|SUBJECT: |LICENSED BOARDING HOMES WITH ASSISTED LIVING CONTRACTS RECEIVING A CAPITAL ADD-ON RATE |

| |JANUARY 1, THROUGH JUNE 30, 2005 |

|Purpose: |To notify field staff of the Licensed Boarding Homes with Assisted Living (AL) contracts that will receive a |

| |capital add-on to the Medicaid daily rate for the six-month period beginning January 1, 2005. |

|Background: |In accordance with WAC 388-105-0035, the Office of Rates Management (ORM)/MSD bi-yearly calculates each AL |

| |contractor’s Medicaid occupancy percentage to determine the AL Medicaid minimum occupancy percentage at which the|

| |estimated total budgeted funds for capital add-ons for the six-month period will be expended. |

|What’s new, changed, or |For the period January 1, 2005 through June 30, 2005, the ORM determined that a minimum historical Medicaid |

|Clarified |occupancy of 66% will be required. Fourteen AL contractors had a Medicaid occupancy of 66% or greater for the |

| |six-month period beginning one year prior to January 1, 2005. |

|ACTION: |Effective January 1, 2005 – field staff should: |

| |continue SSPS authorization for capital add-on rate to the AL facilities currently receiving the capital add-on |

| |rate that continue to be eligible. See the attached list titled: AL Facilities Receiving a Capital Add-On Rate |

| |for all the eligible AL facilities. |

| |complete SSPS authorizations to add the capital add-on rate for clients residing in Arbor Ridge Assisted Living |

| |Partnership and Rosewood Villa LLC. ; and |

| |terminate SSPS authorization for Bethany at Silver Crest capital add-on rate, as a facility that no longer |

| |appears on the list. |
