|Job Summary: Under the general direction of the Chief Financial Officer (CFO) and Deputy Director (DD), Fiscal, the Chief, FMD, develops policy and procedures to help |
|ensure fiscal integrity, transparency and accountability of approximately $115 billion annual state, federal and special funding for DHCS, which includes fiscal policy |
|review, accounting, financial reporting, resource management, and budget development and oversight. The Chief, FMD, is responsible for planning, organizing, and |
|directing the work through subordinate managers in the following areas: preparation, analysis and maintenance of the Department's budget in partnership with the Fiscal |
|Forecasting Division and DHCS programs; payment of claims and maintenance of accounting records and financial data through the state's FI$Cal system; directs cash |
|receipts and expenditure activities of the Department; develops DHCS’ cost allocation plan and corresponding methodologies; and, coordinates preparation of departmental|
|responses to federal audit deferrals and exceptions. The Chief, FMD, serves as a member of Executive Staff; acts as the fiscal advisor to the CFO, Directorate, and |
|Executive Staff; provides financial evaluation of programs; and, acts as a liaison with the Department of Finance (DOF), Legislative Analyst's Office (LAO), State |
|Controller’s Office (SCO), State Treasurer’s Office (STO), Legislative Budget staff, and the federal government on budget and fiscal matters affecting the Department. |
|May act for the CFO and DD, Fiscal, in their absence. |
|Supervision Received: Under general direction of the CFO and DD, Fiscal. |
|Supervision Exercised: Direct supervision of three Accounting Administrator (AA) IIIs, one Staff Services Manager (SSM) III, one SSM I, one SSM I (Specialist), and one|
|AA I (Supervisor). Indirect supervision of approximately 150 staff. |
|Description of Duties: |

|30% Plan, organizes, and directs, through the Accounting and Budget Managers, the work of subordinate professional and technical staff performing the following: |
|accounting, budget development, analysis and management; preparation, analysis and control of the Department's accounting records; cash receipts and expenditure |
|activities of the Department; and, preparation of departmental responses to federal audit deferrals and exceptions. Directs the development and implementation of |
|cash/resource management policies and cash flow reporting including oversight of cash management staff and works collaboratively with other fiscal teams to ensure |
|timely and accurate reporting. |

|25% Develops policy guidance to the Accounting Section in areas of preparing, reviewing, analyzing, and making decisions related to the Department's financial records, |
|including all federal reporting. |
| |
|25% Provides oversight and policy guidance to the Budget Section in preparing, reviewing, analyzing, and making decisions for the Department’s budget. Attends budget |
|hearings when appropriate and participates in legislative discussions regarding budget development. Provides expert level advice and recommendations to the CFO, |
|Executive Staff, the Directorate, and program managers on fiscal implications of program proposals and other issues impacting the Department. |

|15% Provides direction and oversight related to the information technology solutions used within FMD to ensure financial data is complete, accurate and timely. |
| |
|5% Responds to requests for fiscal and program information from the Legislature, LAO, California Health and Human Services Agency, SCO, STO, and DOF. May testify before|
|the Legislature concerning the Department's budget and fiscal implications of proposed legislation. |
