UTILITY BILLING/ADMINISTRATIVE ASSISTANT

Primary Reason Classification Exists

To perform customer service work by informing the public of policies and procedures, answering questions, taking utility payments and solving problems. Research and provide information on customer accounts, bills, and usage, entering data into an automated cash register.

Distinguishing Features of the Class

An employee in this class performs a variety of tasks associated with receipting and accounting for monies, checks, and other instruments in payment for services and provides information on services inquiries, requests for services, and problem matters with utilities and other Town services. Work includes processing initial information for providing services, researching and providing information on customer accounts, bills, and usage, entering data into an automated cash register, balancing monies at the end of the day and assuring that customers are served in a timely and professional manner. Work requires cashiering and computer skills, accuracy and concentration, as well as tact and diplomacy in working with customers. Work includes contacts in person and by telephone and follows established policies and procedures. Unusual or difficult situations are referred to higher levels. Work is performed under the general supervision of the Finance Director and is evaluated based on accuracy, observation, review of records and reports, and feedback from customers served.

Illustrative Examples of Work

• Assists the general public with utility payments or questions they may have; attends register by taking payments and balancing; processes work orders.

• Answers all incoming telephone calls; provides information to caller or transfers to other appropriate town staff for response; delivers mail to departments; assists with other office administrative duties.

• Assists Utility Billing Clerk; contacts customers regarding disconnect dates, verifying work orders, returning customer calls, contact customers regarding high usage; maintains current customer information and ensures accuracy.

• Balances register at end of each work day; takes deposits from individuals or group rental Town’s Depot; registers users of Parks and Recreation use.

• Backs up the Utility Billing Clerk when they are out of the office.

• Assists the Town Clerk with filing, copying, scanning and typing up letters as needed.

• Processes and maintains the Towns debt setoff submissions.

• Maintain a customer complaint database that tracks any and all complaints that come through the Town.

• Performs other related administrative and financial duties as required.

Knowledges, Skills, and Abilities

• Considerable knowledge of the Town's collections policies, practices and procedures.

• Considerable knowledge of the policies, procedures, and processes of the Town in handling customer services issues and concerns.

• General knowledge of the services available and the deposits, fees, and processes required.

• Working knowledge and understanding of the various utility rates and schedules.

• Working knowledge of collections and billing processes and ability to learn and perform each step in the collections process.

• Ability to work accurately with money, checks, data and figures and accurately perform standard mathematical calculations.

• Ability to explain rules and regulations concerning applications and charges for services.

• Ability to process and complete necessary records, reports, and other paper work to provide quick and efficient customer services.

• Ability to prepare, file and maintain records and information in proper order for documentation and processing.

• Ability to deal with customers with tact and courtesy and maintain control in sensitive and difficult situations.

• Ability to develop and maintain effective working relationships with supervisor, customers, employees, and the public.

• Skill in operating office machines required in the job, such as automated cash register, computer, printer, calculator, copier machine, FAX, and other machines.

• Ability to communicate effectively in oral and written forms.

• Proficiency in Microsoft Office Word and Excel is expected.

• Willingness to work and train new employees, if requested.

Education

High school diploma or general education degree (GED);

Experience

At least two years of related experience required.

Physical Requirements

Must be able to physically perform the basic life operational functions of stooping, reaching, standing, walking, fingering, grasping, feeling, talking, hearing and repetitive motions. Must be able to perform sedentary work exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Must possess the visual acuity to prepare data and statistics, count and inspect monies, checks, and other instruments, operate a computer terminal, calculator, and credit card terminal and make visual inspections.

Working Conditions

Work is performed in an office with a controlled environment without exposure to harmful conditions.

Special Requirements

• Valid NC Driver’s License is desirable.

• Notary Public Certification is desirable.
