ABOUT THIS REFERENCE GUIDE

Employment with Carroll County is governed by the "employment at will" doctrine

Nothing in this Guide is intended to create a contract of employment either expressed or implied. Any employee who does not have a written contract of employment is an at-will employee. At-will employment means that either party can end the employment relationship at any time for any reason or no reason, unless a specific federal or state law requires otherwise. This at-will employment policy cannot be modified by any statement in this Guide or other policy or by any statement, oral or written, by any management personnel.

Policy and Procedure Manuals

Please remember, this Guide contains only general guidelines and information on

employment issues. These guidelines have been adopted to keep you informed

about your employment there. It is not intended to address every possible

application of, or exception to, the general policies and procedures

described.

You should contact your supervisor for specific information

relating to County policies and procedures. You can also locate the County's Policy

and Procedure Manuals in the Executive Coordinator's office, and on the HR Tab of our

website (in process). In the event of a conflict, the policy and procedure manuals are

the authority.

In addition, the policies, procedures, practices, and benefits described in this Guide may be modified or discontinued at the County's discretion. Every attempt will be made to inform you of any changes as they occur. However, it is your responsibility to keep current on all County policies and procedures.

This Reference Guide is written to provide guidance to employees throughout our organization. If a collective bargaining agreement or federal, state, or local law conflicts with the Guide or a policy, the collective bargaining agreement or federal, state, or local law will prevail.
