The ECM for the Document and Record Management performance work statement (PWS) will require the vendor to perform the following tasks and collaborate with one NAME OF AGENCY and two organizations:

a) Conduct a comprehensive requirements (functional and technical) gathering analysis to understand and document the NAME OF AGENCY environment (specifically determining how information passes through the enterprise content lifecycle) and the utility of Commercial-Off-the-Shelf (COTS) ECM solutions before deploying one enterprise-wide solution;

b) Evaluate and review the spectrum of hardware and software solutions which map to the requirements and present a detailed analysis of the most cost-effective and risk averse solution—focusing first on the business need and then the records that support them; and,

c) Procure the government approved recommended solution and conduct a 60-90 day pilot to evaluate the solution for potential enterprise wide implementation for NAME OF AGENCY.

The ECM solution would result in the following outcomes:

a) An efficient, streamlined access to information (documents and official records) in response to rapidly changing mission needs; and,

b) Comply with National Archives and Records Administration (NARA) regulations and other statutes affecting Federal agencies and their records management programs.

Security Requirements:

Work performed under this contract requires that the Contractor and its personnel gain access to classified and restricted NAME OF AGENCY data, systems, and facilities. For this reason the Contractor shall have a facility clearance, and its personnel shall either possess or be capable of obtaining a TYPE OF SECURITY CLEARANCE.

Conflict of interest Clause:

This procurement contains a conflict of interest clause which precludes sellers of equipment and ECM software.

The Vendor must submit a capability statement not to exceed 15 pages in either MS Word or MS PowerPoint to demonstrate its expertise, experience and capability to:

|Provide innovative and cost-effective information and records management services (not a system integrator vendor that promotes equipment, or software products) |

|Conduct electronic information system integration |

|Develop and implement large scale enterprise-wide document and record management specific strategies to manage and exploit the information and knowledge assets of a Federal|

|agency |

|Evaluate options for deployment of an enterprise-wide ECM solution – initially document and records management applications to include the conduct of vendor |

|hardware/software market research |

| |

|Identify business drivers and evaluate the business need for an ECM solution |

| |

|Conduct hands-on ECM solution implementation projects (especially document/records management) to include implementation of controlled proof of concept pilot projects |

| |

| |

|Interpret and understand current Federal Records Management regulations and statutes |

| |

| |

|Apply industry best practice(s) as it relates to ECM implementations |

| |

|Perform front-end requirements (functional/technical) analysis/business process re-engineering |

| |

|Conduct interviews which span administrative to Senior staff levels |

| |

|Prepare the following types of deliverables: |

| |

|Initial/Final Assessment Findings Reports which may encompass Project Plan, Deliverable Acceptance Letter Template, Client Questionnaires/Survey Templates, |

|Hardware/Software Vendor Evaluation Criteria, Concept of Operations Document/Segment Architecture, Gap Analysis Document, Hardware/Software Cost-Benefit Analysis, |

|Hardware/Software Recommendations Report; and, ECM Pilot Proof of Concept Implementation Plan |
