REGULAR SESSION

January 21, 2020

The Lyman County Commissioners met in regular session in the Conference Room in the Courthouse at Kennebec, South Dakota, January 21, 2020, at 9:00 a.m. with the following members present: Leslie Reuer, Ryan Huffman, Zane Reis and Auditor Deb Halverson. Absent: Bill Lengkeek.

CALL TO ORDER:

Vice Chairman Reuer called the meeting to order with the pledge to the flag.

OATH OF OFFICE:

Auditor Halverson administered the oath of office to Commissioner Leslie Reuer.

ADOPT AGENDA:

Motion by Schelske, seconded by Huffman to adopt the agenda. All voting aye.

APPROVE MINUTES:

Motion by Reis, seconded by Schelske to approve the minutes of January 7, 2020. All voting aye.

BUILDING PERMIT:

Motion by Schelske, seconded by Reis to approve a building permit for Steve Malsam-Rysdon to build a cabin at the portion of the SW4 lying S of 241st St of 9-105-76. All voting aye.

MOBILE HOME ABATEMENTS:

Motion by Huffman, seconded by Schelske to approve abatements for mobile homes paid in 2019 in the total amount of $2,162.93. All voting aye.

DOE GRAN:

Director of Equalization Stacie Gran presented her proposed intensions for 2020 to decrease the economic obsolescence by 5% in Vivian, Kennebec, Presho, & Reliance. Oacoma will not receive an economic obsolescence adjustment due to the planned reappraisal in 2021.

EXECUTIVE SESSION:

9:40 a.m. Motion by Reis, seconded by Schelske to enter into executive session to discuss personnel (SDCL 1-25-2 (1)). All voting aye. DOE Gran was present.

9:48 a.m. Vice-Chairman Reuer declared the board out of executive session. Motion by Huffman, second by Schelske to allow Deputy DOE Janelyn Maguire to go down to working three days a week for two months for personal reasons with pay being reduced by the number of hours not worked in the month and vacation and sick leave pro-rated to the number of hours worked; no change in other benefits. All voting aye. Gran left the meeting.

JAIL CONTRACTS:

Motion by Schelske, second by Reis to approve Jail Contracts for 2020 with Brule County Jail at a rate of $55/day and Hughes County Jail at a rate of $295/day for juveniles. All voting aye.

EMPLOYEE RESIGNATIONS:

Motion by Reis, second by Huffman to approve resignations from Nurse Office Manager Brittany Langenbau and Deputy Sheriff Michael Massa, both effective January 31, 2020. All voting aye.

HWY/WEED DEPT:

Supt. Walt Nagel presented the 2019 Highway Department Annual Report for review. He also discussed a quote from England & Sons to build up the road to the hog confinement facility. A written proposal will need to be presented. Other topics discussed include the status of the Chester Bridge, gravel options for the year, and a FEMA meeting scheduled for Friday, January 24th to discuss Disaster #1 involving River Rd and Bison Rd.

INFRA-TRACK:

Avery Zahn of Infra-Track met with the commissioners to discuss liner options for culverts as an alternative option to replacement. Supt. Nagel has showed Zahn several culverts in the Iona area that are long and deep that could be lined much cheaper and quicker and should have a longer life than if they were replaced. Auditor Halverson will look into utilizing the current bid Infra-Track has with Turner County before proceeding. Zahn & Nagel left the meeting.

ANNUAL REPORT:

Motion by Reis, seconded by Schelske to approve the 2020 County Annual Report presented by Auditor Halverson. All voting aye. Report will be published and is on file in the Auditor’s office and with the SD Department of Legislative Audit.

TID CONTRACT:

Updates in wording were required on a 2018 contract. No changes were made to services or contract prices. Motion by Schelske, second by Huffman to sign the updated agreement between Lyman County and Dougherty & Company LLC for creation of the Tax Increment District and financial funding for the County Road 14 project. All voting aye.

2020 SALARIES:

Motion by Schelske, seconded by Reis to approve a $1,200.00 annual raise for fulltime employees (with the exception of the Sheriff and Sheriff’s Deputies who received a $2,400.00 raise September 1, 2019), and a $600.00 annual raise for ½ time employees, effective January 1, 2020. All voting aye. There was no salary increase for Commissioners, Weed Supervisor, VSO or Coroner fees. Motion by Reis, second by Schelske to approve the new starting wage for a Sheriff’s Deputy at $37,700, the starting hourly wage for Nurse Office Manager at $14.42, and to approve Brittany Langenbau to work at a rate of $15.00 on an as needed basis to help train a new employee. All voting aye.
